All entrances to Cr. 102 will require a driveway access permit issued by Garfield County Road & Bridge Department with conditions specific to the driveway location. Any existing driveway access that is left in use will comply with current driveway standards. The potato cellar on the curve on Cr. 102 shall be removed for improved visibility for the added traffic load on Cr. 102 created by the subdivision. If Cr. 102 does not have a 60 -foot easement in place then a 30 -foot easement from the center line of existing Cr. 102 shall be deeded to Garfield County the entire length of the property bordering Cr. 102. The application was reviewed for compliance with the International Fire Code (IFC) 2003 edition, adopted by the County. I would offer the following comments. Access The proposed access throughout the subdivision appears to be adequate for emergency apparatus. Water Supplies for Fire Protection A central water system is proposed for the subdivision. Water supplies supplies for fire protection should be in accordance with IFC Appendix B. Fire hydrants should be located in accordance with IFC Appendix C. Wildfire Hazards The proposed subdivision contains areas with slopes of grass. sage, and gamble oak, which present a wildfire hazard. Defensible spaces and/or fire resistant building construction features should be implemented in these areas. Defensible spaces should follow the recommendations of the Colorado State Forest Service. Impact Fees The development is subject to development impact fees adopted by the District. The developer will be required to enter into an agreement with the District for the payment of development impact fees. Execution of the agreement and payment of the fees are due prior to the recording of the final plat. Fees are based upon the impact fees adopted by the District at the time the agreement is executed. The site consists of 561 acres, of which 212 acres wouldbe.divided into: 91 residential:lots. DEPARTMENT OF NATURAL RESOURCES Bill Owens Governor Russell George Executive Director Vincent Matthews Division Director and State Geologist Geologic conditions. Development at the site will be concentrated mostly in the higher areas, while agricultural production will continue in the lower. pastures. The northernmost lots are characterized by basalt boulders and are vegetated by sagebrush and piiion pine. On the southernlots, basalt is not as prominent and thick stands of scrub oak are present. At Sketch Plan stage, the geologic information provided by the applicant was obtained from Garfield County GIS information (Exhibit 8 in the Sketch Plan application). A report by HP Geotech is in progress. The GIS information, which possibly originated from the county 1041 maps, states that there are no slope hazards, soil hazards, or landslide hazards within the limits of the site. However, Exhibit 15, the Slope Analysis and Site Plan, shows a number of lots in the northeast part of the site that have very steep slopes. In .articular lots 24-29 show 30-40 .ercent sloes ad'acent to the roadwa . Driveway access, construction, and siting of onsite wastewater systems (OWS) on these lots could be very difficult. I did not observe signs of slope movement other than rock creep, but construction of the access road at the base of the steep slopes in this area could destabilize the hillside; the single track road north of these lots also traverses steep terrain. The cuts, fills and retaining wall requirements for the road alignment should be reviewed by an engineer, and a slope stability analysis in the vicinity of lots 24-29 should be considered. For constraints that are identified, mitigation should be proposed. If the county allows residential construction on lots with 30+ percent grade, these lots should be evaluated for slope stabilityat a laterstage of development, incorporating the home design. Erosion. Disturbance on steep slopes can lead to accelerated sheetwash erosion. Where flows become concentrated, gully erosion can form. An erosion control plan should be prepared for the Hunt Ranch, p. 1 site. Homeowners should monitor gullies that form to prevent general lot deterioration and to prevent any adverse effects to neighboring lots. Debris fans. Mapping of the area by CGS in the 1990s showed debris fans in the area of the lot line between lots 48 and 49 and on lot 46. The drainages are small, but could run during periods of heavy precipitation. It did not appear that rocks had been carried by the drainages, which were not deeply incised. The preliminary observations suggest that no action is required beyond building on high ground on these lots. The debris fans, themselves, could be composed of low density soils that are prone to collapse. The small fan on lots 48/49 could probably be avoided in development. However, the fan on lot 46 covers most of the buildable portion of the lot, as the remaining part is composed of slopes of 40 percent or greater. At Preliminary Plan stage, the drainage report that is prepared for the site should include a discussion of these drainages. Also, the fan on lot 49 should be drilled and sampled to determine the characteristics of the soil. Where determined to be necessary, mitigation should be proposed for drainage and soils problems. Onsite ditches. I did not observe any impact on the hillside from the Needham Ditch. For most of its length, the Needham Ditch could be piped in the right-of-way for the access road. It could be rerouted along the lot line for lots 19 and 20. The Mountain Meadows Ditch bisects lots 74 and 80. Either the ditch should be realigned or the lots should be reconfigured. The alignment for both ditches should be shown as an easement. Foundations. Structures on slopes should be designed to resist lateral earth pressures and avoid lateral shear. Local drainage control will be important to maintaining stability. Excavation could be difficult, locally, and blasting could be required. The material that forms the substrate for foundations should be limited in size (rocks generally less than 4 inches in diameter) to prevent differential compaction. Subsurface soil (as opposed to rock) should be tested for geotechnicai. characteristics, including swell -consolidation, so that foundations can be designed appropriately. Onsite wastewater systems. The possible constraints for OWS are the steep slope on many of the lots and the shallow bedrock or boulders. In the Sketch Plan application, Sopris Engineering recommends that all OWS be engineered. Sopris has experience in designing systems for steep mountainous terrain, and