A final Electrica1 Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. . · Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required· to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on d~afting paper at least 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with 1 decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line . and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be ·designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. 1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. A driveway approach is understood to be that portion of the county road right-of way between the pavement edge and the property line that is designed and used for the interchange of traffic between the roadway and abutting property. 2. At any inter~ection, a driveway shall be restricted for a sufficient distance from the intersection to preserve the normal and ~afe movement of traffic. (It is recommended for rural residence entrances that a minimum intersection plearance of 50 feet be provided and for rural commercial entrances a minimum of I 00 feet be provided.) I 3. All entrances and exits shall be so located and constructed that vehicles approaching or using them will be able to obtain adequate sight distance in both directions along the county road in order to maneuver safely and without interfering with county road traffic. 4. The Applicant shall not be permitted to erect any sign or display material, either fixed or movable, on or extending over any portion of the county road right-of-way. 5. Generally, no more than one approach shall be allowed any parcel or property the frontage of which is less than one hundred (100) feet. The axis of an approach to the road may be at a right angle to the centerline of the county road and of any angle between ninety (90) degrees and sixty (60) degrees but shall not be less than sixty (60) degrees. Adjustment will be made according to the type of traffic to be served and other physical conditions. 9. The construction of parking or servicing areas on the county road right-of-way is specifically prohibited. Commercial establishments for customer vehicles should provide off-the-road parking facilities. 10. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the normal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than ten percent (10%). 11. All driveways and approaches shall be so constructed that they shall not interfere with the drainage system of the street or county road. The Applicant will be required to provide, at his own expense, drainage structures at entrances and exits, which will become an integral part of the existing drainage system. We conducted this investigation to evaluate the subsurface conditions at the site and provide recommendations for the proposed construction. Our report was prepared from data developed during our field exploration, laboratory testing, engineering analysis and our experience with similar conditions. This report includes a description of the subsurface conditions found in our exploratory borings and our opinions and recommendations for design and construction of foundations, foundation walls, drain systems, floor systems, and details influenced by the subsoils. The recommendations contained in the report were developed based on the currently planned construction. We should be informed if actual construction will differ significantly from the descriptions herein. A summary of our conclusions is presented below. SUMMARY OF CONCLUSIONS 1. Subsurface conditions encountered in our exploratory borings consisted of about 6 inches of sandy clay "topsoil" and 22.5 to 29.5 feet of clayey sand or sandy clay underlain by natural silty gravel to the total explored depth of 30 feet below existing ground surface. Free ground water was not found in our exploratory borings during drilling operations. 2. The natural clayey sand soils on this lot are comparatively loose and at a low density. To reduce the chance of foundation movement, we recommend constructing the residence on footings on an at least 3- foot thickness of densely-compacted structural fill. Design and construction criteria are presented in the report. 3. We judge slab-on-grade construction supported by the undisturbed, natural clayey sand will have a moderate risk of differential movement and associated damage. We understand structural floors are planned in living areas. The garage slab should be constructed on a minimum 2 foot thickness of structural fill. Details are in the report. Surface drainage should be designed to provide for rapid removal of surface water away from the proposed residence. A foundation drain should be installed around below-grade areas. SITE CONDITIONS The Reserve is a residential development located in Battlement Mesa, Colorado. Lot 4, Block 1 is located southeast of the cul-de-sac at the end of Meadow Creek Drive. Single-family residences are east and north of the lot. Undeveloped lots are west of the lot. A golf course is to the south. Natural ground surface on the lot slopes down to the south at grades of about 5 to 10 percent. Vegetation on the lot consists of sage brush, sparse weeds and grasses. PROPOSED CONSTRUCTION CTL 1 Thompson was not provided with building plans for the proposed residence. We understand the residence will be a one or two-story, wood-frame building with an attached garage. Crawl space areas will be below the living areas of the residence. The garage floor will be a slab-on-grade. Excavation depths of about 4 to 6 feet are expected to attain foundation elevation. We expect maximum foundation loads of about 3,000 pounds per linear foot of foundation wall and maximum column loads of 30 kips. If actual construction will differ significantly from the descriptions above, we should be informed so that we can check that our recommendations are appropriate. SUBSURFACE CONDITIONS Subsurface conditions on Lot 4, Block 1 were investigated by drilling two exploratory borings (TH-1 and TH-2) with a track-mounted drill rig at the approximate locations shown on Figure 1. Drilling operations were directed by our staff engineer who logged the soils encountered in the borings and obtained samples. Graphic logs of the soils found in our exploratory borings are shown on Figure 2. Subsurface conditions encountered in our exploratory borings consisted of about 6 inches of sandy clay "topsoil" and 22.5 to 29.5 feet of clayey sand or sandy clay underlain by silty