Dear Robert Bleil:
The Colorado Air Pollution Control Division approves condensate storage tank general permit registration for
the oil and gas industry condensate tank batteries listed in the table below. Please refer to general permit
GP01 for all applicable requirements, limitations, terms and conditions. A copy of the general permit and oil
and gas industry condensate tank guidance documents may be obtained via the Internet at the following web
address:

The synthetic minor and site-specific emission factor status columns are provided for informational purposes
and are based on the best available data provided by the applicant at the time of submittal. Please note; the
applicant is responsible to be aware of changes that may affect this status and to tak e appropriate steps to
notify the Division of these changes.
If the synthetic minor status column is marked “Yes”, the operator is expected to comply with all requirements,
including those specific to synthetic minor sources, contained in the general permit.
If the “Site Specific EF Required?” column is marked “Yes” and the “Site Specific EF Submitted?” column is
marked “No”, the operator did not submit sampling results and a site-specific emission factor with this
application. In this case, sampling must be completed. Guidance on appropriate sampling and analysis
methods is contained in PS Memo 05-01 Section 4 and can be found at the following web address under the
2005 Memos:

If required in the table above, the operator shall complete sampling and determine a site-Specific emission
factor within sixty (60) days of the issuance date of this approval letter.
Upon completion of condensate sampling and determination of the site-specific emission factor, the operator
shall report this information to the Air Pollution Control Division by filing a revised APEN for the condensate
tank battery. The revised APEN shall include all supporting documentation necessary to substantiate the site-
specific emission factor(s) developed. Documentation provided shall include copies of:
• The separator condensate "low pressure oil" extended gas analysis;
• The storage tank "sales oil" RVP and API gravity analysis;
• Printouts of the process simulator model inputs and outputs.
