Reinforcing was placed to provide adequate cover and was properly lapped and tied. Bulkheads were provided at changes in the bottom of wall elevation. The foundation forms were clear of debris and loose soil. The sill plate anchor bolts were on site and sized according to plan. The foundation forms were centered over the helical anchor foundation system. The reinforcing from the helical anchors extended to the top of the foundation wall.
