PROJECT INFORMATION AND STAFF COMMENTS
I. GENERAL PROJECT DESGRIPTION
The Applicant is requesting Limited lmpact Review approval for the existing High Mesa
Compressor Station. The Application was previously reviewed in 2012 but was
withdrawn by the Applicant. The withdrawal has allowed the Applicant to address a
number of key topics including noise and access.
The facility consists of eight compressor units and a variety of support infrastructure
and buildings as summarized below:
1. Seven skid-mounted engine driven reciprocating compressor units.
2. One engine driven reciprocating compressor unit within a 2,400 sq.ft. building
(approved as part of a pipeline development permit).
3. Lube oil tanks, Dehydrator and BETX System.
4. Two double walled underground 80 bbl tanks.
5. Fuel gas skid.
6. Two 300 BBL condensate tanks with corrugated steel containment rings and
washout tank.
7. lnstrument aid building (126 sq.ft.) and appurtenant equipment.
8. Filter/coalescers and associated equipment.
L Electrical building (83 sq.ft.) and appurtenant equipment.

11. Electrical panels and switch panels.

The site includes existing gravel and compacted dirt roadways for access, circulation
and parking areas, stormwater management and drainage BMP's (Best Management
Practices), spill prevention measures (SPCC, Spill Prevention Control and
Countermeasures Plan), chain link fencing, security gates, noise mitigation, signage
and lighting.
II. LOCATION - SITE DESCRIPTION . ZONING
The Site is located off of County Road 304 is a rural area characterized by natural
vegetation, open space, and oil and gas operations. lt is immediately adjacent to the
Encana High Mesa Water lmpoundmenUStorage facility and several existing gas pads.
The access road serves a variety of oil and gas facilities including gas pads, tanks
storage areas, telecommunication facilities and pipelines.
The site is located on the west side of a high mesa, sloping down moderately to the
west. Existing vegetation outside the facility includes pinion pine, juniper, sage brush,
native grasses, and other shrubs. No water courses or major drainages are noted on
the site. Dry Creek runs in drainage located north and east of the site and Pete and

Bill Creek runs in the drainage west of and below the site. Disturbed areas within the
facility (not immediately adjacent to operations) and areas outside the security fencing
have previously been re-vegetated.
The site is zoned Rural and zoning on adjacent properties is also Rural. The nearest
residence is between 4,200 ft. and 5,500 ft. from the facility.
III. PUBLIC COMMENTS AND REFFERAL AGENCY COMMENTS
Public Notice was provided for the Board of County Commissioner's public hearing in
accordance with the Land Use and Development Code, as amended. No public
comments have been received at this time. Comments have been received from
referral agencies and County Departments and are summarized below and attached as
Exhibits.
1. Garfield County Road and Bridge Department: lndicated that they see no problems
with the proposal.
2.Garfield County Consulting Engineer, Chris Hale, Mountain Cross Engineering:
lndicated that the drainage recommendations in the engineering reports should be
implemented.
Garfield County Vegetation Manager, Steve Anthony. Staff anticipates referral
comments on the weed management plan prior to the public hearing.
Garfield County Environmental Health: Staff has been contacted by the
Environmental Health Department and we anticipate comments prior to the public
hearing.
Grand Valley Fire Protection District. lndicated that they do not have any problems
with the project.
Colorado Parks and Wildlife (CPW). Provided Best Management Practices
recommendations for inclusion as conditions of approval. They included weed
management, re-vegetation with weed free seed mixes, seed mix
recommendations, reclamation for deer and elk habitats, and mitigation of noise
impacts.
Agencies that did not submit comments include: (a) the Colorado Department of
Public Health and Environment; (b) Bureau of Land Management; and (c) Town of
Parachute.
IV. STAFF COMMENTS AND ANALYSIS
!n accordance with the Land Use and Development Code, the Applicant has provided
detailed responses to the Submittal Requirements and applicable sections of Article 7,
including Section 7-1001 lndustrial Use Standards. The Application materials include
an lmpact Analysis and related consultant reports, technical studies, and plans.
7-101 - 103: Zone District Requlations. Comprehensive Plan & Compatibility
The proposed use demonstrates general conformance with applicable Zone District
provisions contained in the Land Use and Development Code and in particular Article 3
standards for the Rural Zone District.
The Comprehensive Plan 2030 designates the site as RMH (Residential Medium High
Density). Excerpts from the Land Use Description Section Chapter 2 and Section 8,
Natural Resources and Section 9, Mineral Extraction are provided below.

