I have requested a letter from President of HOA and it is forthcoming. It also
states that all homeowners in Homestead have legal access to 115 road thru
deeded road owned by HOA.
I have the site plan coming from High Country engineering as they did a survey
for me a while back and the footprint of the structure was in place.

2. The Applicant understands and agrees that Garfield County Resolution No. 2014-60, as
amended, establishes a fee schedule for each type application, and the guidelines for the
administration of the fee structure.
3. The Applicant and the County agree that because of the size, nature or scope of the
proposed project, it is not possible at this time to ascertain the full extent of the costs
involved in processing the application. The Applicant agrees to make payment of the Base
Fee, established for the Project, and to thereafter permit additional costs to be billed to the
Applicant. The Applicant agrees to make additional payments upon notification by the
County, when they are necessary, as costs are incurred.
4. The Base Fee shall be in addition to and exclusive of any cost for publication or cost of
consulting service determined necessary by the Board of County Commissioners for the
consideration of an application or additional County staff time or expense not covered by
the Base Fee. If actual recorded costs exceed the initial Base Fee, the Applicant shall pay
additional billings to the County to reimburse the County for the processing of the Project.
The Applicant acknowledges that all billing shall be paid prior to the final consideration by
the County of any Land Use Change or Division of Land.

I. GENERAL PROJECT DESCRIPTION
Applicant seeks approval for an ADU on a 35 -acre property. There is an existing single
family home on the site served by well and septic.
Applicant seeks to share the well and construct a dedicated OWTS for the ADU. Access is
from CR 115 to private road system within the subdivision.
The Applicant will have to demonstrate:
1. That a physical and legal water supply to serve the proposed ADU exists;
2. That there is potential to construct a OWTS (septic system) for wastewater (soils
issues, etc.);
3. That legal access exists to a county road;
4. Compliance with standards in Article 7.
II. REGULATORY PROVISIONS APPLICANT IS REQUIRED TO ADDRESS
Garfield County Land Use and Development Code, as amended (LUDC) - Sections:
• Accessory Dwelling Unit (7-701), following Administrative Review (Section 4-103)
• Table 4-102, Common Review Procedures and Required Notice;
• Table 4-201, Application Submittal Requirements
• Article7, Divisions 1, 2 and 3
III. REVIEW PROCESS
The process to accommodate these requests shall require an Administrative Review
process pursuant to the LUDC.
A. Pre -application Conference.
B. Application Submittal (three paper copies and one electronic copy [CD]).
C. Determination of Completeness.
D. Schedule decision date with Director, complete notice requirements.
E. Additional Copies requested and sent to referral agencies.
F. Evaluation by Director/Staff resulting in a Staff Report to the Director of
Community Development and issuance of the decision.
G. Forward decision to BOCC for 10 day review period (call-up period).
H. Upon expiration of 10 day review period without a request for call-up, the
decision is final.
I. Satisfaction of conditions of approval, if any.
J. Issuance of a Land Use Change Permit.
IV. PUBLIC HEARINGS AND NOTICE
Public Hearing notices shall be posted, mailed and published pursuant to Section 4-101.E.

• Site Plan - Section 4-203 D.
• Grading and Drainage Plan demonstrating positive drainage off the site — Section
4-201 E.
• Impact Analysis — Please respond to Section 4-203 G.
• Traffic Study — Section 4-203 L. (number of trips generated by ADU and potential
impact to the road system)
• Water Supply and Distribution Plan — Section 4-201 M. — this includes a copy of
the well permit, 4 -hour pump test and water quality analysis sufficient to
demonstrate compliance with minimum safe water drinking standards
• Wastewater Management Plan — Section 4-201 N.
• Respond to Standards in Article 7, Divisions 1-3 and 7-701 Additional Standards
for ADU.
• Letter from HOA regarding allowance for an ADU
Requirements appropriate for Waiver if adequate demonstration is provided pursuant
to Section 4-202.
• Landscape Plan — Section 4-203 (F.)

