The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings; `counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, -hot and cold running
. . water, non-absorbent floors and walls finished and a privacy door;
S. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or r '`
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather,` but a Certificate of Occupancy will riot be issued until all
the required items are completed and a final inspection made.

Dear Mr. Butler:
Enclosed you will find the following items in support of the subject application:
1. The completed application
2. A completed questionnaire from the Building Department regarding those items
that must be addressed to complete the Permit Application.
3. Copy of a worksheet dated 5-19-93 that I prepared as an estimate of the maximum
amount of water we would ever expect to need from the well currently in use
under permit No. 180723.
4. Copy of well permit No. 180723.
5. Copy of 2 pages of notes and calculations for the septic system dated 8/2/00.
6. Copy of the final inspection report for Garfield County Individual Sewage
Disposal Permit No. 2818 dated 8-18-97.
7. Copy of standard foundation details suggested by the Manufacturer of the
proposed modular unit.
8. Two copies of the site plan. (Same as used for the special use permit application)
9. Two copies of the foundation plan.
10. Two copies of the architectural drawings for the modular building.
11. Photos illustrating the type of exterior siding to be used on the building.

WATER SUPPLY
When we applied for the well permit in 1993,1 estimated the maximum amount of water
we would need (Enclosure No. 3). The annual amount requested was 107,350 gallons and the
amount permitted (Enclosure No. 4) was 108,600 gallons per year. As you can see from the
estimate 1 prepared, the amount requested (and permitted) is much more than we now anticipate
using with 10 people being the maximum number to inhabit the barn and bunkhouse at a given
time. Based on this information, the existing well will be more than adequate to supply the water
needed for the combination of barn and bunkhouse in the future.
SEWAGE TREATMENT
Septic Tank
Sheet No. 1 of Enclosure No. 5 contains calculations of average and maximum daily
sewage flows and the size of tank necessary to handle those flows. The tank size required is less
than the 1000 gallon tank installed under Permit No. 2818 (Enclosure No. 6). We recommend
that the 1000 gallon tank be used for the modular building.
Leach Field
Sheet No. 2 of Enclosure No. 5 contains calculations for required leach field area based
on the projected maximum daily effluent volumes. The calcs indicate that 23 infiltrators are
needed to adequately treat the maximum flow for the percolation rate established at this leach
field in conjunction with the system installed under Permit No. 2818.
From Enclosure No. 6, it is apparent that 13 infiltrator units were installed. We
recommend the installation of an additional 10 infiltrator units in the existing leach field with a
proper manifold to distribute the sewage flow evenly to all units.
FOUNDATION
The foundation has been designed and detailed in accordance with the recommendations
of the County Minimum Application Requirements for Manufactured Homes. (Enclosure No. 9).
The one exception to those requirements is tiedowns. We are suggesting that tiedowns be in
accordance with the details presented by the manufacturer in Enclosure No. 7. These details
have been stamped by a Colorado registered Provessional Engineer and we believe them to be
adequate for the subject case, especially since the location is in the bottom of Sweetwater
Canyon shielded from high winds.
ELECTRICAL
There is currently 250 amp service to the barn at this location. This was provided based
upon the anticipation of a bunkhouse at a future time. The modular building and barn power
requirements are both less than 125 amps so the existing service to the barn is adequate for both.

Installation and hookup will be in accordance with State of Colorado and inspected by the State
electrical inspector.
SUMMARY
It is the opinion of myself, as a professional engineer, that the construction of the
facilities as illustrated in the enclosures will comply with Garfield County regulations and with
good engineering practice. Since the facility will only be occupied for approximately 5 months
out of each year, some of the features are quite likely oversized however, it is only good
engineering practice to provide for peak usage, even though it will occur infrequently.
Please let me know the cost for the required permits so that I can get a check to you. The
modular units are scheduled to ship this month so we need to get the foundation and other
facilities in right away. Whatever you can do to expedite the permit process will be greatly
appreciated.