1. Ensure that natural, scenic, ecological, and critical wildlife habitat
resources are protected and /or impacts mitigated.
4. Ensure the appropriate reclamation of land after extraction
processes.
Policies
1. The County will encourage and cooperate with the protection of
citical habitat including sfafe and federally protected, threatened, or
endangered species.
Section 9 - Mineral Extraction
Goals
1. Ensure that mineral extraction is regulated appropiately to promote
responsible development and provide benefit to the general public.
2. Ensure that mineral extraction activities mitigate their effects on the
natural environment, including air quality, water quality, wildlife habitat or

3. ln working with mineral extraction projects, the county will protect the
public health, safety and welfare of its citizens.
Policies
2. Mineral resource extraction activities will protect critical wildlife
habitat as identified by state and federal agencies. Development within
fhese designations that cannot be designed, constructed and conducted
so as to have a minimum adverse impact upon such habitat or fhese
wildlife species shall be discouraged.
4. Facilities that are appurtenances to oil/ gas development activities
(compressors, etc.) are considered appropriate in all land uses so long as
they meet the respective mitigation requirements of the LUDC to maintain
compatibility with surrounding land uses.
Staff assessment of the above Comprehensive Plan elements supports a
determination that the proposal is in general conformance with the Comprehensive
Plan.
The Application has also provided information on neighboring land uses indicating the
general character of the arca. The request demonstrates general compatibility with
adjoining uses provided proper mitigation is implemented and compliance with
conditions and COGCC regulations maintained.
7-104 & 105. Source of Water & Waste Water Svstems
The Application represents that the facilities will operated with minimal staff activity and
a water supply is not required to operate the facility. Waste water/sanitation can be
addressed by provision of portable toilets on site per OSHA standards.
7-106: Public Utilities
The Application represents that the site is currently served by electricity. No other
utilities are needed for operation of the facility.
High Mesa Site
7-107: Access & Roadways
The Application includes a Traffic Study which outlines the proposals impacts on
neighboring County Roads used for access. Access to the site from lnterstate 70
utilizes County Roads 300 and 304. The study reflects minimal increases in traffic and
concludes that the access is adequate for the use including acceptable site distances
at the intersection of County Roads 300 and 304.
The Application also includes an Engineering Analysis of the private section of access
roadway by River City Consultants. The analysis is in response to Community
Development Department policies related to waiver request to the Roadway Standards
contained in Section 7-107. The study concludes that the private roadway is adequate
for the servicing the compressor station and that the "functionality and safety of the
roads are acceptable given the low speeds and vehicle types." The report also
determines as follows:

The Roadway is regularly maintained.
Maintenance includes dust control watering and application of Magnesium Chloride.
No obvious safety issues were observed during the engineers site visit.
The Roadway can accommodate the estimated traffic demand of approximately 100
vehicles per day.
The Roadway comparison to Table 7-107 shows general consistency with
standards with the exception of one section wlth 14% grades.
Roadway alignment surveys provided with the Application shown only one curve
location with less than a 50 ft. radius. All other curves meet the standard.
The Report was prepared and stamped by a licensed professional engineer and is
generally consistent with policies for approving adequacy of access and roadway
waivers.
7-108: Natural Hazards
The Application provides significant information on natural hazards including
information on soils, geology, and slopes. The information supports a determination
that the proposed use is not subject to significant natural hazard risks. The reports
note minimal slope hazards and low hazards from soils issues.
7-109: Fire Protection
The Application includes an Emergency Response Plan for the site that includes
notification procedures and contact information. The Plan addresses a number of
topics including fire prevention and emergency shutdown procedures. Referral
comments from the Grand Valley Fire Protection District indicated no problems with the
project.
7-201: Aqricultural Lands
With no new disturbed areas no additional impacts on nearby agricultural lands are
anticipated. The site is fenced to help avoid any potential conflicts.
7-202: Wildlife Habitat Areas
The Applicant has provided an Environmental Effects Report (dated 312012) and a
Protection of Wildlife Habitat Areas Report (dated 312012) both prepared by WestWater
Engineering lnc. The reports concludes that "No threatened, endangered, or candidate
species of wildlife or suitable habitat for these species exists within the survey area or
would be affected by this project." The reports also provide a series of
recommendation to mitigate impacts on wildlife which should be adhered to and
included as a condition. The recommendations include limiting activities generally to
daylight hours, particularly during winter months, use of bear proof trash containers,
noxious weed control and re-vegetation.
7-203: Protection of Water Bodies
Potential impacts on water bodies has been addressed by the Storm Water
Management Plan (permit), drainage plans, and Spill Prevention Containment and
Countermeasures Plans for the site. No water bodies are found on the site, however,
protection measures will protect neighboring streams and drainages.
7-204: Drainaqe and Erosion (Stormwater)
A drainage report for the site has been provided and addresses the existing drainage
systems and several recommendations for upgrading and maintaining said systems.
Both their high priority and lower priority recommendations should be implemented and
included as conditions. Recommendations include:
. Correction of slope erosion issues on the internal bench.
. Cleaning an existing culvert.
. Cleaning and removal of sediment from the lower sediment basin/detention pond
. Replacement of an existing culvert with a larger diameter for easier cleaning and
capacity improvement.
The report and recommendations were noted in the referral comments from the
County's consulting engineer.
7-205 Environmental Quality
Protection of environmental quality is reflected in the stormwater, drainage and SPCC
Plans for the site. ln addition air quality permits from CDPHE for the existing
installations including compressor units were included in the application.
7-206: Wildfire Hazards
The site is located in an area mapped with moderate wildfire hazard. The Emergency
Response Plan includes policy and procedures applicable to fire prevention and
operations in the event of a wildfire (i.e. shut down procedures).
7-207 Natural and Geoloqic Hazards
The Geologic Hazard Report addresses a broad range of potential hazards including
landside, rock fall, soils, alluvial fans and slopes. No significant hazards to the
proposed facility were noted in the report and the site is not located within a flood plain.

