A final Electrical Inspection from the Colorado State Electrical Inspector; 2. Permanent address assigned by Garfield County Building Department posted where readily visible from access road; 3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all necessary plumbing; 4, A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running water, non-absorbent floors and walls finished and a privacy door; 5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or decks over 30" high constructed to all 1994 UBC requirements; 6. Outside grading done to where water will detour away from the building; 7. Exceptions to the outsidesteps, decks and grading may be made upon the demonstration of extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all the required items are completed and a final inspection made. Dear lMir. Peters, July 24, 2001 As you are well aware, :Kurtz & Associates has provided structural consulting services relative to the renovation of tke lvfissouri Heights School House. At your request, ou April 18, 2001 t performed a structural inspection of the school house. At that time existing flooring had been removed so as to allow your company to upgrade the foundations and crawl space floor supports. The purpose of this inspection was to observe the repairs to the floor braining system and the foundation. The attached building section contains our prell.mitnaiy recommendations relative to the perimeter foundations and interior beams tines. At the tate of my observation the concrete masonry piers for existing interior support beams had been placed as recommended in the attached building section. Relative to the perimeter continuous foundation, you had determined that the existing 4 x 6 sill plate had at Bred some amntFirt of deterioration. Specifically, you observed that along the east side of the structure some dry rot bad occurred: the northern 1/3 of the etrntirt nous plate was `punky', and that there were intermittent weak spots along the balance ofthe plate. The floor joists and the exterior wall studs, however, appeared to be in good condition throughout the structure. Note that the exterior wall to floor joist connection is a balloon framing detail with floor ,joists spaced at 24" on center, and wall studs spaced at 1G" on center. Consequently, a two part repair scheme was devised for the exterior foundations: 1. The sill plates were exposed to the open air for as long es wv.s practicable to relieve the plates of evccessive moisture. The sill plates and ming was then protected with continuous flashing and membrane. 2. To compensate far the loss of bearing capacity due to the degraded rapacity of sill plates ari additional beam line was placed parallel to both the east and west exterior foundation walls. This beam lure was placed 12" clear from the inside face of the exterior studs. The intermediate surds were provided with additional support via the addition oft x $ bloaing panels which were face nailed to the studs and hack nailed to the floor joists. The additional beam line arid associated repairs were complete at the lima of structural observation_ It is my professional opinion that the flour and fbundauon repairs have add significantly to the strength, serviceability and longevity of the structure. We anticipate that the struvture wilt service its intended function as a voznmunity center for many years to conte.