1) This well shall be used in such a way as to cause no material injury to existing water rights. The issuanoe of the
permit does not assure the applicant that no Injury will occur to another vested water right or preclude another
owner of a vested water right from seeking relief in a civil court action.
2) The construction of this well shall be in compliance with the Water Well Construction and Pump Installation Rules
2 CCR 402-2, unless approval of a variance has been granted by the State Board of Examiners of Water Well
Construction and Pump Installation Contractors in accordance with Rule 17.
3) Approved pursuant to CRS 37-92.602(3)(b)(I) and the policy of the State Engineer for appropriation of ground
water tributary to the Colorado River system. Approved for the use of an existing well, constructed as a monitoring
hole under file no. MH -17499.
4) The use of ground water from this well is limited to drinking and sanitary facilities as described In CRS
37-92-602(1)(c), for a commercial business, a guide service. Water from this well shall not be used for lawn or
landscape irrigation or for any other purpose outside the business building structure.
6) The maximum pumping rate shall not exceed 15 GPM.
6) The maximum annual amount of ground water to be diverted by this well shall not exceed 1/3 acre-foot (108,600
gallons).
7) Approved as the only well on a site of 32 acres described as that portion of the S 1/2 of Sec. 5 and the N 1/2 of

RESOLUTION NO. 2000- Sg
A RESOLUTION CONCERNED WITH THE APPROVAL OF A SPECIAL USE PERMIT
APPLICATION FOR ONE (1) ACCESSORY DWELLING UNIT.
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, has
received an application from Cade L. Benson for a special use permit to allow for approval of' one
(l) accessory dwelling unit; and
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, held a
public hearing on the 10°' day of July, 2000 upon the question of whether the above described
accessory dwelling unit should be granted or denied, at which hearing the public and interested
persons were given the opportunity to express their opinions concerning the approval of said
special use permit; and
WHEREAS, the Board of County Commissioners of Garfield County, Colorado, on the
basis of substantial competent evidence produced at the aforementioned hearing, has made the
following determination of fact as listed below:
A.. That proper public notice was provided as required for the hearing before the Board of
County Commissioners;
B. That the hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting;
C. That for the above stated and other reasons, the proposed special use permit is in the
.best interest of the health, safety, morals, convenience, order, prosperity and welfare of
the citizens of Garfield County;

D. That the application is in conformance with the Garfield County Zoning Resolution of
1978, as amended;
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado that the Flattops Gateway Ranch Accessory Dwelling Unit is hereby
approved subject to compliance with all of the following specific conditions:
1. Comply with Section 5.03.21 of the Garfield County Zoning Resolution, 1978, as
amended.
2. This modular unit will comply with the regulations detailed in the Minimum
Application Requirements for Mobile Homes and those regulations found to be
pertinent in UBC, UMC, UPC (1994-5) for one and two Family Dwelling. Copies
are available at the Building and Planning Office. In general, all living facilities will
have operable toilets, bath/shower and meal preparation appliances.
3. A maximum of ten people can be housed in this unit and still fall under the R-3
guidelines for a residential unit. If more than ten people are housed in this unit the
R-1 guidelines of apartment building takes precedence.
4. This modular unit is for the sole purpose of housing seasonal staff. Any violation of
the terms, interpretation or agreements made or represented to Garfield County by
the applicant pertaining to or included in this special use permit shall be considered a
breach of the terms of condition by the applicant and property -owners.
5. The well permit that the applicant has expired on 16 -Aug -`96. Before the applicant
receives a building permit they will need to show evidence of a positive water source
that meet the following criteria:
a. That a four hour pump test be performed on the well to be used;
b. well completion report demonstrating the depth of the well, the characteristics
of the aquifer and the static water level;
c. The results of the four hour pump test indicating the pumping rate in gallons per
minute and information showing down draw and recharge;
d. A written opinion of the person conducting the well test that this well should be
adequate to supply to the number of proposed lots;
e. An assumption of an average or no less than 3.5 people per dwelling unit, using
100 gallons of water per person, per day;
f The water quality be tested by an approved laboratory and meet State guidelines
concerning bacteria, nitrates and suspended solids.
6. This modular unit is for the sole purpose of housing seasonal staff. If guests are
housed in the modular unit it is no longer an Accessory Dwelling Unit but a Resort
and the owners will have to obtain a permit to engage in resort activity. Resorts do
not appear to be permitted in this area.
