1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot et cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or

I, Maureen T. Muck, of HydroTerra Inc. hereby certify this addendum to the November 30, 1999
drainage report for the proposed Flight Department Hangar at the Garfield County Regional Airport was
completed by myself or under my direct supervision and has been prepared in accordance with good
engineering practices.

II. General Location and Description
The proposed project is located on a leased lot south of the east end of the main runway at the Garfield
County Regional Airport. The lease comprises 1.08 acres of land. The parcel is bordered by an existing
T -hangar building on the west, the runway on the north, and vacant land to the south and east. In early
2000, a new hangar building was constructed on the site. A drainage report was prepared prior to the
construction of the new hangar. Now an addition to the hangar is proposed which will consist of adding
a 3,000 ft2 shop onto the south side of the hangar and 4200 ft2 of covered parking onto the west side of
the hangar (an area that is currently paved). The total new hard surface area resulting from these
proposed additions will be 4,380 ft2. However, since the original drainage report assumed that the entire
1.08 acres would be hard surfaced after construction of the hangar, the peak flows developed in the
November 30, 1999 Drainage Report actually take into account the area of the proposed additions as hard
surface and no modification to the figures developed in that report are required.
IDL Existing Drainage Conditions
The site topography and observations from the site inspection indicate that prior to construction of the
Flight Department Hangar, the storm water runoff drained west and was collected by the existing storm
sewer system served by four inlets. The soil at the site is classified at Potts loam by the Natural
Resources Conservation Service (formerly the Soil Conservation Service) NRCS and is considered a
hydrologic group "B" soil. The site was covered by sparse weedy vegetation and the slopes across the
site were about 3%. The depth to the water table was not determined. No drainage concerns were
noted at the site at the time of the site inspection.
After construction of the Flight Department Hangar, drainage appeared to be functioning according to
plan. The addition of a shop and covered parking will not change the existing drainage pattern, as all
developed runoff will still flow west to the existing storm sewer along the west side of the parcel.
IV. Drainage Design Criteria
Drainage design criteria were taken from the Stormwater Management Manual (SWMM)(Public Works

Department, City of Grand Junction, CO; May 1996). The NOAA Atlas, Volume II was consulted for
comparison of rainfall rates for 10 year and 100 year 24-hour storms for the Rifle area and the Grand
Junction area. The 10 and 100 year 24 hour isopluvials for Grand Junction and Rifle were the same,
thus, the rainfall intensity data in the Grand Junction SWMM was used to calculate discharge rates for
this site. The Rational Method was used to estimate discharge rates for historic and developed
conditions for the property. Developed discharge rates were estimated based on the proposed changes in
surface conditions for the property. In this case no change is required to the original calculations of
peak flow runoff because the original calculations assumed that the entire site would be hard surfaced.
V. Drainage Design (developed conditions)
The proposed grading directs drainage from the proposed new additions to the existing storm sewer
inlets. Runoff from the east side of the new shop addition will be routed south and then west to the storm
sewer by a drainage swale. The covered parking and the west side of the new shop addition will drain
west, the same as the asphalt that currently covers that area, and will flow into the existing storm sewer.
The storm sewer drains west through the airport and collects runoff from all other sites south of the
runway. Upgradient drainage will not be impacted as drainage from the properties to the east can still
flow freely down the south side of the lease property to the storm sewer inlets.
IV. Results and Conclusions
The following table includes the results of the calculations for pre- and post -development runoff rates for
the subject parcel. No revisions were required because of the new hard surfacing to be added by the
proposed building additions. These are the same numbers shown in the November 30, 1999 Drainage
Report, thus that report should be referenced for the actual calculations and reference materials.
