This letter report is to address design aspects of the existing driveway that accesses the subject
property, located at 5889 County Road 109 (CR109) in Garfield County, Colorado.
Based on Item 4 3 in your letter dated November 30, 2015 concerning Access and Roadways for
the property, you have requested evidence that the existing access road/driveway conforms to
Garfield County's standards for Semi Primitive Access or is "consistent with the Average Daily
Traffic proposed" for its use.
Semi Primitive access, based on the Garfield County's Road Standards, anticipates an Average
Daily Trip (ADT) Count of between 21 and 100 trips per day. Based on a letter to you from Mr.
Sabo, dated December 16, 2015, he anticipates that his site operations will generate an average
of 16.67 trips per day or an average daily traffic (ADT) Count of 33.34 vehicles per day. This
may be slightly conservative for estimating the current ADT, however, according to Mr. Sabo's
figures, the site falls under Garfield County's Semi Primitive/Design Standard category.
Based on a field survey that I conducted with a Total Station (survey instrument) and by my field
observations on December 11, 2015, the current design elements of the driveway, as you
probably already know, will not comply with the Semi Primitive/Driveway Design Standard,
most notably due to the following conditions:
A 50 foot long section of the driveway exceeds the maximum allowable grade of 12%.
This condition occurs approximately 40 feet from the intersection of the driveway with
CR109. The maximum grade in this 50 foot section is in excess of 16%.
2. The first hairpin curve, near the movable storage shed, does not meet the minimum radius
requirement of 50 feet.
3. There are sections of the driveway which are in excess of the 2% cross slope requirement.

4. A 4 foot wide ditch has not been constructed along the driveway for drainage (currently
there is a 2 to 3 foot wide ditch along most portions of the driveway).
5. The driveway is not within a designated 40' ROW.
Given that the existing driveway conditions will not meet the required road standards, and that
modifying the driveway is not economically feasible, especially given site topography as well as
due to the existence of an irrigation ditch that tends to limit extensive re -grading in the lower
driveway area.
Therefore, a waiver from the design standards seems like the logical solution in this particular
case.
The following is a list of observed and measured site conditions which I believe are evidence for
supporting the proposed change of use and a waiver for the existing driveway configuration:
1. The portion of driveway which exceeds 12% is only 50 feet in length (relatively short)
and has reasonable transition grades at both ends. In addition, the steep section is
parallel with CR109 and therefore, traffic will not be prone to sliding into oncoming east
bound CR 109 traffic.
2. The speeds at which vehicles will be entering the aforementioned steep section will be
relatively slow given the driveway curvature and intersection proximity. Therefore, the
conditions for vehicles sliding in the winter will be reduced.
3. Although the hairpin curve centerline radius is less than 40 feet in length, there will be an
extra wide shoulder area along the northwest side, due to the proximity of the movable
storage shed and contex containers, which require vehicular access. This will improve
the turning movement along this particular curve.
4. The driveway is relatively short with the "most utilized section" being no longer than a
total of 250 feet. The section of driveway, which does not comply with the
aforementioned standards, is only approximately 150 feet in length. Therefore, reduced
Levels of Service resulting from steep grades, will not impact this particular site as would
normally be the case on longer stretches of roadway.

b. Approximately 190 feet to the southeast

Although we would prefer the westbound distance to be closer to 300 feet, a majority
of the traffic, especially slow moving larger vehicles, will be exiting the driveway in
the southeast bound direction where the northwesterly sight distance is more
favorable.
6. The driveway width at the intersection is approximately 35 feet. The extra width will
tend to soften the "turning movements" at the intersection for larger vehicles, thus
improving ingress and egress.
7. Based on my observations of the site, as well as assessing the field survey data that I
collected and reviewed, the driveway will drain adequately with the drainage swales
currently in place. Therefore, a 4 foot wide ditch along the driveway is not necessary in
Us particular case.
Given the above arguments and the hardship that is apparent with the surrounding topography, as
well as the existence of an irrigation ditch, it is my professional opinion that a waiver request
from the design standards is warranted in this case.

Jeff,
I went and looked at a possible relocation of the driveway at 5889 CR 109. Because of the curve to the East of the
existing driveway, sight distance would not meet code. If you go to the far Eastern edge of the property there is a ditch
running parallel that is elevated above the road, code would be difficult to meet there. To the West of the existing
driveway is a high bank that would be difficult to make grade for access.
The existing driveway meets our current access standards with the exemptions of some minor drainage issues.
