Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all 1994 UBC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. That all representations of the applicant, either within the application or stated at the hearing before the Board of County Commissioners, shall be considered conditions of approval. 2. That the applicant shall meet alI requirements of the Garfield County Zoning Resolution of 1978, as amended. 3. That the accessory dwelling unit shall be stick -built and shall not exceed three (3) bedrooms or 1,500 square feet. 4. That the existing mobile home on the property may remain as long as it is converted to a storage unit and never inhabited. 5. That accessory dwelling unit be provided an irrevocable access easement. 6. That the applicant shall provide evidence of a standard four (4) hour pump test and water quality test on the water well. Such evidence shall include: 1. That a four (4) hour pump test be performed on the well to be used; 2. A well completion report demonstrating the depth of the well, the characteristics ofthe aquifer and the static water level; 3. The results of the four (4) hour pump test indicating the pumping rate in gallons per minute and information showing drawdown and recharge; 4. A written opinion ofthe person conducting the well test that this well should be adequate to supply water to two (2) dwelling units; 5. The water quality be tested by an independent testing laboratory and meet State guidelines concerning bacteria, and nitrates, nitrates, and dissolved solids. 1 am in receipt of your letter dated 412d IL11 which mater that the mobile home urns, never hooked up to water or electric. Please understand that the mobile home will actually have to be gutted to be "converted to storage" in order to meet the conditions of approval. This will have to be accomplished prior to issuance of a certificate of occupancy for the new accessory dwelling unit. I am in receipt of your well pump test as well as the results of a standard bacteriological test and water quality test conducted on the well.
