Ice 1 1 1 1 1 1 1 1 Ii I • DEVELOPER INTENT It is the intent of the developer to develop Hillview as an overall townhouse community which can provide for the resi- dential needs of the surrounding populace. Since the develop- ment abutts County Road 109 access to the site and its facili- ties is insured. The developer intends to develop all tracts and build all structures. Hillview consists of two distinct areas; a generally level bottomland terrace area, and a steeply sloped bank area along a bend in the Roaring Fork River. The sloped river frontage area will be retained in its natural state as open area to assure continuity of character of the Hillview development. The compatibility among the different tracts within Hillview will enhance the theme of an overall community creating a pleasing environment in which to live. The goal of the developer is to complete the development of Hillview in an attractive and logical manner which includes but is not limited to the following: 1. Minimizing the development impact upon Garfield County. 2. Minimizing environmental impact due to development. 3. Developing a pleasing architectural character. 4. Providing a suitable environment where several can live and play in picturesque surroundings. ARCHITECTURAL CONTROL Architectural control of the project shall remain the responsi- bility of the developer until all tracts are developed and construction is completed. At such time, the responsibility of continuity of architectural control will be permanently vested in one or more home owners associations. These associa- tions will be independently incorporated and governed by articles, bylaws, and covenants running with the land, all of which will be submitted at the time of final drafting. SITE DESCRIPTION Hillview is a 9.87 acre parcel of land located in Section 35 and Section 36, Township 6 South, Range 89 West; and Section 1 and Section 2, Township 7 South, Range 89 West of the Sixth Principal Meridian, Garfield County, Colorado. The site is bounded on the north and east by the Roaring Fork River; on the south and east by County Road 109; and on the west by Westbank Ranch Subdivision Filing No. 3. Through the years the area has been primarily agricultural with occasional farmhouses scattered along the bottomlands of the Roaring Fork River. Most land use changes in the area have taken place since 1972 at which time agricultural uses began to give way to low density residential use. Three duplex structures are currently in use on the site. Topography at the site is that of two dis- tinct configurations: A moderately sloping lowland flood plain terrace primarily of very coarse gravel currently fully vegetated with domestic grasses; a steeply sloping riverside zone visible as the slough edge of a lateral terrace along the Roaring Fork River vegetated with oak brush and evergreen species, sagebrush, and native grasses, and composed of well rounded very coarse to fine gravel to several feet depth. LEGAL ACCESS The site abbuts and has direct access to County Road 109. POLICE AND FIRE PROTECTION Police Protection is provided by Garfield County Sheriff's Department Fire protection is provided by Glenwood Springs Fire Protection District (see attached letter). POLITICAL JURISDICTION The entire Westbank Ranch is within the jurisdiction of Garfield County. No incorporated area exists within a 2.0 mile radius of the site. Foreseeable incorporation into a municipality appears fairly remote. ADJACENT LAND OWNERSHIP The attached alphabetical list comprises the adjacent land ownerships. MINERAL RIGHTS Commercial aggregates were encountered in the geological investi- gation of the site. Withdrawal of the aggregate deposit, when contrasted against Roaring Fork vally deposits, is believed to be of insignificant impact. Demand for residential useage is expected to substantially exceed any foreseeable mineral usage. A mineral patent exists and is further described herein under "Existing Easements and Other Restrictions." WATER RIGHTS Water for the proposed Hillview P.U.D. will be supplied by existing wells through expansion of distribution systems and addition of storage facilities. (See attached report.) Wind speed can be predicted to reach a maximum of approximately 75 mph on an average of once every 50 years. Temperatures generally fluctuate 30 to 40 degrees daily throughout the year with January averaging 18 degrees F, and July averaging approximately 70 degrees F. Recorded highs and lows for Glenwood Springs are 102 degrees F (1954) and -26 degrees F (1963). Particulate measurement ranges from 20 to 30 micrograms per cubic meter annual mean concentration and is considered to be at natural levels. Colorado's standard is 45 micrograms per cubic meter. HISTORY AND ARCHAEOLOGY The State Historical Society's file does not list any known National Historic Register Site on or adjacent to the property. DEVELOPMENT IMPACT IMPACT OF UTILITIES: Since water and sanitation services will be provided by existing and planned central systems, no measurable impact is expected from either. Other services or utilities such as electricity, natural gas, and telephone are available. Their continued long term availability may depend upon the availability of adequate energy supplies and the policies of the supplier. IMPACT ON POLICE PROTECTION: Responsibility for police protection resides with the Garfield County Sheriff's Department and is expected to remain there unless perhaps the Hillview area were incorporated. Since project development will be relatively slow, the project as it progresses is expected to have only a nominal impact on the Sheriff's Department. Total impact for the completed project is estimated at two additional responses each month. IMPACT OF FIRE PROTECTION: Westbank Ranch is located in the Glenwood Springs Fire Protection District. Run time for the District is estimated at to minutes. The District has equipment capable of handling foreseeable emergencies. (See attached letter). IMPACT OF CIRCULATION SYSTEM: The internal street is proposed to remain as a private drive. Maximum grades will be 4.5 percent, and minimum grades 1.0 percent. The street will be surfaced with an asphaltic material. CLIMATE