The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the'required items are completed and a final inspection made.

A RESOLUTION CONCERNED WITH THE APPROVAL OF A KENNEL SPECIAL USE PERMIT
APPLICATION FOR DUST -N SAGE KENNELS (Gary and Hilda Aho).
LEGAL DESCRIPTION
1588 ODIN DRIVE, SILT, COLORADO 81652
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has received
application from Dust -N -Sage Kennels (Gary and Hilda Aho), concerned with a Kennel Special Use Permit
to allow for the use of the subject property as a kennel;
WHEREAS, the Board held a public hearing on the 2nd day of October, 2000, upon the question
of whether the above-described Kennel Special Use Permit should be granted or denied, at which hearing
the public and interested persons were given the opportunity to express their opinions regarding the issuance
of said Special Use Permit; and
WHEREAS, the Board on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determination of fact:
1. That proper posting and public notice was provided as required by law for the hearing before
the Board of County Commissioners.
2. That the hearing before the Board of County Commissioners was extensive and complete,
that all pertinent facts, matters and issues were submitted and that all interested parties were
heard at that hearing.
3. That for the above stated and other reasons, the proposed Special Use Permit is in the best
interest of the health, safety, morals, convenience, order, prosperity and welfare of the
citizens of Garfield County.
4. That the application is in conformance with the Garfield County Zoning Resolution of 1978,
as amended.
5. That the application is in general conformity with the Garfield County Comprehensive Plan of
1984, as amended.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that the Kennel Special Use Permit be and hereby is approved to allow for the use of a
Kennel, upon the following specific conditions:
1. That all representations of the applicant, either within the application or stated at the hearing
before the Board of County Commissioners, shall be considered conditions of approval,
including but not limited to the following:
A. The submitted information regarding noise abatement for the proposed kennel building.
B. The submitted information regarding the proposed septic system.
2. As per the County Engineer's comments, "The quantity of water proposed is sufficient if the
cistern is sized for at least 20 gpd. The licensed engineer designing the facility (cistern) should
verify that the size is adequate for water usage, but not oversized so that water quality becomes
an issue."
3. Section 2.02.311 of the Zoning Resolution which defines "kennel" must be complied with in the
operation of the proposed kennel.
4. Any signs for the proposed kennel must comply with Section 5.07 (Garfield County Sign Code),
of the Zoning Resolution.
5. No outdoor dog run will be allowed.
6. AU exterior lighting will be the minimum amount necessary and all exterior lighting will be
directed inward, towards the interior of the subject lot, except that provisions may be made to
allow for safety lighting that goes beyond the property boundary.
7. Noise dampening walls and/or berms shall be installed if any complaints are received
regarding noise.