their recommendations should be followed. In summary, the site characteristics at Hunt Ranch are not unusual for the mountainous parts of the state, but there are conditions that require close attention during development. At this stage of development, the stability of the road alignment in the northwestern part of the site should be investigated. Further analyses, as mentioned above, should be performed at Preliminary Plat and Final Plat stages of the project. Please call me if there are any questions. State Engineer We have reviewed the above -referenced proposal to subdivide a parcel of approximately 561 acres into 93 single-family residential lots, one agricultural/recreation parcel, and four common area parcels. The domestic water supply is to be provided through a new central system which will be supplied by existing and proposed wells and will include a 250,000 gallon storage tank. The proposed development is estimated to require a total of 67.3 acre-feet annually for domestic purposes (both in-house and outside uses), and raw water diversions for other irrigation and pond evaporation will total 507.9 acre-feet annually. Irrigation water is to be provided by a raw water system using irrigation water rights in the Missouri Heights Ditch and the Needham Ditch. Sewage disposal is to be provided through individual systems. Our records indicate that four exempt wells (Permit Nos. 259374, 259375, 266019, and 266020) currently exist within the proposed development. Note that CRS 37-92-602(3)(b)(II I) requires that the cumulative effect of all wells in a subdivision be considered when evaluating material injury to decreed water rights. Therefore, the existing exempt wells must be included in an augmentation plan, or must be plugged and abandoned since the provisions of CRS 37-92-602 which allowed for issuance of the well permits will no longer apply. A well test completed by Samuelson Pump Company (Samuelson) indicates that the Hunt Ranch Well No. 3 (Permit No. 266019, monitoring well) produced 50 gpm over a 24-hour period on November 21-22, 2005, that the drawdown was 0.60 feet and that 100% recovery occurred within 15 minutes. A well test completed by Samuelson indicates that the Hunt Ranch Well No. 4 (Permit No. 266020, monitoring well) also produced 50 gpm over a 24-hour period on November 9-10, 2005, that the drawdown was 10.3 feet and that 99.6% recovery occurred within 30 minutes. With sufficient storage capacity, these wells should provide an adequate supply for the proposed use. The use of the irrigation water rights,must not result .in.an expansion of use, -and a change of water rights application may be necessary to allow irrigation of lands that were not historically irrigated. (RESOURCE) has reviewed the Sketch Plan Application for the Hunt Ranch Subdivision. The submittal is a bound document dated March 2006 and prepared by OTAK. Our comments on technical items are presented below. WATER The potable drinking water is proposed to come from a central State approved water system supplied by on-site wells. Two test wells have been drilled and tested for water quantity and quality. The results indicate adequate water quantity and quality for the subdivision. The Applicant has filed a water court application in Case No. 05CW301. This case will be amended to providea more complete plan for augmentation. The Applicant appears on track with water supply and water rights plans. Irrigation water for lawns and open space will come from existing irrigation water rights. Irrigation of the property is key to maintaining the ground water resource in the area. Applicant should be encouraged to covenant and require continued irrigation of the open space. WASTEWATER The project proposes ISDS systems on 2 acre lots. The overall density is one unit per 6 acres. Applicant should discuss in the Preliminary Plan submittal any potential water quality impacts from the clustered development around the wells. The Applicant is requiring all ISDS systems to be designed by a Colorado Registered Professional Engineer. We anticipate that the depth to ground water is sufficient for soil treatment of the wastewater and the ground water resource is significantly large for dilution of nitrogen. SOILS/GEOLOGY A detailed soils, geology, and hazards evaluation is required for preliminary plan. The Applicant should anticipate the need for one or more small detention facilities on Lot 1. TRAFFIC/ROADS The main loop road consisting of Road A, Road D, and the entrance portion of Road C should all be designed as a minor collector with 60 foot right-of-way. Downsizing Road D on the basis of a split of traffic at each entrance is not standard practice or consistent with County practice. The detailed design and location of the Road C intersection with County Road 102 should be at a point where the grade of the County Road is less than 5% for a minimum distance of 25 feet either side of Road C. (iv) Favre Domestic Pipeline: The original point of diversion is located upon lands owned by Crawford Properties, LLC whose address is 60 El Jebel Rd., Unit #105, El Jebel, CO 81623. 9. Statement of plan for augmentation: Applicant contemplates a residential development of up to 188 EQRs. The physical water supply to serve the potable demands, including 500 square feet of irrigation per lot, will be provided by diversions from the Hunt Ranch Well Nos. 3, 4, 5, and 6. These diversions are limited to a combined maximum rate of 100 g.p.m. at any given time. Monthly demands and depletions associated with the residential development are summarized in the Water Use Input Summary attached hereto as Exhibit B. Applicants will obtain an allotment contract from the Basalt Water Conservancy District to provide replacement water for out -of -priority depletions associated with the uses from the Hunt Ranch Well Nos. 3-6, inclusive. The exact configuration of the subject residential development is uncertain at this time and may ultimately provide for less than 188 EQRs. Further, the mix of uses described herein may change; however, the total depletions associated with the residential development shall not exceed 13.21 acre feet per year. WHEREFORE, Applicant prays for a decree which: A. Adjudicates the water rights described in paragraphs 2-5, above; B. Approves the plan for augmentation described in paragraphs 6-9, above; C. Finds that as a result of the Applicant's plan for augmentation there will be no injury to any owner of or persons entitled to use water under a vested water right or decreed conditional water right; and D.