IMPACT: The proposed development will not significantly modify air quality or temperature for the region, nor will the climate itself have an adverse impact on the proposed development. Local humidity may be very slightly increased during dry summer months due to local irrigation of lawn and park areas. However, this increase is expected to be locally beneficial if measurable. DEVELOPMENT PHASING Construction of the project will be initiated in the spring of 1980. A build -out rate of approximately 10 to 20 units per year is anticipated. Construction will begin near the north end of the site and pro- ceed southward to County Road 109. SCOPE OF REPORT The purpose of this report is to determine the source, service, and storage requirements for domestic water supply for the development of Hillview P.U.D. The proposed water supply facili- ties are based on computations of peak demand rates, and fire flow requirement rates in accordance with technical criteria by Garfield County. SYSTEM DESCRIPTION Source: All domestic water for Hillview P.U.D. will be supplied from two existing wells onsite. Total pumping capacity for the two wells is approximately 75,000 GPD. Water rights adjudication is shown attached. Service: Domestic service will be provided by construction of a new 6" water main to service all proposed units within the development. An 6" water main will be extended offsite and tied into an existing system in the adjacent Westbank Ranch Filing No. 3 in order to provide for continuation of system service through storage drawdown in event of tem- porary component failure. Storage: Storage will be provided by both construction of a new 60,000 gallon storage tank offsite and interconnection into the existing Westbank Ranch storage system offsite which has a current storage capacity of 100,000 gallons and a proposed additional capacity of 60,000 gallons. Total storage for both systems upon completion of develop- ment would be 220,000 gallons. SCOPE AND PURPOSE OF REPORT: The purpose of this report is to determine the drainage requirements for the development of HILLVIEW P. U. D. The proposed drainage facilities are based on computations of peak runoff for a 2 -year and 50 -year frequency storm. All computations in this study are prepared in accordance with technical criteria by Garfield County, and the Urban Storm Drainage Criteria Manual by DRCOG. II. SITE DESCRIPTION The proposed development property is located in Lots 11 and 26 in Section 35; and Lot 3, Section 36; all in Township 6 South; and in Lot 5, Section 1, and Lot 1, Section 2, in Township 7, South, all in Range 89 West, of the sixth Principal Meridian, County of Garfield, Colorado. Topography at the site is generally that of a moderately sloping lowland having a high point near the southerly one third of the area and bounded on the east northeast by a steep slope to the Roaring Fork River channel. Total onsite area is 9.87 acres. Offsite drainage does not contribute to this site. A total elevation difference across the site is approximately 80 feet. A more definitive map is presented in Figure 1. III. GENERAL: Design of the surface drainage system was based on the Rational Method outlined in the Urban Storm Drainage Criteria Manual by DRCOG. An onsite investigation of the property was made to determine the drainage requirements. The 2 -year and 50 -year rainfall intensities were used for this study in accordance with DRCOG charts. IV. DESIGN CONDITIONS: The following design conditions were maintained in this study: a. Rainfall Intensity 2 -year 1 -hour 1.0 in/hr. 50 -year 1 -hour 2 45 in/hr. b. Infiltration Turfed Area 0.95 in/hr. Paved Area 0.10 in/hr. c. Minimum Time Constant(tc) Turfed Area 20 min. Paved Area 10 min. d. Frequency Factor (Cf) Up to 20 Years 1.0 50 Years 1.2 V. EXISTING AND PROPOSED DRAINAGE FACILITIES: At present the runoff generally sheet flows radially from a high point located in the southerly third of the tract with the easterly portion flowing directly into Roaring Fork River, and the westerly portion concentrating into low swales offsite along the westerly property boundary. 2 After development, drainage will be generally split by the proposed road. All drainage will be channelized around buildings. Street parking areas will be utilized as temporary shallow detention ponds for the northerly two thirds of the property. Within the southerly third of the property detention will be provided adjacent to the westerly side of the proposed access street. Remaining flows will be generally unchanged. Steep areas will be unchanged. VI. CONCLUSION: All runoff from the proposed development will be handled in accordance with the proposed drainage plan. Surface flows are channelized to minimize any adverse effects. Box 1643 Rock Springs, Wyo 82901 (307) 382-2649 INTRODUCTION A subsurface soils and geological engineering investigation was performed by personnel of Lincoln-DeVore, at the Don Ice Property, located in the North- west quarter, Section 1 and Northeast quarter, Section 2, Township 7 South, Range 89 West and Southeast quarter, Section 35 and Southwest quarter, Section 36, Township 6 South, Range 89 West of the 6th Principal Meridian, in Garfield County, Colorado. This 8 acre site lies on older terrace material on the west side of the Roaring Fork River, (See Figure 1). The property is adjacent to the Westbank Subdivision and it is our understanding that the fifty proposed townhouse units are to receive central water and septic disposal services from this subdivision. The site is flat -lying with good drainage and exposure. Vegetation is sparse, with only small sage and low grasses present. CONCLUSIONS AND RECOMMENDATIONS Since the magnitude and nature of the proposed foundation loads are not precisely known to the Laboratory at this time, the recommendations contained herein must be quite general in nature. Any special loads or unusual designs conditions should be reported to the Laboratory so that changes in these recommendations may be made if necessary. However, based upon our analysis of soil conditions and project characteristics previously outlined the following recommendations are made. It is our recommendation that