Ieuer of authority, signed by the Owner, must be provided with this Application.
Legal AcceM. A Building Permit cannot be issued without proof oflegal and adequate access to the property for purposes of inspections by the Building Department.
Other Permits. Multiple separate penn its may be required: (I) State Electrical Permit, (2) County ISDS Penn it, (3) another permit required for use on the property identified above, e.g. State or
County Highway/ Road Access or a State Wastewater Discharge Penn it.
Void Penni!. A Building Permit becomes null and void if the work authorized is not commenced within 180 days of the date of issuance and if work is suspended or abandoned for a period of 180
days after commencement.

The following items are reguired by Garfield County for a final Inspection:
I) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.

In order to understand the scope of the work intended under a permit application and expedite the issuance of
a permit it is important that complete information be provided. When reviewing a plan and it's discovered that
required information has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building construction. The owner or contractor shall be required to provide this
information before the plan review can proceed. Other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. Also, please consider using a design
professional for assistance in your design and a construction professional for construction of your
project. Any project with more than ten (10) occupants requires the plans to be sealed by a Colorado
Registered Design Professional.
To provide for a more understandable plan and in order to determine compliance with the building, plumbing
and mechanical codes, applicants are requested to review the following checklist prior to and during design.
Plans to be included for a Building Permit must be on draft paper at least 18"x 24"" and drawn to
scale.
Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks,
balcony steps, hand rails and guard rails, windows and doors, including the finish grade and original grade

line. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar,
anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap,
(which is required), siding or any approved building material. Engineered foundations may be required.

A window schedule. A door schedule. A floor framing plan, a roofing framing plan, roof must be designed to
withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. windspeed, wind exposure 8
or C, and a 36 inch frost depth.
All sheets need to be identified by number and indexed. All of the above requirements must be met or your
plans will be returned.
All plans submitted must be incompliance with the 2003 IBC, !PC, IMC, IFGC, and IFC.
Applicants are required to indicate appropriately and to submit completed checklist at time of
application for a permit:
1. Is a site plan included that identifies the location of the proposed structure, additions or other buildings,
setback easements, and utility easements showing distances to the property lines from each corner of
the proposed structure prepared by a licensed surveyor and has the surveyors signature and
professional stamp on the drawing? Slopes of 30% or more on properties must be show on site plan.
(NOTE: Section 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a
property line and not within a previously surveyed building envelope on a subdivision final plat shall
be prepared by a licensed surveyor and have the surveyors signature and professional stamp on the
drawing. Any structure to be built within a building envelope of a lot shown on a recorded
subdivision plat, shall include a copy of the building envelope as it is shown on the final plat with the
proposed structure located within the envelope.

inches. The minimum tread depth is 11 inches. --Sec. 1009.3 The
maximum variation is 3/8 inch between the largest and the smallest
in a stairway flight. --Sec. 1009.3
2. The minimum width of a stairway is 36 inches, 44 inches if the
occupant load is greater than 50. --Sec. 1009.1

3. Provide a handrail on each side of stairways. --Sec. 1009.11
Handrail height, measured above stair tread nosing, shall be not

of at least 1 1/4 inches and not greater than 2 inches or shall

Handrails shall return to a wall, guard or the walking surface or
shall be continuous to the handrail of an adjacent stair flight.

shall extend horizontally at least 12 inches beyond the top riser

4. Open sides of walking surfaces which are located more than 30 inches
above the floor or grade below are required to have a guard.

5. The minimum height of guard is 42 inches. --Sec. 1012.2
6. Open guards shall have balusters or ornamental pattern such that
a 4-inches diameter sphere cannot pass through any opening up to a
height of 34 inches. From a height of 34 inches above the adjacent
walking surface to 42 inches above the walking surface, a sphere
8 inches in diameter shall not pass. --Sec. 1012.3
Exception 1. The triangular opening formed at the riser, tread and
guardrail may be 6 inches.
Exception 3. Areas which are not open to the public within I-3, F,
H, or S occupancies, balusters, horizontal intermediate
rails, or other construction shall not permit a sphere
with a diameter of 21 inches to pass through.
7. The minimum headroom clearance is 80 inches (6 ft.-8 inches.)
measured vertically from a line connecting the edge of the nosing.
Headroom shall be continuous to the point where the line intersects
the landing below. The minimum clearance shall be maintained the full

8. Enclosed usable space under the stairs is required to be protected
by 1-hour fire-resistive construction or the fire-resistance rating

2. The openings into the exit enclosure are required to be 1 hour

discharge by construction providing at least the equivalent of
approved wired glass in steel frames.
2.4 The vestibule is used only for means of egress and exits directly
to the outside.
4. The walls and soffits within enclosed usable spaces under stairways
shall be protected by 1 hour fire resistant construction. Access to
the enclosed usable space shall not be directly from within the
stair enclosure. --Sec. 1019.1.5

