This letter serves is in response to your comments. 1. The Application needs to clarify how the mineral rights research was completed. An email representation that research with the County Clerk or Assessor was completed or title work reviewed is generally acceptable. Response: The mineral rights information was provided by the Encana land department after a search of records with the Garfield County Clerk and Recorder's and Assessor's offices. See mineral lease information provided in the Deeds section of the original submittal. 2. The Impact Analysis section on nuisances and the Standards Section 7-1001 need to clarify what standard (Industrial, Light Industrial or Residential) will be met in regard to noise impacts. Response: The applicable noise standard is the Residential/Agricultural/Rural noise standard. No permanent equipment that will produce noise will be stored at or be part of the laydown yard. The only potential noise sources will be vehicles that come to the site to deliver or pickup materials that are stored there. 3. The Application needs to clarify the current status of the well pad with the Colorado Oil and Gas Conservation Commission in regard to existing permits or conditions. Response: The well pad is an active well pad with producing wells on it. A copy of an approved COGCC Form 2 and 2A accompany this response. All COGCC inspection reports for the site have been satisfactory. The last two inspections have requested that unused equipment being stored on the site be removed, thus the reason for permitting this site as a laydown yard. 4. The Application needs to clarify that the Easement and Right of Way Agreement includes or allows for use of the access for the Storage Facility. Response: Encana is in the final stages of negotiating the financial component of this agreement and anticipates having it completed within 30 days. ((i NOTICE TO ALL OPERATORS DRILLING MESAVERDE GROUP OR DEEPER WELLS IN THE MAMM CREEK FIELD AREA IN GARFIELD COUNTY WELL CEMENTING PROCEDURE AND REPORTING REQUIREMENTS July 23, 2004 Until further notice, the following conditions shall to be attached to all approved Permits - to -Drill for all Mesaverde Group or deeper wells in the Mamm Creek Field, Garfield County: 1. The Mamm Creek Field Area is defined as follows: Township 6 South, Ranges 91-93 West Township 7 South, Ranges 91-93 West Township 8 South, Ranges 91-93 West Township 9 South, Ranges 91-93 West 2. Wells shall be required to be cemented to 500' above the top of gas. a. The cement coverage shall be verified with a cement bond log. b. The cement compressive strength for all cement slurries used to cement the production casing shall be sufficient to be easily identified with the use of.a cement bond log. 3. A drilling prognosis showing projected top of gas and formation tops shall be required with the Application for Permit to Drill Form 2. This information shall be provided in the form of a wellbore diagram showing the top of gas, formation tops, and top of cement for each stage. Procedure and Reporting Changes: 1. Upon completion of the primary cementing operation, the annular fluid level around the production casing shall be monitored for a minimum of 4 hours prior to the installation of the casing slips. 2. The bradenhead pressure shall be measured at intervals of 6, 12, 24 and 72 hours after the production casing is cemented. If bradenhead pressures greater than 150 psig are observed, such pressures shall be immediately reported to the COGCC and a remediation procedure shall be prepared for COGCC approval. 3. Following the cementing operation, a combination temperature/cement bond log shall be run within 12-48 hours to locate the actual cement top. If the cement top does not conform to this notice, the COGCC shall be immediately notified and a remediation procedure shall be prepared for COGCC approval. 4. The bradenhead pressure record, cement bond log, temperature survey log, and revised formation tops shall be provided to the COGCC Northwest Area Engineer within 7 days of cementing the production casing. Well information shall be provided to the Northwest Area Engineer in the following format: • All information shall be submitted electronically via e-mail A separate e-mail with required attachments will be sent for each well. • The attachments will include the following: a.) A CBL w/ temperature survey in *.pdf or Schlumberger format. b.) A Sundry Notice Form 4 requesting approval to complete the well stating the well has been successfully cemented according to the approved plan and a summary of the bradenhead monitoring. c.) A Wellbore Diagram with the as built cement tops, formation tops, top of gas, casing shoes etc. d.) A Temperature Survey in a single page format. 6. The COGCC shall review the casing and cementing operations and approval shall be obtained by the operator from the COGCC prior to commencement of completion operations. 7. The bradenhead pressure shall be monitored and recorded when performing fracturing operations. 8. The submittal of the Drilling Completion Report Form 5 shall include the 72 hour bradenhead pressure measurement recorded in the comment section of the form. If there is pressure on the bradenhead at the beginning of the 72 hour test which is blown down, a record of the pressure buildup after an additional 24 hours shall be recorded in the comment section on the Form 5. The site is located approximately one mile south of the Garfield County Rifle Airport off of County Road 333. Our completeness review has noted a couple items that need to be addressed or clarified prior to a determination of technical completeness. Please respond to the following items: v.- 1. The Application needs to clarify how the mineral rights research was completed. An email representation that research with the County Clerk or Assessor was completed or title work reviewed is generally acceptable. 2. The Impact Analysis section on nuisances and the Standards Section 7-1001 need to clarify what standard (Industrial, Light Industrial or Residential) will be met in regard to noise impacts. 3. The Application needs to clarify the current status of the well pad with the Colorado Oil and Gas Conservation Commission in regard to existing permits or conditions. 4. The Application needs to clarify that the Easement and Right of Way Agreement includes or allows for use of the access for the Storage Facility. Once the above information/topics are addressed we can finalize our completeness review and schedule a date for your public hearing with the Board of County Commissioners.
