When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan and in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade 1 line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. Check with the Building Department. A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure B or C, and a 36 inch frost depth. All sheets need to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IBC, IPC, IMC, IFGC, and IFC. Applicants are required to indicate appropriately and to submit completed checklist at time of application for a permit: 1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings, setback easements, and utility easements showing distances to the property lines from each comer of the proposed structure prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan. (NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat, shall include a copy of the building envelope as it is shown on the fmal plat with the proposed structure located within the envelope. Dear Mr. Johnson: As requested , Hepwm1h-Pawlak Geotechnical, Inc. performed ·a subsoil study for design of foundations at the subject site. The study was conducted in accordance with our agreement for geotechnical engineering services to Basalt Jehovah's Witnesses dated October 23 , 2007. The dat a obtained and our recommendations based on the proposed construction and subsurface conditions encountered are presented in this repot1. Proposed Construction: The existing building will be razed as part of the proposed construction. The propo sed building will be a s ingle story wood fi·ame structure with a slab-on-grade floor located on the site as shown on Figure 1. There will be a separate retaining wall up to about 12 feet in height to suppot1 the uphill cut. Cut depths are expected to range between about 3 to 4 feet for the building. Foundation loadings for this type of construction are assumed to be relatively light and typical .ofthe proposed type of construction. If building conditions or foundation loadings are significantly different fi·om those described above, we should be notified to re-evaluate the reconunendations presented in this repot1 . Site Conditions: The site is occupied by an existing single story wood frame building with surrounding concrete and gravel parking areas. The building site has been developed partly by cut into an existing south facing hillside. The building area is relative ly flat. Vegetation consists oftrees, planters and lawn covered areas. Co bbles were exposed on the hillside, north of the existing building. The so ils in the Lions Ridge area are generally known to be poor bearing mat erials and buildings in the immed ia te area have undergone severe settlement requirin g und erpinning and re leveling. The pits had been excavated prior to our arrival on-site. The logs of the pits are presented on Figure 2. The subsoils encountered, below about Y, and 5 feet of mixed silt, sand and gravel fill, consist of loose/stiff, sandy to very sandy silt with scattered gravel and cobbles to the pit depths of 5 and 4Y, feet in Pits I and 2, respectively. The fill extended to the full depth of 5 feet in Pit I. Results of swell-consolidation testing performed on a relatively undisturbed sample of the silt soils, presented on Figure 3, indicate low compressibility under existing moisture conditions and light loading and a low collapse potential (settlement under constant load) when wetted. The sample showed moderate to relatively high compressibility upon increased loading after wetting. The laboratory testing is summarized on Table I. No free water was observed in the pits and the soils were typically slightly moist. Foundation Recommendations: Considering the subsoil conditions encountered in the exploratory pits and the nature ofthe proposed construction, spread footings placed on the undisturbed natural soil or compacted structural fill and designed for an allowable soil bearing pressure of 1,500 psf can be used for support of the proposed building. The soils tend to compress after wetting and there could be 1 to 2 inches or more of post- construction foundation settlement depending on the depth of any wetting. Extending the bearing level down to dense soils or additional compaction depth would help reduce the settlement risk. Footings should be a minimum width of20 inches for continuous walls and 2 feet for columns. Existing fill, debris, organics and loose disturbed soils encountered at the foundation bearing level within the excavation should be removed and the footing bearing level extended down to the undisturbed natural soils. The exposed subgrade should be moistened and compacted in footing and slab areas. Exterior footings should be provided with adequate cover above their bearing elevations for frost protection. Placement of footings at least 36 inches below the exterior grade is typically used in this area. Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for the on-site soil, excluding vegetation, topsoil or oversized rock, as backfill. Retaining Walls: Cantilevered retaining structures which are separate from the building and can be expected to deflect sufficiently to mobilize the full active earth pressure condition should be designed for a lateral earth pressure computed on the basis of an Job No.l07 0807 - 3 - equivalent fluid unit weight of at least 45 pcffor backfill consisting of the on-site [me- grained soils. All retaining structures should be designed for appropriate hydrostatic and surcharge pressures such as adjacent footings, traffic, construction materials and equipment. The pressures recommended above assume drained conditions behind the walls and a horizontal backfill surface. The buildup of water behind a wall or an upward sloping backfill surface will increase the lateral pressure imposed on a foundation wall or retaining structure. An