7-208. Reclamation
The Applicant has included a reclamation plan that addresses re-vegetation and
reclamation issues. The Applicant needs to provide documentation as to whether a
reclamation bond with the State is in place for the facility or whether the facility is
covered by a blanket bond from the operator.
7-301 & 302: Compatible Desiqn, Parkinq. and Loadinq
The proposed use is consistent with and compatible with typical oil and gas
compressor station with large areas of the site plan parking, circulation, and loading
activities.
7-303: Landscapinq
As an industrial use landscaping submittals and standards are not applicable to the
proposal.
7-304: Liqhtino
The Application represents that existing lighting has been installed and meeting the
requirements of Section 7-304 for down directed, shielded lighting oriented toward the

required for un-scheduled maintenance or repairs.
7-305 Snow Storaqe
Adequate portions of the site plan are available for snow storage and can be
accommodated by the drainage and storm water management plans.
7-306 Trails
Trails standards are not applicable based on the industrial nature of the proposal and
surrounding uses.
7-1001 INDUSTRIAL USE STANDARDS
The Application represents that the facility will comply with all the lndustrial Use
Standards contained in Section 1001 . The Application contains a variety of documents
to support compliance and the following summary addresses key issues.o Visual impacts are mitigated by the remote location (i.e. distance and topography).o The facility meets the 100 ft. setback requirement.o Any product storage will meet setback requirements.o All industrial wastes will be property disposed of consistent with Federal, Stead and
CDPHE requirements.. No other nuisances including vibration, glare, or fumes are anticipated from the
facility.
. A noise analysis has been provided and reflects that the facility when operating at
full capacity will be in compliance with the CGCC noise limits. Staff understands the
analysis is based on existing conditions including the existing enclosure of one
compressor and the existing sound mitigation walls. Staff also understands that the
results of the analysis eliminate the need for additional enclosures as shown on
some site plan documents.

. The Application represents that noise control equipment packages including
hospital grade mufflers and sound attenuating baffles are in use. Conditions should
require that they will continue to be maintained on equipment at the facility.. Because of the nature of neighboring land uses and zoning the COGCC lower
residential standard of 50 dBA has been applied for the site.o Noise has been a concern in vicinity of the High Mesa Compressor Station. Four
existing compressor stations are located within the general area (High Mesa, two
Williams Stations, and one Noble Station).

