BACKGROUND As the BOCC is aware, the County is in the process of upgrading the County Regional Airport in order to satisfy FAA requirements / standards so that the facility can accommodate business jets that currently frequent the airpoft. The County has received significant funding from the FAA for these upgrades which includes, most significantly, a runway re-alignment. ln order to accommodate this realignment, the County needs to acquire a parcel of land at the southwest end of the airporl properly. To this end, the FAA has awarded the County with a grant to purchase this necessary property (known as Parcel 15) for approximately $135,500.00. The County's consulting engineer on this project states that "realigning the runway and expanding the safety areas to C-lll standards requires the realignment of Dry Creek and County Roads 3'19 and 346 as well as associated water, sewer and gas lines. Pofiions of the relocated County Road 319, water, sewer and gas lines must pass directly through the 4.305 acre Parcel 15 currently owned by Public Service Company of Colorado. ln addition a poftion of the new Runway Protection Zone falls within this parcel and so it is also required for approach protection purposes." The County Airpofi Manager states that "Parcel 15 is needed in order to accommodate the relocation of County Road 319 and associated utility lines as well as for aircraft approach protection. Parcel 15 has been investigated for-, suitability to serve its intended purpose. These investigations have included/ environmental assessments, topographic surveys, boreholes and test pits. No\ other testing has been deemed necessary. No portion of the parcel will be \ developed for housing, business or industrial use and therefore, water and sewer Jservice is not necessary or planned for." The County Airporl Manager also provides that "Construction on the runway upgrade project could stafi as early as next year pending continued FAA funding. After acquisition, Parcel 15 will become part of the airpoft, and I will be requesting the BOCC rc-zone it and the other parcels we are acquiring from ARRD to P/A. The initial airport upgrade work will include relocation of County Road 319 for which the acquisition of Parcel 15 is essential. Thank you for your consideration of this matter." lt.REOUEST The property is owned by Public Service Company of Colorado which serves as co-applicant for this request for an Exemption from the Definition of Subdivision to create a 4,305 acre tract which will be purchased by Garfield County and leaving the remainder as a 55 acre tract for the continued operations of Public Service. Additionally, Staff finds there are no adverse impacts from this action and that it serves a specific public purpose of accommodating the realignment of the County Regional Airport to the benefit of Garfield County consistent with the requirement sS Public Service Sornpany, by virtue of the Colorado-Ute bankruptcy proceedings, acquired an access easement to the property. Access is not irynaqqd ^by this transaction. Access to the property is from the east end oft of County Road 319, and is-noi'mplcted by this transaction. V. STAFF RECOMMENDATION ;iffS6dng processed by way the following allowing the Board to act by of the FAA. Staff recommends the BOCC approve the action with the following conditions: 1. That all representations of the Applicant are considered conditions of approval unless specifically altered by the BOCC. 2.