General Application Processing
Planner reviews case for completeness and sends to referral agencies for comments. Case planner
contacts applicant and sets up a site visit. Staff reviews application to determine if it meets

or denial to the appropriate hearing body.

I have applied for a building permit to construct an ADU (caretaker unit) at my residence
at 341 Homestead Ranch. It will be in the current detached garage. Garfield County requires
that all adjoining properties be notified. The original covenants, which have expired, allowed
ADU units, and the one I am proposing meets their minimum requirements. There are a number
of ADU units in Homestead and, to my knowledge, there are no proposals to prohibit going
forward. Homestead Ranch's lot size exceeds Garfield County's lot size requirement.

MEMORANDUM
To: Garfield County Building & Planning Department April 13, 2015
Re: Structural Inspection: Auxiliary Dwelling Unit (ADU) Addition
341 Homestead Drive, Garfield County, CO.
The purpose of this site inspection was to establish the code compliance and
structural integrity of the noted ADU. The ADU is a recent addition to an existing
Agricultural Storage building. I understand that the agricultural building was constructed
approximately nine (9) years ago, and that the ADU addition was constructed in the fall of
2014. The ADU encloses what was a carport as part of the original construction. In
addition to the site inspection, I also reviewed construction documents which had been
prepared by the contractor. The documents depict the ADU and the original agricultural
building.
As constructed, the building, including the ADU addition, is a single story
structure. The building measures, in plan, approximately 40'-0" north -to -south by 54'-0"
east -to -west. A 12'-0" (east -to -west) by 40'-0" addition was added to the west side of
the original building to accommodate the intended ADU. A center ridge line runs north -
to -south and the roof pitch each side of the ridge is 4 / 12. At this time the structure is
complete, and is a weather tight structure. Interior finishes have not been installed in the
section designated as the ADU. The building site elevation is approximately 7200 feet
above sea level. Based upon the elevation, the design snow load for the roof = 50 PSF.
The building is a wood framed structure. The building and the ADU addition can
be described as a post and beam structure with pole building details for the foundation. It
is better described as a post and frame building: Four (4) lines of 6 x 6 pressure treated
timber posts are constructed at 10'-0" on center. The post lines extend east -to -west so
that there is a line of posts at the north and south exterior walls, and there are three (3)
interior post lines. The 54'-0" east -to -west length of the building consists of center 30'-0"
bay which is framed with site built roof trusses. The east and west wings each measure
12'-0" east -to -west by 40'-0". At the post lines (at 10'-0" on center) wood sawn 2 x 12
beams span 12'-0" from post -to -post. At the north and south exterior walls the beams are
single 2 x 12's. At the interior post and beam lines the beams are spaced, double 2 x 12's.
The 2 x 12 beams are bolted to the top of the posts. As noted, the foundation is a pole
building type foundation in that the construction documents detail the posts embedded

4'-0" into the earth in a 12" diameter hole and encased in concrete. The embedded post
base in combination with the bolted roof beam to post detail creates significant frame
action. The resultant structure is laterally rigid and redundant. Double 2 x 6 purlins
spaced at 24" on center span 10'- 0" between the 2 x 12 beams. All of the roof framing is
structurally adequate to safely resist a design snow load of 50 PSF.
The construction documents detail a well reinforced concrete slab -on -grade for the
agricultural building and the ADU addition. The documents detail a 4" thick concrete slab
with 1/2" diameter (No. 4's) rebar spaced at 24" on center each way. The slab is shown
over 2" of rigid insulation over a compacted gravel base course. The exterior walls are
not bearing walls and they are constructed with double spaced sill plate. The plates are
spaced 1.1/2" clear to create a slip joint so as to allow the slab some freedom to move
vertically relative to the embedded posts.
It is my professional opinion that the noted agricultural building is professionally
constructed with significant structural integrity, and can safely resist the noted design
snow loads and a design wind load based upon a wind speed = 90 MPH (3 second gusts).