V. SUGGESTED FINDINGS
The following findings are suggested should the Board of County Commissioner's
consider approval of the Limited lmpact Review.
1. That proper public notice was provided as required for the hearing before the
Board of County Commissioners.
2. The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Land Use Change
Permit for the High Mesa Compressor Station, for Grand River Gathering - Summit
Midstream is in the best interest of the health, safety, convenience, order, prosperity
and welfare of the citizens of Garfield County.
4. That with the adoption of conditions, the application is in general conformance
with the 2030 Comprehensive Plan, as amended.
5. That with the adoptions of conditions and granting of waivers from the roadway
standards for road grade and turn radius from Table 7-107, the application has
adequately met the requirements of the Garfield County Land Use and Development
Code, as amended.
VI. RECOMMENDATION
The following conditlons are provided for the Board of County Commissioner's
consideration regarding an approval of the Limited lmpact Review - Land Use Change
Permit for the High Mesa Compressor Station, submitted by Grand River Gathering
LLC and Summit Midstream in conjunction with Encana Oil and Gas (USA) lnc.
1. That all representations made by the Applicant in the application, and at the public
hearing before the Board of County Commissioners, shall be conditions of
approval, unless specifically altered by the Board of County Commissioners.
2. That the operation of the High Mesa Compressor Station shall be done in
accordance with all applicable Federal, State, and local regulations governing the
operation of this type of facility.
Conditions Prior to lssuance
3. Prior to the issuance of the Land Use Permit, the Applicant shall provide
confirmation that the site is covered by COGCC Bonding or other security
acceptable to the County Attorney's Office for site reclamation.

4.Prior to issuance of the Land Use Change Permit the Applicant shall update the
site plan to show all easements including pipeline easements accessing the
facility. The Applicant shall also provide information on pipelines serving the
facility confirming that they are properly permitted or exempt from permitting in
accordance with the Land Use and Development Code.
Other Conditions
The Applicant shall maintain proper permitting and compliance with CDPHE Air
Quality Regulations and Stormwater Discharge Regulations. Compliance with the
Stormwater Management Permit and Best Management Practices for the site
shall be required.
The Applicant shall complete the recommended upgrades and repairs to the
drainage system as recommended in the Drainage Report (dated 5123114)
completed by River City Consultants. Both the high and low priority items shall be
completed and notification provided to the County upon completion. The
improvements shall be completed within 90 days of approval of the Land Use
Change Permit.
The Applicant shall comply with the wildlife habitat mitigations recommendations
contained in the report by Westwater Engineering lnc. (dated 3112) and the CPW
recommendations contained in their Referral comments (dated 717114)
A waiver from the access standards contained in Table 7-107 is granted for
maximum road grade and curve radius consistent with the Applicant's Report on
Policy 04-01 Roadway Waivers completed by River City Consultants (dated
614114) and the roadway alignment surveys submitted with the Application.
The Applicant's Noise Analysis estimates that the Facility will operate in
compliance with COGCC Noise Standards. Should noise issues be raised in the
future the Applicant shall complete a supplemental noise test to confirm
compliance. Pursuant to said results, if additional noise mitigation is required to
achieve compliance with COGCC standards the Applicant shall complete said
additional mitigation. Noise control packages including hospital grade mufflers
and sound attenuating baffles shall continue to be used on equipment at the
facility.
All equipment and structures associated with this permit shall be painted with non-
reflective paint in neutral colors to reduce glare and mitigate any visual impacts.
Portable toilet facilities will be provided for employees in accordance with OSHA
requirements including during construction and for operations personnel.
All exterior lighting shall be the minimum amount necessary or required by the
building code or industry standards, and shall be directed inward and downward

on the site. Lighting shall be shut off during nighttime hours except as necessary
for operations, service activities, or building code requirements.
The Applicant shall continue weed management on the site and comply with
County Weed Control Regulations and the noxious weed management plan.
Weed management shall include disturbed areas of the site outside the security
fencing.
The Applicant shall comply with the Dust Control Plan as represented in the
Application, including mitigation for the access roadway including sections located
off-site.
The Applicant shall comply with all SPCC Plan provisions and shall keep the plan
current and updated for any changes to the facility.
Future construction or replacement of equipment shall require building permits as
applicable and shall have foundation designs engineered to address soils
constraints.

Comments for the High Mesa Compressor Station
Glenn,
Colorado Parks and Wildlife (CPW) has reviewed the Garfield County land use application (LIPA 7752),the
High Mesa Compressor Station. The location is mapped as mule deer critical winter range and elk winter
concentration ilrea. The project site is located in an area that has extensive energy development and
infrastructure support facilities. The compressor station is located such that additional impacts will not be
extensive. CPW recommends that Garfield County include the following BMPs in the permit conditions of
approval.
1 Develop and implement an aggressive, integrated, noxious and invasive weed
management plan.
2) Use only certified weed-free native seed in seed mixes, unless use of non-native
plant materials is recommended by CPW.
3) Do not include aggressive, non-native grasses (e.9., intermediate wheatgrass,
pubescent wheatgrass, crested wheatgrass, smooth brome, etc.) in reclamation seed
mixes. Site specific exceptions may be considered
Re Reclaim mule deer and elk habitats with native shrubs, grasses, and forbs
appropriate to the ecological site disturbed (sagebrush with juniper).
5) Muffle or otherwise control exhaust noise from compressors so that operational noise
will not exceed COGCC standards, Rule 802.(C).