At your request, and in order to meet a condition of approval for the Dust -N -Sage Kennel Special
Use Permit, we are providing this letter to address the water system design for the kennel as it
relates to water quantity and quality.
In your application for the special use permit as well as for the supplemental information provided
to the county, you note that the water demand for the kennel use is anticipated to be 10-20
gallons per day. Additionally, subsequent conversations with you have revealed that the system
will be supplied by hauling water from local municipal sources where it is common place to sell
potable water to individual users such as yourself. I understand that the hauled water will be
stored in a 1000 -gallon concrete storage vessel for use via a pumped delivery system for the
kennel.
Since imposing this condition for approval of the special use permit, I have had a phone
conversation with Jeff Laurien, Senior Planner for the County Planning and Building Department.
Mr. Laurien re -iterated that the county commissioners were concerned about the adequacy of the
design based upon the 20 gallon per day demand both from a quantity and quality standpoint. Of
specific concern, I presume, is the Targe volume to demand ratio created by the use of the 1000 -
gallon storage vessel and the potential for the production of stagnant water. Therefore, I would
like to take the remainder of this letter to address the County's concerns regarding water quantity
and quality.
WATER QUANTITY
Given the 1000 -gallon concrete cistern and the 20 gallon per day demand, the cistern volume has
the capacity to provide 50 days of average demand to the kennel and 12 to 13 days of continuous
maximum day demands. Obviously, this represents a large volume and requires less need for
frequent water hauling.
If one were to "design" a system for the demands under "industry standards", a smaller storage
volume would be required. For example, required storage typically considers the storage volume
to be a combination of maximum day demands, emergency storage (equal to maximum day
demands) and fire storage (when required). In your case, the maximum day demand, assuming
an average day demand is 20 gallons per day, is 80 gallons per day. The emergency storage
component is equal to the maximum day demand (80 gallons per day) as well. As your facility is
located in an existing subdivision supported by fire flows (and storage) deemed adequate by the
Burning Mountain Fire Protection District, no fire storage is required for your facility. Therefore,
the storage requirement at any point in time would be 160 gallons. Under average day demands,
this would require you to haul water at a rate of every 3 to 4 days.
Given the previously mentioned "design volume", we would recommend your schedule for hauling
water consider a time period of every 10 to 20 days. This should accommodate avoidance of
inclement weather for hauling water and should accommodate adequate storage for other factors
such as'Ikennel population, wash down's and other un -foreseen water demand occurrences. With
this recommended schedule and average day demands, you should anticipate the need to haul
anywhere from 200 to 400 gallons. This would represent, assuming a 200 -gallon tank is used, 1
to 2 trips every 10 to 20 days.
Initially, we would recommend that you only provide 500 to 600 gallons of water in the cistern to
establish the exact water use for the facility. This would provide the "required storage" plus the
anticipated average day demand storage for the subsequent 10 to 20 day hauling cycle. By
closely monitoring water use in the facility, the excess volume available will provide you an
"equalization component" of storage in the cistern to accommodate a "regular hauling schedule".
In summary, we anticipate that the 1000 -gallon cistern will provide more than adequate storage
for the facility.
WATER QUALITY
Given the 1000 -gallon concrete cistern, water quality is of obvious concern. The major concerns
are that of the water becoming stagnant and the potential growth of bacteria due to the potential
high volume to demand ratio. The fact that your source of water is that of municipally treated
potable water works in favor of maintaining water quality for the kennel. Your most likely source
of water, I understand, will be from the Town of Silt. In fact, the Town's dispensing facility is close
to their water treatment facility where the chlorine residual in the water is relatively high.
Being a producer of potable water for municipal use, the Town is required to supply water with a
chlorine residual at a rate that the residual will be maintained to trace levels at the most remote
points in their distribution system. In fact, the State requires that the chlorine residual shall not be
less than 2.0 mg/I at the immediate distal end of the water treatment plant. Being a surface water
treatment plant, the Town of Silt is most likely maintaining 5.0 mg/I at the immediate distal end of
their plant. Using the dispensing facility close to their water treatment facility will assure a source
of adequately chlorinated water with a high level of chlorine residual.
In regards to water quality, we would recommend that the volume considerations outlined in the
previous sections be followed. This would include not initially filling the cistern full, but half full.
Also, the hauling cycle of 10 to 20 days be followed and adjusted according to actual use, which
is closely monitored. Assure that you use dispensing points in the municipal systems that are
closest to the town's water treatment plant. Finally, coordinate with Grand Junction Laboratories
to obtain chlorine residual test strips to allow you to continually monitor the presence of chlorine
in the cistern. In the case that the chlorine residual becomes immeasurable, provide chlorine
tablets in the cistern to re-establish the chlorine residual to safe levels. Coordinate this procedure
with Grand Junction Laboratories or Schmueser Gordon Meyer, Inc.
Hopefully, this letter responds to the condition of approval for Garfield County. Upon your receipt

Dear Gary,
Per your request, SGM has evaluated the information supplied to us by your contractor for the
product he intends to use for the wall construction on the kennel. The information supplied to us
indicates his intention to use a product manufactured by ENER-GRID. The product is an
insulated post and beam building element which is to be strengthened for use in the building by
supplying reinforcement and concrete.
I understand that he will be using the 10 inch block construction and therefore, the sound
attenuation from this product will be 54 dB. 1 have attached a Dopy of the manufacturer
information for this product for verification of this information. Please note the sound attenuation
factor is identified on the last sheet.
have also attached information obtained from the Architectural Graphics Standards which
provide an °example' of loudness (in decibels) of various activities, vehicles, equipment, etc...
This should provide you a feel for the effectiveness of the sound attenuation provided by this
product.
Finally, we have determined that a "barking dog' produces 95 dB at the source. Using this
product, the sound level just outside of the building will be attenuated down to 41 dB.
Hopefully, this information is helpful in supporting the use of this product for sound attenuation as
a by product for it's intended structural use and it's high insulative value of R36.44. Upon your
review, if you have any questions or need further assistance, please don't hesitate to call.

