Standards Narrative
General Approval Standards for Land Use Change Permits:
Article VII, § 7-101 Compliance with Zone District Use Restrictions
The Limited Impact Review process is required for the proposed Material Handling/Water
Impoundment Facility within the Resource Lands (RL) zone district.
Article VII, § 7-102 Compliance with Comprehensive Plan and Intergovernmental
Agreements
The proposed Water Impoundment Facility generally conforms to the Garfield County
Comprehensive Plan. The proposed use is not within an area governed by an
intergovernmental agreement.
Article VII, § 7-103 Compatibility
The proposed facility is consistent with the current uses on the subject parcel and adjacent
properties. The limited impacts of this facility are compatible with uses in the surrounding area
and are intended to reduce traffic impacts related to natural gas production activities.
Article VII, § 7-104 Sufficient Legal and Physical Source of Water
Water stored at the proposed facility is generated by Encana's natural gas production assets in
the Piceance region. Water delivered to the facility will not infringe on any existing water rights.
The produced water generated from Encana's natural gas production operations and stored at
this facility is a result of Encana's drilling operations within the Williams Fork Formation.
Williams Fork Formation is classified as a non -tributary formation. Details specific to the non -
tributary nature of the water that will be delivered to the proposed facility are provided in an
attachment accompanying this submittal.
Article VII, § 7-105 Adequate Water Supply
The proposed facility will not place a demand on local ground water resources. A source of
non -potable water will be supplied for the restroom facility at the control room. Potable water
will be provided via a licensed provider with adequate water rights. The produced water
generated from Encana's natural gas production operations and stored at this facility is a result
of Encana's drilling operations within the Williams Fork Formation. Details specific to the non -
tributary nature of the water that will be delivered to the proposed facility are provided in an
attachment accompanying this submittal.

Article VII, § 7-106 Adequate Central Water Distribution and Wastewater
Safe operation of the Encana SMF facility will require the installation of a control building which
will house equipment related to data monitoring and data collection. Encana will provide an
adequate potable water supply and address wastewater storage to serve the proposed use of
the control room facility. Both the potable water supplies and the wastewater controls will be
provided by a licensed supplier of these services. Water and waste (sewage) from the facility
will be handled via a vault and haul system designed to accommodate a single person and will
meet all appropriate CDPHE requirements. A licensed water and sewage hauler will monitor
the system approximately every seven days. The system will also be permitted according to
Garfield County Building Department requirements.
Article VII, § 7-107 Adequate Public Utilities Supply
As required, electricity will be supplied on-site by either a new utility connect to Xcel Energy (via
an existing line) or by diesel or natural gas generator(s). Encana has had discussions with Excel
officials and it has been determined that the local distribution power line has adequate capacity
for the electrical loads expected. If generators are used on site, they will comply with
appropriate Colorado air emissions permitting regulation as applicable. Any fuel storage tanks
located on-site for operation of the generator(s) will be included in the area wide Spill Prevention
Control and Countermeasures (SPCC) plan.
No additional public utilities will be utilized.
Article VII, § 7-108 Access and Roadways
The proposed facility will not adversely impact adjoining roadways due to the anticipated low
operational traffic volumes. There is an existing access to this site that is located north of the
Wheeler Gulch Road intersection. This access will be eliminated when the new access is
constructed and the Water Facility is completed. The new access will be designed to Garfield
County standards (Section 7-307) for grading, width and surface. Text describing the proposed
access is also provided as part of the Project Narrative accompanying this submittal. Additional
details are shown on Page C1 (Site Plan), Page C2 (County Road 215 Plan and Profile) and
Page C3 (County Road 215 Striping and Signing Plan) of the complete site plan set submitted
with this application.
As detailed in the Auxiliary Lane Analysis, prepared by River City Consultants, access is
proposed via a new access to County Road 215. This access will be the fourth leg of the County
Road 215/Wheeler Gulch Road intersection. The Auxiliary Turn Lane Assessment addressed
the sight distance, trip generation, directional distribution, site -assignment of trips, and
recommendations for auxiliary turn lanes associated with the proposed Encana Oil & Gas South
Middle Fork Water Facility near Parachute, Colorado. Based on the CDOT Access Code, the
projected trip generation and directional distribution, a northbound left -turn deceleration lane is
not warranted based on the revised use and trip generation but will be provided due to truck
traffic. A copy of this report is included in the supplemental materials section.