Grand River Gathering (GRG) has submitted a Limited Impact
Review application to permit the existing 8-unit High Mesa
Compressor Station (HMCS).
The facility was originally constructed by Encana Oil & Gas (USA)
and provides a means for the flow of natural gas from an existing
field to a broad system of transmission lines.
The HMCS compressor station was constructed prior to Garfield
County requiring Iand use permits for compressor stations.
The HMCS was acquired by Grand River Gathering tn 2011 .

. Since the Station was only operating at 90% of full capacity during
the sound suruey, the measured Station sound contribution was
extrapolated to represent the maximum sound level if all station
compresso r units were operated at full capacity.
. The March 2014 Sound Survey report by Hoover & Keith concluded
that the sound level at the HMCS is equal to or lower than the sound
level limits specified by the COGCC for this type of facility.
. Also noted in the final report: "....the Station sound level at other
more distant property boundaries should be equal to or less than the
measured Station sound level at these closest "leased" property
boundaries."

Gonditions 1& 2
1. That all representations made by the Applicant in the application, and
at the public hearing before the Board of County Commissioners,
shal! be conditions of approval, Uhless specifically altered by the
Board of County Commissioners.

2. That the operation of the High Mesa Compressor Station shall be
done in accordance with all applicable Federal, State, and local
regulations governing the operation of this type of facility.

Conditions 3 & 4
3. Prior to the issuance of the Land Use Permit, the Applicant shall
provide confirmation that the site is covered by COGCC Bonding or
other security acceptable to the County Attorney's Office for site
reclamation.

4. Prior to issuance of the Land Use Change Permit the Applicant shall
update the site plan to show all easements including pipeline
easements accessing the facility. The Applicant shall also provide
information on pipelines serving the facility confirming that they are
properly permitted or exempt from permitting in accordance with the
Land Use and Development Code.

Conditions 5 & 6
5. The Applicant shall maintain proper permitting and compliance with
CDPHE Air Quality Regulations and Stormwater Discharge
Regulations. Compliance with the Stormwater Management Permit
and Best Management Practices for the site shall be required.
GRG will comply with this Condition.
6. The Applicant shall complete the recommended upgrades and
repairs to the drainage system as recommended in the Drainage
Report (dated 5123114) completed by River City Consultants. Both
the high and low priority items shall be completed and notification
provided to the County upon completion. The improvements shall be
completed within 90 days of approval of the Land Use Change
Permit.

7. The Applicant shall comply with the wildlife habitat mitigations
recommendations contained in the report by WestWater Engineering
lnc. (dated 3112) and the CPW recommendations contained in their
Referral comments (dated 717114).

8. A waiver from the access standards contained in Table 7-1 07 is
granted for maximum road grade and curve radius consistent with
the Applicant's Report on Policy 04-01 Roadway Waivers completed
by River City Consultants (dated 614114) and the roadway alignment
surveys submitted with the Application.

Condition 9
9. The Applicant's Noise Analysis estimates that the Facility will operate
in compliance with COGCC Noise Standards. Should noise issues
be raised in the future the Applicant shal! complete a supplemental
noise test to confirm compliance. Pursuant to said results, if
additional noise mitigation is required to achieve compliance with
COGCC standards the Applicant shall complete said additional
mitigation. Noise control packages including hospital grade mufflers
and sound attenuating baffles shall continue to be used on
equipment at the facility.

10. All equipment and structures associated with this permit shall be
painted with nonreflective paint in neutral colors to reduce glare and
mitigate any visual impacts.

11. Portable toilet facilities wil! be provided for employees in accordance
with OSHA requirements including during construction and for
operations personnel.

12. All exterior lighting shall be the minimum amount necessary or
required by the building code or industry standards, and shall be
directed inward and downward on the site. Lighting shall be shut off
during nighttime hours except as necessary for operations, service
activities, or building code requirements.

13. The Applicant shall continue weed management on the site and
comply with County Weed Control Regulations and the noxious weed
management plan. Weed management shall include disturbed areas
of the site outside the security fencing.