gravel to the total explored depth of 30 feet below existing ground surface. Observations during drilling and results of penetration resistance testing indicated the sand was loose to dense, the clay was very stiff and the gravel was dense to very dense. Free ground water was not found in our exploratory borings during drilling operations. Our exploratory borings were backfilled immediately after drilling operations were completed. Two samples of the sand selected for one-dimensional, swell-consolidation testing exhibited 0.7 and 1.9 percent compression when wetted under an applied load of 1,000 psf. The samples compressed an additional1.2 to 2.6 percent when the load was increased to 3,000 psf. One sample of the clay tested exhibited 0.3 percent swell when wetted under an applied load of 1,000 psf. Results of swell-consolidation testing are shown on Figures 3 through 5. Laboratory test results are summarized on Table I. SITE EARTHWORK Excavations Excavation sides will need to be sloped or braced to meet local, state and federal safety regulations. We believe the natural sand and clay soils within anticipated excavation depths at this site will classify as Type B or Type C soils based on OSHA standards governing excavations. Temporary slopes deeper than 4 feet should be no steeper than 1 to 1 (horizontal to vertical) in Type B soils and 1.5 to 1 in Type C soils. Contractors should identify the soils encountered in excavations and refer to OSHA standards to determine appropriate slopes. Contractors are responsible for safe and stable excavations and for site safety and maintenance. JEFFERIES CONSTRUCTION, INC. LOT 4, BLOCK 1 THE RESERVE CTL IT PROJECT NO. We do not anticipate excavations for foundations or utilities will penetrate ground water, however, excavations should be sloped to a positive gravity outfall or to a temporary sump where water can be removed by pumping. Backfill and Fill Proper compaction of backfill soils adjacent to foundation wall exteriors and in utility trenches is important to reduce subsequent settlement and infiltration of surface water. We believe the excavated soils can generally be used as backfill, provided they are free of rocks larger than 3-inches in diameter, organics, and debris. Backfill should be placed in loose lifts of approximately 8-inch thickness or less, moisture conditioned to within 2 percent of optimum moisture content, and compacted. The backfill should be compacted to at least 95 percent of standard Proctor maximum dry density (ASTM D 698). Moisture content and density of the backfill should be checked during placement by a representative of our firm. Sub-Excavation The natural soils at this site are at a low moisture content and density. Wetting of the soils after construction has the potential to result in settlement. We recommend sub-excavation and replacement with structural fill of the soils to a depth of at least 3 feet below footings. Sub-excavation and replacement of soils below interior slabs-on-grade to at least 2 feet below the slabs-on-grade is recommended. Sub-excavation to greater depths may enhance performance. Sub-excavation to at least 1 foot below exterior slabs-on-grade would likely enhance performance. We recommend using the on-site soils free of organic matter, debris, and rocks larger than 3 inches in diameter as structural fill. Areas which will receive structural fill should be stripped of vegetation, organic soils, and debris. Structural fill should be placed in loose lifts of 10 inches thick or less, uniformly moisture conditioned to within 2 percent of optimum moisture content, and be compacted to at least 100 percent of standard Proctor (ASTM D 698) maximum dry density. FOUNDATIONS Our subsurface information indicates that the natural clayey sand or sandy clay is present at proposed foundation elevations. We recommend sub-excavation of the soils and placing at least 3 feet of properly placed and moisture treated structural fill below footings to reduce the potential for movement of the foundation system. Sub-excavation to greater depths may enhance performance. Recommendations in the Structural Fill section should be followed. Care must be taken to prevent wetting of the subsoils below and adjacent to the residence after construction. The footings should be designed and constructed with the criteria below. 1. Footing foundations should be supported a minimum thickness of at least 3 foot of densely compacted, moisture treated structural fill. Soils loosened during the forming process for the footings should be removed or re-compacted prior to placing concrete. 2. Footings constructed on an at least 3 foot thickness of structural fill should be designed for a maximum soil bearing pressure of 2,000 psf. 3. Continuous wall footings should have a minimum width of at least 16 inches. Foundations for isolated columns should have minimum dimensions of 24 inches by 24 inches. Larger sizes may be required, depending upon foundation loads. 4. Grade beams and foundation walls should be well reinforced, top and bottom, to span undisclosed loose or soft soil pockets. We recommend reinforcement sufficient to span an unsupported distance of at least 12 feet. Reinforcement should be designed by the structural engineer. 5. The soils under exterior footings should be protected from freezing. We recommend the bottom of footings be constructed at a depth of at least 36 inches below finished exterior grades. The Garfield County building department should be consulted regarding required frost protection depth. JEFFERIES CONSTRUCTION, INC. LOT 4, BLOCK 1 THE RESERVE CTL IT PROJECT NO. Reports\GSOS040 120 R1.doc 5 FLOOR SYSTEM AND SLABS-ON-GRADE We understand the living area floors will be structurally supported by the foundation with crawl space areas below the floor. Garage floors are planned as slab- on-grade. We judge that slabs-on-grade supported by the natural sand or clay soils will have a moderate risk of experiencing differential movement. We judge slab-on- grade construction can be supported by a minimum 2 foot thickness of moisture treated, densely-compacted structural fill with low potential for differential movement and associated damage. Placing exterior slabs-on-grade on an at least 1 foot thickness of structural fill will likely improve performance. Recommendations in the SURFACE DRAINAGE section should be followed to reduce potential for wetting of the subsoils below slabs after construction. We recommend the following precautions for slab-on-grade construction at this site. These precautions will not prevent movement from occurring, they tend to reduce damage if slab movement occurs. 