Garfield County subdivision regulations 6:10 (A, B, C) state that the following information regarding the proposed amended plat shall be frled with the application: A. WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has received application from John Elder for a Floodplain Special Use Permit to allow for the placement of frll & compensatory measures within the regulated floodplain on the following described tracts of land: Located in Sections 25 and 36, T7S, R88W, Ranch at Roaring Fork, Phase IV, Filing III (in the State of Colorado and the County of Garfreld); and WHEREAS, the Board held a public hearing on the l4th day of December 1992, upon the question of whether the above-dfscribed Floodplain Special Use Permit should be granted or denied, al which hearing the public and interested persons were given the opportunity to express their opinions regarding the issuance of said Special Use Permit; and WHEREAS, the Board on the basis of substantial competent evidence produced at the aforementioned hearing, has made the following determination of fact: 1.
