Subject: South Canyon Landfill
Tamra – Thanks for taking the time to speak with King and me yesterday. We appreciate the
input and assistance.
As we noted in our discussion, the City of Glenwood Springs would like to expand the South
Canyon Landfill approximately 7.87 acres to the west (Phase 6) to guarantee continued disposal
capacity while we pursue a larger capacity expansion and modification to the Certificate of
Designation (CD) boundary. The Phase 6 area is completely within the existing CD boundary
and will tie into the existing landfill including the recently completed Phase 5 area. Phase 6 will
be designed and constructed using the same parameters as were used in Phase 5 including the
same liner system, leachate collection design and final cover. The final design will be submitted
to Garfield County and the Colorado Department of Public Health and the Environment
(CDPHE) and will include liner systems and Construction Quality Assurance plans, leachate
collection design, final cover design, stormwater and surface water controls, stability
assessments, etc.
At this time, we are requesting that this expansion be handled similarly to the method used for
the Phase 5 expansion and ask that the County conduct a review as an administrative process.
The CDPHE will still be required to review the submittal for technical content. I have attached
three drawings showing the Phase 6 area in relation to the existing landfill. Sheet 2 shows the
entire landfill including the entrance road, municipal solid waste landfill area, CD boundary, and
compost area. Sheet 5 shows the location of the Phase 6 area and Sheet 13 shows the final cover
that will tie into the existing landfill.