As requested, structural steel special inspection was conducted per the IBC 2003 Edition -Chapter
17: Structural Tests and Special Inspection and Garfield County requirements. I arrived on site at I 0:00
AM. I met with you to review project specifications and requirements. The pre-engineered metal building
manufacturer for this project is Olympia Steel Buildings in McKees Rocks, P A. The steel erector on site is
D & R Construction in Grand Junction, Colorado.
Visual inspection was conducted at the Roof Framing Plan Level on theY,", 5/8" & %" ASTM
A325 High Strength beam to beam and beam to column bolted connections. Project bolt tension
requirements indicate "Turn-of-the-Nut'' method as referenced on supplied drawings provided by Olympia
Steel Buildings: Sheet CS-1: Job No. 13020 dated 7/31/08 -Building Specifications. As a minimum, I 0%
of all connections, but not less than two holts per connection were inspected for proper bolt tension
requirements. Inspection was conducted at grid line A-D & I -4. Bolts inspected were observed to be
adequately to project bolt tension requirements.

Requirements Specific To: HVAC System 1:
1. The specified heating equipment is covered by Federa l minimum efficiency requirements . New equipment of th is type can be assumed to
meet or exceed ASHRAE 90.1 Code requ irements for equipment efficiency.

5. When used to maintain storage tank water temperature, recirculating pumps must be equipped with controls limiting operation to the start

1. Design heating and cooling loads for the building must be determined using procedures in the ASH RAE Handbook of Fundamen tals or
an approved equivalent calculation procedure.
2. All equipment and systems must be sized to be no greater than needed to meet calculated loads. A single piece of equipment provi din g
both heating and cooling must satisfy this provision for one function with the capacity for the other function as small as possible, within
available equipment options.
• Exception : The equipment and/or system capacity may be greater than calculated loads for s tandby purposes . Standby equipmen t
must be automatically controlled to be off when the primary equipment and/or system is operating.
• Exception : Multiple un its of the same equipment type whose com bined capacities exceed the calculated load are allowed if th ey are
provided with controls to sequence operation of the units as the loa d Increases or decreases.

7. The system must supply outside ventilation air as required by Chapter 4 of the International Mechanical Code. If the ventilation system is
designed to supply outdoor-air quantities exceeding minimum required levels, the system must be capable of reducing outdoor-air flow to
the minimum required levels.
8. Air ducts must be Insulated to the following levels:a) Supply and return air ducts for conditioned air located in unconditioned spaces
(spaces neither heated nor cooled} must be insulated with a minimum of R-5. Unconditioned spaces include attics, crawl spaces,
unheated basements, and unheated garages.b) Supply and return air ducts and plenums must be insulated to a minimum of R-8 when
located outside the building.c) When ducts are located within exterior components (e.g., floors or roofs), minimum R-8 insulation is
required only between the duct and the building exterior.
Exception: Duct insulation is not required on ducts located within equipment.
Exception: Duct insulation is not required when the design temperature difference between the interior and exterior of the duct or
plenum does not exceed 15 degrees F.
Exception: Continuously welded and locking-type longitudinal joints and seams on ducts operating at static pressures less than 2
inches w.g. pressure classification.
9. Mechanical fasteners and seals, mastics, or gaskets must be used when connecting ducts to fans and other air distribution equipment,
including multiple-zone terminal units.
10. All joints, longitudinal and transverse seams, and connections in ductwork must be securely sealed using weldments; mechanical
fasteners with seals, gaskets, or mastics; mesh and mastic sealing systems; or tapes. Tapes and mastics must be listed and labeled in
accordance with UL 181A and shall be marked '181A-P' for pressure sensitive tape,'181A-M' for mastic or '181A-H' for heat-sensitive
tape. Tapes and mastics used to seal flexible air ductsand flexible air connectors shall comply with UL 181B and shall be marked
'181 B-FX' for pressure-sensitive tape or'181 B-M' for mastic. Unlisted duct tape is not permitted as a sealant on any metal ducts.
11. All pipes serving space-conditioning systems must be Insulated as follows: Hot water piping for heating systems: 1 ln. for pipes <=1
112-in. nominal diameter 2 in. for pipes >11/2-in. nominal diameter. Chilled water. refrigerant, and brine piping systems: 1 in. insulation
for pipes <=11/2-ln. nominal diameter 11/2 in. insulation for pipes >11/2-ln. nominal diameter. Steam piping: 11/2 in. insulation for
pipes <=1 1/2-in. nominal diameter 3 in. insulation for pipes >11/2-ln. nominal diameter.
Exception: Pipe insulation is not required for factory-installed piping within HVAC equipment.
Exception: Pipe insulation is not required for piping that conveys fluids having a design operating temperature range between 55
degrees F and 105 degrees F.
Exception: Pipe insulation is not required for piping that conveys fluids that have not been heated or cooled through the use of fossil
fuels or electric power.
Exception: Pipe insulation is not required for runout piping not exceeding 4ft in length and 1 in. in diameter between the control valve
and HVAC coil.
12. Operation and maintenance documentation must be provided to the owner that includes at least the following infonnation:a) equipment
capacity (input and output) and required maintenance actionsb) equipment operation and maintenance manualsc) HVAC system
control maintenance and calibration information, including wiring diagrams, schematics, and control sequence descriptions; desired
or field-determined set points must be permanently recorded on control drawings, at control devices, or, for digital control systems, in
programming commentsd) complete narrative of how each system Is intended to operate.
13. Each supply air outlet or diffuser and each zone terminal device (such as VAV or mixing box) must have its own balancing device.
Acceptable balancing devices include adjustable dampers located within the ductwork, terminal devices, and supply air diffusers.
14. Service hot water piping, where required, must be insulated to 1/2 in. if pipe less than 1.5 in. nominal diameter. Larger pipe must be
insulated to 1 in .. Pipe insulation will have a conductivity of less than 0.28 Btu.in/(h-ft2-degrees f).
15. Temperature controlling means must be provided to limit the maximum temperature of water delivered from lavatory faucets in public
facility restrooms to 110 degrees F.
16. Outdoor air supply and exhaust systems must have motorized dampers that automatically shut when the systems or spaces served
are not in use. Dampers must be capable of automatically shutting off during preoccupancy building warm-up, cool-down, and setback,
except when ventilation reduces energy costs (e.g., night purge) or when ventilation must be supplied to meet code requirements. Both
outdoor air supply and exhaust air dampers must have a maximum leakage rate of 3 cfmlft2 at 1.0 in w.g. when tested in accordance
with AMCA Standard 500.
Exception: Gravity {non-motorized) dampers are acceptable in buildings less than three stories in height.
Exception: Systems with a design outside air intake or exhaust capacity of 300 cfm (140 Us) or less that are equipped with motor
operated dampers that open and close when the unit is energized and de-energized, respectively.
17. Stair and elevator shaft vents must be equipped with motorized dampers capable of being automatically closed during normal building
operation and interlocked to open as required by fire and smoke detection systems. All gravity outdoor air supply and exhaust hoods,
vents, and ventilators must be equipped with motorized dampers that will automatically shut when the spaces served are not in use.
Exceptions: -Gravity (non-motorized) dampers are acceptable in buildings less than three stories in height above grade.-Ventilation

