Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit -issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Test must be a minimum pressure of 10 psi and show no appreciable drop within 15 minutes. A gauge capable of indicating pressures no higher than 60 psi shall be used in the test. 2. All stairs serving the unit on the exterior are to comply with the U.B.C. (Uniform Building Code) Section 1006.3 & 1006.9 for rise, run, handrails and guardrails. 3. All decks and porches which are more than 30 inches above grade are required to have guardrail complying with U.B.C. Section 509.1 & 509.2 with a minimum height of 36 inches. Guardrail shall have intermediate rails or an ornamental patter such that a sphere 4 inches in diameter cannot pass through Sec. 509.3. Grade (Adjacent Ground Elevation) is to be measured at points 5 feet horizontally from the level of the walking surface vertically to finished ground, floor or similar surface. 4. If manufactured home is placed on a basement foundation, the foundation and the basement shall comply with requirements of the U.B.C., U.P.C. or U.M.C. including but not limited to: (a) Installation of smoke detectors in the basement and in the manufactured home. U.B.C. Section 310.9.1.4. (b) Installation of escape or rescue windows, U.B.C. Section 310.4. (c) Providing alight, ventilation and sanitation. U.B.C. Section 1203.2 & 1203.3. (d) Providing of minimum room dimensions. U.B.C. Section 310.6. (e) Protection of insulating materials for flame spread requirements. U.B.C. Section 804. (f) Forming and placing of concrete for foundation and floor slab. U.B.C. Chapter 108.5.2. (g) The inspection of all framing as required under U.B.C. Section 108.5.4. (h) The inspection of all round and/or underground plumbing as required under U.P.C. Section 712.2. 5. L.P.G. (Liquified Petroleum Gas). Appliances burning L.P.G. shall not be installed in a pit, basement or similar location where heavier -than air gases may collect unless such location is provided with an approved means for removal of unburned gas. U.M.C. Section 304.6. The policy in Garfield County is as follows: 1 1 (a) An untrapped drain with a minimum diameter of 4 inches located in the lowest area where heavier-than-air vapors may collect is to run with a continuous slope to an exterior area which is not within a depression or recessed below adjacent terrain. The area of termination is to be determined by the building inspector as likely to remain free of standing water, ice and other debris that may prevent the flow and dissipation f unburned gas. (b) (c) The upper inlet and termination of the drains to be provided with protection from the entry of debris or animals which may cause blockage of the drain. This protection is to be approved by the building inspector. 6. A final inspection of the placement, blocking, tie -downs, skirting, grading and compliance with above items is required and approval given by the building department prior to occuaaacv of the manufactured home or occuaancv of _the basement, 7. The Garfield County Zoning Resolution of 1978 with Amendments through December 9, 1997, has been amended to read as follows: 2.02.07 (1) Building - Conventional and manufactured: A building constructed or erected on the lot or building site or a factory and built to meet the "Uniform Building Code" or "National Manufactured Housing Construction and Safety Standards Act of 1974", has a minimum dimension of twenty (20) feet wide and twenty (20) feet long and meets the local building code requirements for wind speed of 80 mph and/or 15 lb. wind load: anchoring requirements in accordance with installation standards based on the minimum basic wind speeds in miles per hour specified in the Uniform Building Code; and meets or exceeds the snowload requirements adopted by Garfield County (Garfield County requires a snowload of 40# per square foot up to 7)00 ft elevation and certification from the factory is required that ties the snowload to the Manufactured Home's Serial Number) Any building meeting these criteria is defined as a single family dwelling and allowed in any zone district that allows a single family dwelling. GARFIELD COUNTY Building and Planning Department Notice of Clarification The Garfield County Board of Commissioners, on January 22, 1996, Passed by Resolution # 96-05, approved the regulation, that Roof Construction will meet or exceed a 40# Snow Load up to and including 7,000 feet in elevation. 50# to 8,000 75# to 9,000 100# to 10,000 Pre -manufactured homes are included, and must be certified by the factory, that unit, with serial number of that unit was manufactured to meet the snow load, of the elevation it is to be placed at. Or, certified by a Colorado Registered Engineer. A BUILDING PERMIT WILL NOT BE ISSUED UNTIL WE RECEIVE THE CERTIFICATE. It is the roof of the unit itself that must meet the requirements. A false roof, or "Umbrella" over the unit IS NOT ACCEPTABLE. Code Homes 1. The footer and wall are to be poured to the attached prints. Foundation must be level and square. Any variations to this will cause problems that will be the responsibility of the foundation contractor to correct. 2. The foundation design has not been engineered to meet specific soil conditions. 3. Gas lines under the home are installed by the factory and must be removed, by cutting off. These lines may or may not be reused. It is best to assume that they are unusable and that gas lines will be stubbed below the appliances only. Golden Villa Homes is not responsible for reconnecting lines or paying for same. 4. There must be an exterior crawlspace access no less than 30"x30"x36" net. 5. Factory specifications require a specific number or percentage of crawlspace venting, this must be met or some warranties may be forfeited. The local building department will also have minimum standards that must be met. 6. Sill plate bolts must be recessed into sill plate, not sticking up above sill plate. 7. The foundation must be backfilled and compacted, flat and level 30" below sill plate. The flat and level area must be 20' out from foundation the full length of foundation. The area that is at the hitch end of the foundation must be at same level as above, to accommodate truck on delivery. It is preferable to access both sides of the foundation, meaning 1/2 of home on each side of foundation when rolling home. Grading, ramping and site access is customer or contractors responsibility. 8. If a crane is required due to items 1-7 not being met, the customer will be responsible for cost of the crane. Basements: 1. All items listed above apply to basements, except #4 and #5. Although there must be access to the get setup equipment out of basement, after home is set. 2. The basement floor must be poured in order to roll the home. If the floor is not installed a crane will be required to install home at the customers expense. 3. In the event that a day lighted basement is used and the home must be set from the day lighted side of the basement a crane will be required and should be figured into cost of home or site improvements.