FAST, EASY, ECONOMICAL CONSTRUCTION
The Ener -Grid system is a simple and flexible "stack and pour" system.
• An R86.44 below grade basement wall can be
built in less than half the time it takes to form,
reinforce, brace, pour, strip and insulate a con-
ventional wall. Plus Ener -Grid is of greater
strength. 8" elements yield 4.75 inch concrete
matrix while 10" elements have a 6" solid con-
crete grout matrix. A basement wall is in-
stalled in two steps: Stack and Pour.
• Electrical conduit can be placed in the cores as
walls are assembled and then grouted, or
romex (UF or NMC) wire may be routed into
the interior face of the Ener -Grid wall, after
grouting. Plumbing pipes can be installed in
the same manner. Check local building codes
for minimum depths.
• Ener -Grid 10" elements require less than one
yard of concrete per 100 sq. ft. of wall surface
for an R86.44 wall. This saves approximately
50% of the concrete required for a typical
poured -in-place concrete block wall, or over
60% if you are using Ener -Grid 8" wall
elements.
• The weight and rigid nature of Ener -Grid helps
keep it in place without bracing except for win-
dow and door openings or in high wind areas.
• A three person crew is ideal, two haand
stacking, while the third person orms
detailing and quality control. (Lifting jigs and
other equipment can also be used but a crew of
two can install four blocks an hour, 50 sq. ft.

Ener -Grid gives two hour protection against the
passage of flame and dangerous heat transmission when
exposed to fire on either side. A Five-hour certification is
expected in 1997.
A 10 ft. x 10 ft. test wall was loaded with 200,000
pounds of weight in a load frame. The temperature on one
side of the wall was raised to 19200 (Fahrenheit) via flame
and held for a period of two hours. The flamed surface
was then subjected to a 1.125 inch diameter 30 PSI
(pounds per square inch) water stream. At the end of the
test, no openings had developed that would permit a pro-

STRUCTURAL INTEGRITY.. .
Ener -Grid is earthquake and wind resistant. The
structural integrity of a completed wall exceeds the
strength of traditional systems. An x-ray view of the 6"
concrete core area will reveal a square post and beam
matrix on 15" centers. The design of this matrix allows
steel reinforcing to be placed in the system diagonally as

In order to understand the scope of the work intended under a permit application and expedite the
issuance of a permit it is important that complete information be provided. Adequate and complete
information will prevent delays in the plan review process. Reviewing a plan and the discovery that
required information has not been provided by the applicant may result in the delay of the permit
issuance and in proceeding with building construction. The owner or contractor may be required to
provide this information before the plan review may proceed. This causes delays because other plans
that are in line for review may be given attention before the new information may be reviewed after it
has been provided to the Building Department.
Please review this document to determine if you have enough information to design your
project and provide adequate information to facilitate a plan review. If you do not, it may be
helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code".
This book is available to you through this department at our cost. Also, please consider using
a design professional for assistance in your design and a construction professional for
construction of your project.
To provide for a more understandable plan in order to determine compliance with the building,
plumbing and mechanical codes, applicants are requested to review the following checklist prior to
and during design. Applicants are required to indicate appropriately and to submit the completed
checklist at time of application for a permit.

Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with
decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A
section showing in detail, from the bottom of the footing to the top of the roof, including re -bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house -
rap, (which is required), siding or any approved building material.
A window schedule. A door schedule.
A floor framing plan, a roof framing plan, roof must be designed to withstand a 40# per ft. up to
7,000 F.O.S. and an 80 M.P.H. wind.
All sheets to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.

FIRE PROTECTION:
It is the interpretation of this department that the provision of UBC Section 302.4,
Exception Number 3, also applies to openings for access to attic space above a U
occupancy. The access door in the ceiling of a garage must be self closing, tight fitting,
solid wood door, 1-3/8ths inches thick, or have a 20 minute fire protection rating or the
one hour fire separation wall between the garage and the dwelling must extend above the
