Recitals
A. The Board of County Commissioners of Garfield County, Colorado, (Board) received
a request for a Land Use Change Permit to allow for a Compressor - Pump Station (not subject
to Article 9), as further described in Exhibit A, Site Plan (File No. LIPA-7752).
B. The Compressor Station known as the Grand River Gathering LLC - Summit
Midsteam High Mesa Compressor Station (Station) is located on approximately 3.3 acres within
an overall 320 acre parcel of land owned by Encana Oil and Gas (USA) [nc. Authorizations and
Ownership of this property are described in the Short Form of Surface Lease found at Reception
Number 820165 in the records of the Garfield County Clerk and Recorder and the legal
description of the subject property is found in Exhibit B.
C. The subject property is located within unincorporated Garfield County in the Rural

zone district, approximately 3 miles south of Parachute, Colorado, and accessed by a series of
private roads offof County Road 304.
D. A CompressorlPipeline Pump Station (not subject'to Article 9) may be permitted in
the Rural zone district with a Limited Impact Review.
E. The Board is authorized to approve, deny or approve with conditions a Limited Impact
Review application resulting in issuance of a Land Use Change Permit pursuant to the Garfield
County Land Use and Development Code, as amended (Code).
F. The Board opened a public hearing on the 2l* day of July, 2014 for consideration of
whether the proposed Land Use Change Permit should be granted or denied, during which
hearing the public and interested persons were given the opportunity to express their opinions
regarding the request.
G. The Board closed the public hearing on the 2l't day of July, 2014 to make a final
decision.
H- The Board, on the basis of substantial competent evidence produced at the
aforementioned hearing, has made the following determinations of fact:
1. That proper public notice was provided as required for the hearing before the
Board.
2. The hearing before the Board was extensive and complete, that all pertinent facts,
matters and issues were submitted and that all interested parties were heard at that
meeting.
3. That, for the above stated and other reasons, the proposed Land Use Change
Pemrit for the Station is in the best interest of the health, safety, convenience, order,
prosperity and welfare of ths citizens of Garfield County.
4. That, with the adoption of the following conditions, the application is in general
conforrnance with the 2030 Comprehensive Plan, as amended.
5. That, with the adoption of the fotlowing conditions and granting of waivers from
the roadway standards for road grade and tum radius from Table 7-1,07, the application
has adequately met the requirements of the Code.

RESOLUTION
NOW THEREFORE, BE IT RESOLVED by the Board of County Commissioners of Garfield
County, Colorado, that:
A. The forgoing Recitals are incorporated by this reference as part of the resolution.
B. The Land Use Change Permit for a Compressor - Pipeline Purnp Station, also known as
the Grand River Gathering LLC - Summit Midstream High Mesa Compressor Station is
hereby approved subject to compliance with the follow,ing conditions:
1. That all representations made by the Applicant in the application and at the public
hearing before the Board shall be conditions of approval unless specifically altered by
the Board.
2. That the operation of the Station shall be done in accordance with all applicable
Federal, State, and local regulations governing the operation of this type of facility.

^,{ u/3. Prior to the issuance of the Land Use Permit, the Applicant shall provide confirmation
h,ril u - that the Station site is covered by COGCC Bonding or other securify acceptable to the
County Attorney's Office for site reclamation.
4. i Prior to issuance of the Land Use Change Permit the Applicant shall update the site
..,,," plan to show all easements including pipeline easements accessing the iacility. The
Applicant shall also provide information on pipelines serving the facility confirming
that they are properly permitted or exempt from permitting in accordance with the
Code.
5. The Applicant shall maintain proper pemritting and compliance with CDPHE Air
Quality Regulations and Stormwater Discharge Regulations. Compliance with the
Stomrwater Management Permit and Best Management Practices for the site shall be
required.
6. r The Applicant shall complete the recommended upgrades and repairs to the drainage
-.^.-'/' system as recommended in the Drainage Report (dated 5l23lI4) completed by River
City Consultants. Both the high and low priority items shall be completed and
notification provided to the Garfield County Community Development Department
upon completion. The improvements shall be completed within 90 days of approval of
the Land Use Change Permit.
7. The Applicant shall comply with the wildlife habitat mitigations recommendations
contained in the reporl by Westwater Engineering Inc. (dated 3ll2) and the CPW
recommendations contained in their Refenal comments (dated 7l7ll4).

A waiver from the access standards contained in Table 7-107 is granted for maximum
road grade and curve radius consistent with the Applicant's Report on Policy 04-01
Roadway Waivers completed by River City Consultants (dated 614114) and the roadway
alignment surveys submitted with the Application
The Applicant's Noise Analysis estimates that the Station will operate in compliance
with COGCC Noise Standards. Should noise issues be raised in the future, the
Applicant shall complete a supplemental noise test to confirm compliance. Pursuant to
said results, if additional noise mitigation is required to achieve compliance with
COGCC standards, the Applicant shall complete said additional mitigation. Noise
control packages including hospital grade mufflers and sound attenuating baffles shall
continue to be used on equipment at the Station.
All equipment and structures associated with this permit shall be painted with non-
reflective paint in neutral colors to reduce glare and mitigate any visual impacts.
Portable toilet facilities will be provided for employees in accordance with OSHA
requirements including during construction and for operations persormel.
AII exterior lighting shall be the minimum amount necessary or required by the
building code or industry standards, and shall be directed inward and downward on the
site. Lighting shall be shut off during nighttime hours, except as necessary for
operations, service activities or building code requirements.
The Applicant shall continue weed management on the site and comply with County
IVeed Control Regulations and the noxious weed management plan. Weed
management shall include disturbed areas of the site outside the security fencing.
14. The Applicant shall comply with the Dust Control Plan as represented in the
Applicatiorq including mitigation for the access roadway including sections located ofE-
site.
The Applicant shall comply with all SPCC Plan provisions and shall keep the plan
current and updated for any changes to the facility.
Future construction or replacement of equipment shall require building permits as
applicable and shall have foundation designs engineered to address soils constraints.
