The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Dear Mr. Huber:
As requested by Studio B Architects, personnel of Pattillo Associates Engineers inspected
the existing cabin located adjacent to the existing shed barn at the Puma Paw Ranch in
Garfield County. We understand that you are interested in moving this structure to a new
location on the ranch and wish to confirm the structural adequacy of the building. Our
observations and conclusions are presented herein.
The structure is a small single level timber -framed residence with a plan size of 16 feet
by 30 feet. It was probably built more than 30 years ago, and we understand that it was
remodeled in about 1996. The original framing consists of 2x6 Douglas Fir floor joists,
spaced at 16 inches on center, spanning in the 16 foot direction with a 4x4 floor beam
supporting the center of the joists. The floor sheathing is plywood, thickness unknown.
The walls appear to have been built with 2x4 studs, 3/8 inch thick exterior sheathing, and
1-1/2" thick milled lapped log siding. The simple gable roof (3:12 pitch) was constructed
of 4x4 rafters spaced at 36 inches on center. Every other rafter pair is tied with a
horizontal 4x4 located at about the exterior wall plate height (7'-10") and in line with the
rafters. Roof sheathing consists of lx 12 boards. The roof eaves extend beyond the
exterior face of the walls about 3'-6" and the roof barge (the gable end roof edge) is 1"-6"
beyond the end walls.
The 1996 remodeling appeared to include furring the interior of the perimeter walls 1-1/2
inches, probably to add more insulation. Paneling was also installed on the sloping
ceilings.
The existing foundation consists of a poured concrete apron slab around the perimeter
walls. Drainage is poor on the uphill side, with grades sloping toward the building. At
the time of our inspection on October 19, the small crawl space access well was wet,
probably because of a leaking water line under the floor. Although the foundation
conditions were observed to be irregular and clearances between the joists and ground
were minimal, we did not observe any unusual decay in the floor materials for that area
that we could see from the access well.

The house was noted to be in generally good structural condition, with level floors and
plumb walls. The roof was not sagged. Because the construction is "platform" framed
(the walls are built on top of the joists), we believe this building may be readily moved to
a new location by
lifting the floor with shoring beams placed near the exterior bearing walls. An
experienced house moving contractor with proper shoring and lifting equipment should
be retained to accomplish this work.
Please be aware of our following concerns regarding the building structure;
1. The existing 4x4 center beam under the floor joists is not adequately
sized or supported in its present condition. A properly designed center
floor beam should be employed when the building is moved and re-
founded.
2. The bearing conditions and connections of the 4x4 roof rafters and the
4x4 tie beam could not be inspected because of' finishes. The connection
of the tie beam to the rafters is critical for proper roof stability. Under
design snow load conditions of 40 pounds per square foot, they carry up
to 4200 pounds of tension force. Also, if the rafters are notched over the
top plates of the bearing walls, the load capacity of the roof eaves may be
significantly diminished.
Notwithstanding the above concerns, this building has apparently withstood many
historic winter loadings and may be considered adequately structured unless adverse
conditions are discovered. An analysis of the roof framing indicates that it is code
compliant to support a uniform 40 psf snow load, assuming the 4x4's are Douglas Fir
material with a #1 or better grade classification, adequate connections and no notching.
If an unconditional certification of the structure is desired, additional investigation of the
rafter bearing and tie connections would be required.
This completes our report. Please bear in mind that our investigation was necessarily
limited to those structural conditions which were readily visible. No explorations were
made that required removal of finished surfaces. Local conditions may be discovered
which are of structural concern but which are not reported herein.