underdrain should be provided to prevent hydrostatic pressure buildup behind walls. Backfill should be placed in uniform lifts and compacted to at least 90% of the maximum standard Proctor density at a moisture content near optimum. Backfill in pavement and walkway areas should be compacted to at least 95% of the maximum standard Proctor density. Care should be taken not to overcompact the backfill or use large equipment near the wall, since this could cause excessive lateral pressure on the wall. Some settlement of deep foundation wall backfill should be expected, even if the material is placed correctly, and could result in distress to facilities constructed on the backfill. The lateral resistance of retaining wall footings will be a combination of the sliding resistance of the footing on the foundation materials and passive earth pressure against the side of the footing. Resistance to sliding at the bottoms of the footings can be calculated based on a coefficient of friction of0.35. Passive pressure of compacted backfill against the sides of the footings can be calculated using an equivalent fluid unit weight of300 pcf. The coefficient of friction and passive pressure values recommended above assume ultimate soil strength. Suitable factors of safety should be included in the design to limit the strain which will occur at the ultimate strength, particularly in the case of passive resistance. Fill placed against the sides of the footings to resist lateral loads should be compacted to at least 95% of the maximum standard Proctor density at a moisture content near optimum. Floor Slabs: The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab-on-grade construction. The silt soils are compressible when wetted which could result in some slab settlement and distress if the bearing soils become wet. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints should be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 Job No.I 07 0807 ~tech -4- inch layer of sand and gravel, such as road base, should be placed beneath interior slabs- on-grade for sub grade support. This material should consist of minus 2 inch aggregate with less than 50% passing the No. 4 sieve and less than 12% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site soils devoid of vegetation, topsoil and oversized rock. Surface Drainage: Keeping the foundation bearing soils dry will be critical to the satisfactory performance of the building. The following drainage precautions should be observed during construction and maintained at all times after the building has been completed: I) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% of the maximum standard Proctor density in pavement and slab areas and to at least 90% ofthe maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the building should be sloped to drain away from the foundation in all directions. We recommend a minimum slope of 12 inches in the first I 0 feet in unpaved areas and a minimum slope of2Yz inches in the first 10 feet in pavement and walkway areas. 4) Roof downspouts and drains should discharge well beyond the limits of all backfill. 5) Irrigation sprinkler heads and landscaping which requires regular heavy irrigation, s~ch as sod, should be locaied at least I 0 feet from foundation walls. Limitations: This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from the exploratory pits excavated at the locations indicated on Figure I and to the depths shown on Figure 2, the proposed type of construction, and our experience in the area. Our services do not include determining the presence, prevention or possibility of mold or other biological contaminants (MOBC) developing in the future. If the client is concerned about MOBC, then a professional in this special field of practice should be consulted. Our fmdings include interpolation and extrapolation of the subsurface conditions identified at the exploratmy pits and variations Job No.l07 0807 ~tech -5 - in the subsurface conditions may not become evident until excavation is performed. If conditions encountered during construction appear different from those described in this repott, we should be notified at on ce so re-evaluation of the recommendations may be made. This report has been prepared for the exclusive use by our client for design purposes. We are not responsible for technical interpretations by other s of our information. As the project evolves, we should provide continued consultation and field services during consttUction to review and monitor the implementation of our recommendations, and to verify that the recommendations have been appropriately interpreted. WHEREAS, The Basalt Congregation of Jehovah's Witnes ses made an application to the Board of Adjustment (the "Board") dated July 1, 2007 requesting the Board grant a variance from Section 3 .02 "Agricultural I Residential I Rural Density (AIRIRD)" of the Garfield County Resolution of 1978, as amended for a property located in the "NRJRD" Zone District; WHEREAS, The Basalt Congregation of Jehovah's Witnesses is the owner of real property practically located at 0097 Lions Ridge Road and located approximately 4.5 miles eas t of the Town of Carbondale, CO and which requires a maximum lot coverage of 15 %, pursuant to Section 3.02.05 of Zoning Resolution of 1978, as amended; and . Tne Board of Adjustment makes the following findings of fact: 1. The request for this variance was initiated by The Basalt Congregation of Jehovah's Witnesses on July 151 , 2007, requesting the Board grant a variance from Section 3.02.05 of the Zoning Resolution of 1978, as amended, for a property located in the "AIR/RD" Zone District. 2. Proper notice of the proposed variance has been provided to surrounding property owners in accordance with Section 9.05.04 of the Garfield County Zoning Resolution of 1978, as amended. 3.
