Review Criteria. A waiver request shall be considered based on the following criteria: 1. The Applicant shows good cause for the requested waiver; The site is located in a rural area of Garfield County in the interior portions of a large parcel owned by Encana Oil and Gas (USA). Access is via a private road of approximately 10.5 miles length coming off of County Road 215. The 003 is an existing facility and no new disturbance is proposed. Vegetation surrounding the project area will not be affected. The facility is not visible from adjacent properties or a County right-of- way due to the surrounding topography. 2. The project size, complexity, anticipated impacts, or other factors support a waiver; As listed above, the 003 exists currently and there is no further disturbance anticipated. The applicable zoning district is RL — Resource Lands. The facility is 2500 feet from the nearest property boundary on a —26,000 acre parcel owned by Encana Oil & Gas (USA) Inc. The nearest property boundary belongs to Exxon Mobil Corporation, also involved in Oil & Gas extraction activities. The facility is not visible from adjacent properties and no further surface impacts are anticipated. 3. The waiver does not compromise a proper and complete review; and A proper and complete review is not compromised by the approval of this waiver. 4. The information is not material to describing the proposal or demonstrating compliance with approval criteria. The information given by a landscape plan is not material to describing the facility (and operations involved therein) or demonstrating compliance with approval criteria. The Applicant shows good cause for the requested waiver; The site is located in a rural area of Garfield County in the interior portions of a large parcel owned by Encana Oil and Gas (USA). Access is via a private road of approximately 10.5 miles length coming off of County Road 215. The 003 is an existing facility and no new disturbance is proposed. The 003 Story Booster is an unmanned facility that does not require a potable water source. Employees will be on-site for short periods and will not require permanent water/wastewater facilities. A water supply system is not needed to support this use. 2. The project size, complexity, anticipated impacts, or other factors support a waiver; There are not activities anticipated in correlation with this facility which would require potable water delivered through a water supply system. All water on-site comes from non -tributary sources. 3. The waiver does not compromise a proper and complete review; and A proper and complete review is not compromised by the approval of this waiver. 4. The information is not material to describing the proposal or demonstrating compliance with approval criteria. The information given by a water supply plan is not material to describing the facility (and operations involved therein) or demonstrating compliance with approval criteria.
