Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4. A complete bathroom, with washbowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all 1994 UBC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. Box 3588 Aspen, CO 81611 Dear Mr. Mines, The Aspen Glen Design Review Committee made a dry -in site inspection of the home on: Lot RG -10 May 1.5, 2002 and found many variations in the home as construed verso what the approved plans indicate was to be constructed, The variations are signifteimt, and noted as follow: 1) Most or the ped, divided lite windows on all sides of the home have been — replaced with Bingle pans windows, sacri ting archetecturai detail,. 2) Copper roofs indicted in approved plans are not copper at all locations. 3) No vent or capstone exists on the streetside garage elevation as shown in approved plans. 4) Deck shown on your approved plans has been moved to the southeast elevation from the northeast elevation raising concerns that the deck supports may be outside the building envelope. Windows on the northeast elevation have been eliminated as they relate to this deck. Doors have replaced windows in relation to this deck in its altered positions. 5) Your final app1ie tion indicates stone to be tan/brown "winterset" limestone; concerns exist regarding the stone color and pattern as applied. 6) There is a large boiler vent stack at the northeast elevation which is not shown on the approved plans. 7) Tre is no portable sanitary f n1ity on the lot. Please contact me to set an appointment with the Design Review Committee, which meets the first and third Wednesday of each month (July 3, 2002 excepted). You shoed also consider it likely that you will be required to have the building envelope comers re- surveyed using Scbmeuse , Gordon, Meyer, to confirm the moved elm do not impinge upon the building envelope. Box 3888 Aspen, CO 81611 Dear Mr. Mines, The Design Review committee met on April 2 on-site at lot RG -10 to conduct your final on-site review. As you know, there remains one open issue regarding landscaping on the river side of the house and the need for landscape there sufficient to provide screening of the property from the eagle nest across the river. As you acknowledged on the day of the site visit, ultimately there could be need for additional plantings by Aspen Glen on a part of your lot to provide screening. After review of the revised, submitted landscape plans, received by the DRC 10/4/02, and the SGM site plan dated 3/13/01, it is apparent that 4 deciduous trees and 5 pine trees existed on the site at the rear of the house facing the eagle nest. The Design Review Committee will require replacement of these trees and the addition of further plantings to screen the deck and patio areas from the nest site. Some berming at the rear of the lot may also be required. Landscape architect Greg Mozian will indicate the desired size and species of plantings, and any berms and their locations, on a copy of the revised plan submitted last October, from Ward and Associates Inc. Beyond this matter, the committee found the house to be in compliance with all the committee's requested changes, including the removal of the deck post to within the building envelope, enclosure of the chimney, addition of muntins to the windows, and deletion of the requirement to cement wash the mortar and stonework. Revegetation of lot RG -11 and all other disturbed areas on-site you have indicated will be done this spring, concurrent with installation of sod per the approved landscaping plan. Please continue with the frosting of the exterior light fixtures to obscure the light sources. Please contact me when this is completed and when your sod and revegetation work starts.
