As per Sec 1701 94UBC, please provide names and qualifications of possible Special inspectors. There appears to be slip critical and direct tension high strength bolting related to the building. Any structural welding will also need to be inspected. Requirements relating to the dry hydrant can be found on the Plat Notes for the property. It is important to involve the Special Inspectors early during the bolting and welding procedures to verify they are being done correctly. This included verification that bolt size & grade was as shown on the drawings, that the connected plies were in firm contact & bolts were snug tight before final tightening, that the end of the bolts & the nuts were properly marked, and that the nuts were rotated the proper amount for the turn of the nut tightening method (1" impact wrench was used). After the above work was performed 1 visually inspected the remainder of the high strength bolts that I did not observe the tightening being performed on. This included verification that bolt size & grade was as shown on the drawings, and that the nuts were rotated the proper amount for the turn of the nut tightening method (match marks were used). I found one connection missing two bolts & a few connections where all of the bolts had not been tightened. The bolts were added & tightened as required, and then the above bolting was page 2 of 2 found to be in compliance with the UBC/IBC & AISC specification for high strength bolts. In addition to the above also tested three of the 7/8" x 2 3/4" bolts (this was the size used in most of the connections) in a Skidmore Wilhelm bolt tension testing device. The test results indicated compliance with the AISC specification for bolt tension.
