This report satisfies the requirements of the Garfield County Unified Land Use Resolution, Article IV Section 4502E part 8b: A determination of the effect on significant archaeological, cultural, paleontological, historic resources. The project is located in Sections 33 and 34, Township 6 South, Range 96 West (6th Principal Meridian). Cultural resource files for Sections 33 and 34 were reviewed for this study. The proposed project is located approximately three miles northwest of Parachute, Colorado, and is accessed via Garfield County Road 215 and a private road system maintained by Encana. Physiographically, the project area is located between Parachute Creek and County Road 215 just north of the mouth of Wheeler Gulch, Elevation of the project area is approximately 1700 meters above sea level. The file search was conducted on February 23, 2012, by reviewing the Colorado Office of Archaeology and Historic Preservation's COMPASS database. Twenty cultural resource inventory projects have taken place in Sections 33 and 34, T6S, R96W (Table 1); sixteen cultural resources have been recorded as a result of these projects. One historic isolated find (5GF4296), and one prehistoric site (5GF941) have been field evaluated not eligible for inclusion on the National Register of Historic Places (NRHP). Six sites (5GF142, 5GF909, 5GF939, 5GF940, 5GF2113, and 5GF2115) are officially not eligible. No further work has been recommended for these eight sites. Two historic sites (5GF143 and 5GF1184) and two prehistoric sites (5GF944 and 5GF1185) are field evaluated eligible for inclusion on the NRHP, and three prehistoric sites (5GF943, 5GF1186, and 5GF1187) are field evaluated needs data. Avoidance and protection have been recommended for the eligible and needs data sites. Based on a comparison of the site location data and the project location, all of the eligible and need data sites appear to be outside the current project boundaries and should not be impacted. Therefore, based on the results of this Class I inventory, Flattops Archaeological Consultants recommends a finding of no historic properties affected. However, given the density of sites within the general area of the project location there is a possibility that new cultural resources may be discovered or unearthed during ground -disturbing activities; in that situation a qualified archaeologist should be notified to record and assess the cultural resources.