Article VII, § 7-109 No Significant Risk from Natural Hazards
The proposed project site is located on the relatively level valley floor on the eastern edge of the
Piceance Basin, at an elevation of approximately 5,577 feet approximately three miles north of
the Town of Parachute. No geologic, slope, and soil hazards have been mapped by Garfield
County in this area and no faults or other hazards are evident on the Geologic Map of Colorado.
General Resource Protection Standards for Land Use Change Permits:
Article VII, § 7-201 Protection of Agricultural Lands
A. No Adverse Effect to Agricultural Operations
The proposed facility will not adversely impact agricultural operations that are conducted
on the subject property or adjacent lands.
B. Domestic Animal Controls
The applicant will comply with this standard.
C. Fences
The facility will not generate a potential hazard to domestic livestock or wildlife. No open
storage of hazardous material or attractions will be conducted on-site. Fencing the
proposed facility will not reduce impacts to agricultural operations within the area and
protect the facility from possible livestock damage. Fencing is designed to
accommodate Colorado Oil and Gas Conservation Commission (COGCC) and Colorado
Parks and Wildlife (CPW) criteria for site security and wildlife protection.
D. Roads
The primary road servicing the facility will be County Road 215 and a new private access
spur. This roadway is already accommodating natural gas development operations and
will not require modifications to grade, or surface in order to sustain the proposed facility.
There is an existing access to this site that is located north of the Wheeler Gulch Road
intersection. This access will be eliminated when the new access is constructed and the
Water Facility is completed. The new access will be designed to Garfield County
standards (Section 7-307) for grading, width and surface.
Text describing the proposed access is also provided as part of the Project Narrative
accompanying this submittal. Additional details are shown on Page C1 (Site Plan), Page
C2 (County Road 215 Plan and Profile) and Page C3 (County Road 215 Striping and
Signing Plan) of the complete site plan set submitted with this application.

E. Irrigation Ditches
Implementation of the engineered drainage plan and conformance with stormwater best
management practices will assure irrigation ditches on and adjacent to the subject
property will not be impacted by the facility.
Article VII, § 7-202 Protection of Wildlife Habitat Areas
The Wildlife and Vegetative Impact Analysis Report included with this submittal concluded that
the facility will not create hazardous attractions to avian or mammalian wildlife species,
vegetation, block migration routes, or cause a change in habitat use. No impacts to federally
listed or locally significant plant or animals are anticipated. Noxious weeds will be removed as
applicable on site. To mitigate impacts to the natural habitat associated with the proposed
project Encana will adhere to the recommendations included in the Wildlife and Vegetative
Impact Analysis Report. During the reclamation phase, the property will be re -seeded and re-
graded to pre -disturbance levels.
Article VII, § 7-203 Protection of Wetlands and Water bodies
There are no wetlands or water bodies in the proximity of the water impoundment facility.
Engineering controls and storm water Best Management Practices (BMP's) will be utilized to
ensure the continued protection of water bodies from stormwater runoff during operation of the
facility.
Article VII, § 7-204 Protection of Water Quality from Pollutants
The operator will operate the facility in order to maintain the required buffer between the
disturbed area and the natural vegetation and waterways. Implementation and adherence to
Encana's Storm Water Management Plan (SWMP) Best Management Practices (BMPs) and
Spill Prevention Control and Countermeasures Plan (SPCC) will assure that natural vegetation
and waterways are protected. BMPs utilized during construction and operation will include (but
not be limited to) straw wattles, check dams, hay bales and silt fencing. According to the SPCC
criteria, secondary containment will be comprised primarily of berms, impervious synthetic liners
an steel containment structures.
Article VII, § 7-205 Erosion and Sedimentation
Encana's Area Wide Stormwater Management Plan is currently being renewed and expaned to
include this facility. No construction will begin until such time as said plan is approved. BMPs
will be utilized to ensure the continued protection of water bodies from storm water runoff during
construction of the facility.
Article VII, § 7-206 Drainage:
A. Site Design to Facilitate Positive Drainage
This standard requires that lots be laid out to provide positive drainage. Lots are not
proposed as part of this land use application. Because of the small size of the proposed

project area, the site will not create any impacts to existing drainage patterns.
Additional details are provided in the Grading Plan (Page C4 of the site plan set) and
Construction Erosion Control Plan (Pages C7 to C9 of the site plan set) accompanying
this submittal.
B. Coordination with Area Storm Drainage Pattern
This standard also addresses individual lot drainage within a residential development
and is not applicable to this use. The proposed facility will not impact natural drainage
patterns.
Article VII, § 7-207 Stormwater Run -Off
The SWMP has been included with this application and covers all applicable activities
associated with the facility's disturbance. The facility is not within 100 feet of a water body;
however it will require greater than 10,000 feet of impervious surface. Drainage details shown
on the site plan demonstrate that the proposed facility will not impact the natural drainage
patterns. Additionally, the facility will be permitted according to the COGCC criteria for E&P
waste facilities which require the facility be engineered with run-on and run-off controls to
accommodate a 100 year, 24-hour storm water event. Please note the following information
specific to compliance with Section 2-207:
Sediment pond (Site Plan - C1)
Grading Plan, showing existing and proposed contours (C4)
Pre -Construction Erosion Control Plan (C7)
Construction Erosion Control Plan (C8)
Post -Construction Erosion Control Plan (C9)
Natural vegetation shall be retained and protected wherever possible. Exposure of soil to
erosion by removal or disturbance of vegetation shall be limited to the area required for
immediate construction operations. Stormwater from this site will be discharged from the site
through a series of existing and proposed ditches, culverts, and sediment basins. Drainage for
this area is from the northeast to the southwest. The receiving body of water is Parachute
Creek, which ultimately drains to the Colorado River, approximately 5.4 miles downstream of
the site.
All construction activities and material installation for this project shall be as per Garfield County
specifications.
Article VII, § 7-208 Air Quality
Because the impoundments will be covered, the potential for degradation of air quality will be
significantly reduced. As a result, the land use change shall not cause air quality to be reduced
below acceptable level established by the Colorado Department of Public Health and
Environment (CDPHE). Encana will obtain all applicable federal and state air quality permits.