RESOLUTION NO. 95-087
A RESOLUTION CONCERNED WITH THE APPROVAL OF A ZONE DISTRICT
AMENDMENT REQUEST BY BARRY J. HICKS.
WHEREAS, the Board of County Commissioners of Garfield County have heretofore adopted
and enacted a Zoning Resolution for Garfield County, Colorado, including as a part thereof, certain
zoning maps regulating permitted uses upon the lands within Gameld County, Colorado; and
WHEREAS, C.R.S. (1973) 30-28-109 through 30-28-116 providefortheapproval of all zoning
plans and the adoption and amendment of regulations and resolutions to implement such zoning plans
by the Board of County Commissioners of a given county; and
WHEREAS, BARRY J. HICKS has applied to the Board of County Commissioners for a zone
district amendment on the following described parcels:
See Exhibit A
for such property to change from AIR/RD (Agricultural/ResidentiaVRural Density) to C/L
(Commercial Limited);
WHEREAS, the Garfleld County Planning Commission having considered such application
at their meeting on August 9, 1995, in conformity with the provisions of the Zoning Resolution of
Garfield County, Colorado, recommended to the Board of County Commissioners of Garfield County
that the said request for a zone district amendment be approved, for the reasons set forth in the record
of its actions; and

WHEREAS, the applicant has given notice of public hearing upon such application by
publication in a newspaper of general circulation in Garfreld County, appearing in the Citizen
Telegram on August 30th, 1995, and such hearing having been held on October 2nd, 1995, and this
Board having given full consideration tot he evidence submitted thereat; and
WHEREAS, this Board, based upon the record in connection with said application, makes the
following fmdings in respect thereto, to-wit:
1. That all applicable regulations regarding a Zone District Amendment have been
complied with including, but not limited to, Section 10.00 of the Garfield County
Zoning Resolution of 1978, as amended.
2. That proper publication and public notice was provided as required by law for the
hearing before the Board of County Commissioners.
3. That the public hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at the meeting.
4. That the proposed zoning is in general compliance with the surrounding land uses and
zoning in Garfield County.
NOW, THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that the request of BARRY J. HICKS for azone district amendment be approved
rezoning the abOve described properties from AIR/RD to C/L.