shallow foundation systems consisting of continuous foundations beneath bearing walls and isolated spread footings beneath columns and other points of concentrated load be used to carry the weight of the proposed structures. Foundations resting on the coarse gravel material of Soil Type No.2 may be proportioned on the basis of a maximum allowable bearing capacity of 3500 psf. It is unlikely that foundations will rest on the silty sand material of Soil Type No. 1, due to the relatively thin layer in which it was encountered across this site. However, should foundations rest in this material they may be proportioned on the basis of a maximum allowable bearing capacity of 2500 psf. In any case, no minumum dead load pressure is required. The bottoms of foundations should be located a minimum of 3 feet below finished grade or greater if dictated by local building codes, for frost protection. It is recommended that the foundation components for these structures be well balanced. Foundations should be proportioned in such a manner that the contact stresses beneath exterior walls are approximately the sane within + 500 psf. Isolated interior column footings should be designed for unit loads of about 200 psf less than the average of those selected for the exterior walls. The criteria for this balance will depend upon the nature of the structure. Single -story, slab on grade structures may be balanced on the basis of dead load only. Multi -story structures or structures with basements should be balanced on the basis of dead load plus approximately one-half the live load. Stemwalls for continuous foundatio;Ls should be designed as grade beams capable of spanning at least 12 feet. The horizontal reinforcement required in this design should be placed continuously around the building with no gaps or breaks in the reinforcing steel unless specially designed. Reinforcing should be placed at both top and bottom of foundation walls with the majority of the reinforcement being located at the bottom of the wall. Where foundation walls will retain soil in excess of 4 feet in height, vertical reinforcement may be necessary and should be designed. To design such vertical rein- forcing the equivalent fluid pressure of the soil may be taken as about 38.pcf,in the active state. Where floor slabs are used they may be placed directly on grade or over a compacted gravel blanket of 4 to 6 inches in thickness. If the gravel blanket is chosen however, it must be provided with a free drainage outlet to the surface and must not be allowed to act as a water trap beneath the floor slab. Floor slabs should be constructed in such a manner that they act independently of columns and bearing walls. Additionally, floor slabs should be placed in sections no greater than 25 feet on a side. Deep construction or contraction joints could be placed at these lines to facilitate even breakage. This will help reduce unsightly cracking which would be caused by differential movement. Adequate drainage must be provide;i in the foundation area, both during and after construction to prevent the ponding of water. The ground surface around the building should be graded such that surface water -will be carri,.d quickly away. !Minimum gradient within 10 feet of any structure; will be depend upon surface landscaping. Bare or paved areas should have a minimum gradient of 2%, while landscaped areas should have a minimum gradient of 5%. If roof drains are used, they should be carried across all backfilled areas and dischargc.d well away from the structure. Care should be taken to prevent water from discharging over the slope in such a manner that erosion will be induced. Backfill around the proposed structures and in utility trenches leading to the structures, should be compacted to at least 90% of the maximum Proctor dry density, ASTM D-698. The native soils may be used for this purpose, providing any topsoil, debris, or material larger than 6 inches in. diameter is first removed. Backfill should be placed in lifts not to exceed 6 inches cmpacted thickness and at a moisture content approximately equal to the cptimum Proctor moisture content, .4- 2%. Backfill should be compacted to the required density by mechanical means. No water flooding technique of any type should be used in the placement of fill on this site. An area of trash and debris was observed on this site, the approximate location of which is indicated on the enclosed Test Pit Location Diagram. Additionally, topsoil materials exist at some locations on this site as is evidenced by the material encountered in the upper portion of Test Pit No. 5. Any topsoil or debris materials which are located iii the building region, should be completely removed prior to the beginning of construction. Additionally, should any pockets of topsoil, debris, or otherwise unsuitable material be encountered at foundation level, this material should be removed and replaced with a suitable backfill compacted to 95% of the maximum standard Proctor dry density using the procedures previously outlined. As has been discussed in the previous section of this report,a rather steep slope exists on the edge of this site where County Road 109 roughly parallels the Roaring Fork River and this slope is in a marginal stability condition at most locations. We therefore recommend that structures be set back a minimum of 25 feet from the top of this slope. This set back will remove structures from the potential failure zone for deep seated rotational failures, as well as removing structures from the influence of any shallow near surface failures. The materials of Soil Types 1 and 2 were not found to contain sulfatesin detrimental quantities. Therefore, a normal or Type 1 Cement may be used in all concrete which will be in contact with these materials. The open foundation excavation should be inspected prior to the construction of forms or placement of concrete, in order to establish that proper design bearing material has been reached and that no debris, soft spots, or other unsuitable material are located in the foundation area. It is believed that all pertinent points concerning the subsurface soils on this site have been covered in this report.