Article VII, § 7-209 Areas Subject to Wildfire Hazards
The project site is designated in a low to low moderate wildfire hazard on the Garfield County
Wildfire Hazard Map.
Article VII, § 7-210 Areas Subject to Natural Hazards and Geologic Hazards
No geologic hazards have been mapped by Garfield County in this area and no faults or other
hazards are evident on the Geologic Map of Colorado. No other hazards have been observed
by Encana.
Article VII, § 7-211 Areas with Archeological, Paleontological or Historical Importance
Given the limited construction activity and small footprint of the proposed facility, no protected or
registered archaeological, cultural, paleontological or historic resources will be impacted. See
the Cultural Resources Report for additional details.
Article VII, § 7-212 Reclamation
A reclamation plan has been provided as a component of the Impact Analysis. During the
reclamation phase, the property will be re -seeded and re -graded to pre -disturbance levels.
Site Planning and Development Standards:
Article VII, § 7-301 Compatible Design
Operation of the proposed facility will be consistent with nearby uses. Adjacent lands will not be
impacted by the generation of vapor, dust, smoke, glare, noise or vibration. The facility will be
manned during the daytime hours, and monitored remotely in the off hours, and will operate 24
hours a day, 7 days a week, and 365 days a year There will be minimal impacts, if any, to the
existing roadway system during the operational phase.
Article VII, § 7-302 Building Design
The facility will be constructed to minimize sound and visibility and will meet the Garfield County
Building Department requirements. Buildings will be designed per applicable building codes
and building permits will be submitted when the designs are complete.
Article VII, § 7-304 Off-street Parking and Loading Standards
Adequate parking will be made available to accommodate Encana personnel during regular
operation, inspection and maintenance of the facility.
Article VII, § 7-305 Landscaping and Lighting Standards
No landscaping will be installed. The operator will follow the attached Weed Management and
Reclamation Plan recommendations and guidelines in order to maintain the integrity of the

existing landscape and to assure the pre-existing landscape conditions are accommodated at
the time of final reclamation. A minimal amount of lighting will be installed around the
impoundments, buildings and access areas to allow for safe operations during low light
conditions and to accommodate emergencies. Lighting will comply with Garfield County
standards. Any lighting utilized at the site will meet the requirements for downcast, shielded,
flashing, and hazardous lighting.
Article VII, § 7-306 Snow Storage Standards
Snow will be stored in a vacant section of the existing disturbed area. The site will be graded to
accommodate snowmelt to insure sufficient drainage.
Article VII, § 7-307 Roadway Standards
The primary road servicing the facility will be County Road 215 and a new private access spur.
This existing roadway is already accommodating natural gas development operations and will
not require modifications to grade, or surface in order to sustain the proposed facility. There is

Article VII, § 7-308 Trail and Walkway Standards
Not applicable.

Section 7-810 Additional Standards Applicable to Industrial Use
A. Enclosed Building
Not applicable.
B. Loading and Unloading
The property does not include public road right-of-way. All operations will be conducted
on site (private property).
C. Outdoor Storage Facilities
The water impoundment facility will be fenced and the impoundments covered to
mitigate wildlife interactions and to significantly reduce potential air quality impacts.
Visual impacts to surrounding properties associated with the facility will be minimal
because of the existing natural topography.
D. Industrial Waste
Industrial Waste will be disposed according to Federal, State, and Local regulations.
E. Sound
No significant sound impacts will be generated from the facility. The occasional pickup
truck for maintenance and monitoring purposes will not impact surrounding operations
and properties. Operation of the facility will not exceed the Residential/Agricultural/Rural
Zone Standards and Colorado Noise Statue 25-12-103 requirements.
F. Ground Vibration
Ground vibration will not be measurable at any point along the property boundary lines.
G. Interference, Nuisance, or Hazard
The facility will comply with all applicable Federal, State, and Local regulations.
