The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold. running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing; '
4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water,
non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until
all the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A
section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40# per ft. up to
7,000 F.O.S. and an 80 M.P.H. wind.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.

If you have answered "No" on any of the questions, you may be required to provide this information
at the request of the Building Official prior to beginning the plan review process. Delays in issuing
the permit are to be expected. Work may not proceed without the issuance of a permit. If it is
determined by the Building Official that additional information is necessary to review the application
and plans to determine minimum compliance with the adopted codes, the application may be placed
behind more recent applications for building permits in the review process and not reviewed until
required information has been provided and the application rotates again to first position for review,

As a result of actual site excavation and several conversations with the soils engineer pursuant to
the above referenced site, the minimal assumed soils bearing capacity has been reduced to 2,000 pounds
per square foot from our building permit submittal which assumed 3,000 psf of bearing capacity.
Consequently, the structural engineer has adjusted the footing and foundation drawings to reflect a bearing
capacity of 2,000 psf. I have enclosed two sets of page S-2 and the accompanying cover letter issued by
the structural engineer.
Additionally, an optional change to the framing plans is outlined in a separate letter provided by the
structural engineer which is dated August 1, 2001, with two copies enclosed.
Please include these two changes within the approved set of plans for construction of the above
referenced residence and thank you in advance for your consideration.

Pursuant to the terms of issuance of a building permit for the above referenced single family lot, I
am enclosing two copies of a letter analyzing the open excavation soils as well as two wet stamped
blueprint copies of revised structural sheets A-1 through A-4. To complete the package, structural sheet
A-5 has also been included even though no changes were made.
As a result of the enclosed letter summarizing the soils conditions, the soils engineer and structural
engineer have directed us to install helical piers to support the foundation. Consequently, those piers are
in the process of being installed with concrete placement to commence on Tuesday, August 28, 2001.
On Monday, August 27, either myself or Glen Gazley, the project manager, will visit your office
and retrieve the job site copy so inspections and concrete placement can proceed on Tuesday. Please let
me know at 970 4714670 if your department will seek additional information from either the soils or
structural engineers.

RE: Open Hole Observation/Foundation Consultation

At your request, on August 2, 3, and 9, 2001, we visited the construction site on Lot 4, Aspen
Glen Filing No. 5, Garfield County, Colorado. The purpose of our site visit was to observe and test the
soils exposed in the foundation excavation and provide recommendations for the foundation design.
The foundation excavation consisted of one bench, about 60 feet by 95 feet. The depth of the
foundation excavation varied from 2 to 4 feet during the first site visit. Some unsuitable soil was
observed on the east side of the excavation. Trenches were excavated north and west from the southeast
excavation corner. Soil samples were taken from the south and east trench. The samples were tested in
our laboratory for swell -consolidation, natural dry density and natural moisture content. The test results
are appended to this report. The sample taken from the south trench at about 2 feet below the bench,
which was at footing elevation, showed high potential for hydro consolidation (additional settlement
upon addition of water under constant pressure of 1000 psf).
During the last site visit, additional test holes were excavated within the foundation excavation,
in order to determine the extent of the unsuitable soil. At this time pockets of topsoil and organics were
encountered within most of the excavation.
Based on these finding, we recommended that the foundation be supported on helical piers with
grade beams over a crawl space.
It was recommended to consult with the structural engineer and the helical pier installer, about
the design and construction of the piers. Since the entire foundation is to be supported with helical piers,
an open hole inspection is not necessary.

Pursuant to a framing inspection by your office conducted on February 15, 2002 at the above
referenced site,, our structural engineer has assessed several deficiencies identified during the inspection. 1
have included a copy of their findings which relate to the roof ridge venting and the inadequacies of
trimmer studs at two separate window locations. Pursuant to the engineer's direction, we are proceeding
to correct these deficiencies and will reschedule a framing inspection later this week.

Also. we looked into ventilation requirements for the roof framing and arrived at the following conclusion.
According to the 1997 Uniform Building Code (Usti, the ratio of the total roof ventilation area to total
roof area to be ventilated must be 1/300 with 50 percent required at the top (Section 1505). To achieve
this ratio provide holes as shown below.
Ridge Vents:
