PRACTICAL LOCATION: Off of County Road 215 (CR 215) and one mile north of the Encana office ZONING: Resource Lands — Gentle Slopes TYPE OF APPLICATION: Limited Impact Review -- Material Handling, Water Impoundment, and Professional Office I. GENERAL PROJECT DESCRIPTION Encana wishes to transport produced water mainly by existing pipelines and some by truck to a 27 acre site within an 89 acre parcel. Condensate and gas are further extracted from the produced water and stored in a 500 bbl condense tank or sent back to the compressor station for sales and/or flared. The processed produced water is stored in four ponds which will be lined and covered. This water will be reused for fracking. This facility also proposes a 19' x 30' control building/office which will be used to house computers, desks, and other equipment related to the operation of the facility. The Applicant indicates that one (1) employee will be on-site for up to eight (8) hours per day. For buildings that are occupied and in place for more than one (1) year, permanent water and sanitary sewer is required. If the Applicant wishes to propose a vault -and -haul system for both water and septic waste the Applicant will need to demonstrate how this scenario meets the Unified Land Use Resolution of 2008, as amended and it will be the Board of County Commissioner's decision whether this proposal is adequate. This facility is reviewed through the Limited Impact Review process in the Resource Lands zone district. Standards for Industrial Uses (Section 7-810) will apply to development of this site. The operation is considered Material Handling, Water Impoundment, and Professional Office. All on-site uses should be identified in the application narrative and all associated permits related to this Garfield County Application need to be included in the submittal such as COGCC permits, Federal and state permits for air quality, etc. An access permit onto CR 215 should be investigated with Garfield County Road and Bridge Department. Since this site is within dose proximity to a creek, the Applicant should verify the location of the floodplain. re .42 4 cana, • MEOW al #04141, — Y • Important considerations for this type of application include: • The Applicant will need to provide evidence that the water being produced is non -tributary and a representation that it won't be used for any purpose that would require a well permit under CRS 37-90-137. Provide a map illustrating the location of the wells the produced water is being derived from; • Provide a map that clearly shows the conveyance network (pipelines) from the wells to the produced water facility; • The application will need to address if pipelines easements have been secured with Surface Use Agreements (SUA) that cross the affected properties. Also, SUAs are sometimes conditional so the Applicant will need to represent that they will comply with the terms of the SUA. This can be accomplished with a letter to the County stating you will comply with these conditions (see attached letter as an example); and, • Have any of the pipelines to transport the produced water receive a County permit. If so, provide a copy of this permit. If not, indicate why a perrnit wasn't obtained (i.e., pipeline didn't trigger a permit). Ill. REVIEW PROCESS 1. Pre -application Conference. 2. Application. 3.
