The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

Re: Comments to Spring Valley Sanitation District plan submittal
Dear Arno,
1 offer the following cursory comments regarding Fire Code issues with the Spring Valley
Sanitation plant submittal. It's our understanding that we would be a response agency under
mutual aid to the Garfield County Sheriff in the event of a fire or medical emergency. This project
is not located within our jurisdictional boundaries. The project would need to meet compliance to
the 1994 Uniform Fire Code as adopted by Garfield County.
Access
The access to the plant off of county road 114 appears to meet compliance to the 1994 Uniform
Fire Code as stipulated in Article Nine of the code. The minimum road width is twenty feet and
has reasonable grade throughout it's length.
Water Supply and Hydrant Location
I was unable to determine if plans specify a fixed water supply for firefighting purposes to protect
this occupancy as required per Article 903 of the UFC. One hydrant is shown near the control
building. Because of the rural location the authorized plan reviewer can refer to NFPA 1142,
Standard on Water Supplies for Suburban and Rural Fire Fighting, to determine minimum water
supply requirements.
Chlorine and Sulfur Dioxide
The storage and dispensing of Chlorine and Sulfur Dioxide which would be located on site should
meet compliance with the applicable portions of Article 80 the Hazardous Materials section of
the Uniform Fire Code. The plant operators should develop an appropriate emergency response
plan which they would periodically train to that provides for mitigation of a leak.
