The following items are required by Garfield Countv for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all JBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.
OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED.

On July 10, 2008 I became aware that the existing garage attached to this house has absolutely no foundation
under it. This created two separate problems requiring structural redesign.
I. I hired Kaup Engineering to redesign the new garage, and prepared a change order dated August 6, 2008.
As per a phone conversation \Nith Dave Bartholomew on August 4, I did NOT submit the change order to
your office, but just left the new drawings, with a cover letter addressed to your field inspector, at the job
site.
2. The proposed covered porch was originally designed to have one end of the ridge beam bearing on the
wall of the old garage, as shown on the 6-23-08 permit drawings. Obviously, this won't work, and we need
to figure out a new bearing point for the ridge beam. Back in July when this problem was discovered, the
builder told me it was a low priority. and not to have the engineer work on it yet. as he was not going to be
building the new porch in the next couple of months. Now those two months have passed, and I reminded the
owners, in writing, that the porch roof would need to be redesigned. I have not heard back from them about
th:s. This may be because they do not plan to build the porch. Or it may he because the builder has convinced
them that he can build the roof using the old drawings, and that my concern about the need for a foundation
to support the increased load is just a case of engineers and architects wanting to overdesign things.
Therefore, I want to make sure that your field inspector is aware of this situation. When he is next at the job
site at l 02 Fairway Lane, he should make sure that there is not a new roof being built at the back of the
house. If something is happening back there (other than addition of new windows and doors, as part of the
kitchen remodel), I suggest that a "stop work" order be issued until it can be redesigned.