1. Slabs should be separated from exterior walls and interior bearing members with slip joints which allow free vertical movement of the slabs. 2. Underslab plumbing should be pressure tested before the slab is constructed. Plumbing and utilities which pass through slabs should be isolated from the slab with sleeves and be constructed with flexible connections to slab supported appliances. Heating and air conditioning systems supported by slabs should be provided with flexible connections capable of at least 2 inches of vertical movement so that slab movement is not transmitted to the duct work. 3. Exterior patio and porch slabs should be isolated from the residence. These slabs should be well-reinforced to function as independent units. Movements of these slabs should not be transmitted to the residence foundation. 4. Frequent control joints should be provided, in accordance with American Concrete Institute (ACI) recommendations, to reduce problems associated with shrinkage and curling. Reports\GS05040 120 R1.doc 6 BELOW-GRADE CONSTRUCTION Foundation walls which extend below-grade should be designed for lateral earth pressures where backfill is not present to about the same extent on both sides of the wall. Many factors affect the values of the design lateral earth pressure. These factors include, but are not limited to, the type, compaction, slope and drainage of the backfill, and the rigidity of the wall against rotation and deflection. For a very rigid wall where negligible or very little deflection will occur, an "at-rest" lateral earth pressure should be used in design. For walls which can deflect or rotate 0.5 to 1 percent of wall height (depending upon the backfill types), lower "active" lateral earth pressures are appropriate. Our experience indicates typical below-grade walls can deflect or rotate slightly under normal design loads, and that this deflection results in satisfactory wall performance. Thus, the earth pressures on the walls will likely be between the "active" and "at-rest" conditions. If on-site soils are used as backfill, we recommend design of below-grade walls using an equivalent fluid density of at least 50 pet for this site. This equivalent density does not include allowances for sloping backfill, surcharges or hydrostatic pressures. The recommended equivalent density assumes deflection; some minor cracking of walls may occur. If very little wall deflection is desired, a higher equivalent fluid density may be appropriate for design. Backfill placed adjacent to foundation wall exteriors should be placed and compacted as described in the Backfill and Fill section. SUBSURFACE DRAINAGE Water from precipitation, snow melt and surface irrigation of lawns and landscaping frequently flows through relatively permeable backfill placed adjacent to a residence and collects on the surface of relatively impermeable soils occurring at the bottom of the excavation. This can cause wet or moist conditions in below-grade areas after construction. We recommend provision of a foundation drain around the residence. Reports\GS05040 120 R1.doc 7 encased in free draining gravel. The drain should lead to a positive gravity outfall or to sump pit where water can be removed by pumping. A typical foundation drain detail is shown on Figure 6. Control of humidity in crawl spaces is important for indoor air quality and performance of wood floor systems. Our scope for this project did not include providing recommendations to control humidity. Nevertheless, since we are involved in this type of work we feel we should comment. We believe the best current practices to control humidity involve the use of a vapor retarder (10 mil minimum), placed on the exposed soils below accessible sub-floor areas. The vapor retarder should be sealed at joints and attached to concrete foundation elements. We recommend an active ventilation system be installed in the crawl space to limit the humidity. SURFACE DRAINAGE Surface drainage is critical to the performance of foundations, floor slabs and concrete flatwork. We recommend the following precautions be observed during construction and maintained at all times after the residence is completed: 1. The ground surface surrounding the exterior of the residence should be sloped to drain away from the building in all directions. A slope of 12 inches in the first 10 feet away from the residence should be provided, if possible. We recommend providing a slope of at least 6 inches in the first 5 feet around the building. 2. Backfill adjacent to foundation wall exteriors should be placed and compacted as described in the Backfill and Fill section. Increases in the moisture content of the backfill soil after placement often results in settlement of the backfill. Backfill settlement is most common adjacent to north facing walls. 3. The residence should be provided with gutters and downspouts. Roof downspouts and drains should discharge well beyond the limits of all backfill. Splash blocks and downspout extensions should be provided at all discharge points. Water from roof and surface runoff should not be introduced to the foundation drain system. Landscaping shou l d be carefully designed to mm1m1ze irrigation. Plants used near foundation walls should be limited to those with low moisture requirements ; irrigated grass or other landscaping requiring comparatively large amounts of irrigation should not be located within 5 feet of the foundation. Sprinklers should be at least 5 feet from building foundations and directed away from the building. Irrigation should be limited to the minimum amount sufficient to maintain vegetation ; the application of additional water will increase the likelihood of slab and foundation movements. 5. Impervious plastic membranes should not be used to cover the ground surface immediately surrounding the building. These membranes tend to trap moisture and prevent normal evaporation from occurring. Geotextile fabrics can be used to control weed growth and allow some evaporation to occur. LIMITATIONS Our exploratory borings were located to obtain a reasonably accurate picture of the subsurface. Variations in the subsurface conditions not indicated by our exploratory borings will occur.
