Dear Mr. Ltoyd;
The Sotid Waste and Materiats Management Program of the Hazardous Materiats and Waste Management
Division (the Division) has received the fottowing documents associated with the South Canyon sotid waste site
and facitity owned and operated by the City of Gtenwood Springs (City).
. uTop Deck Fill PIan" (proposed revision) dated March 28,2016 and prepared by the City of Gtenwood
Springs and American EnvironmentaI Consutting, LLC (AEC).
The Phase 5 fit[ area has reached design capacity quickty such that the facitity is requesting to ptace 43,571
cy of additiona[ municipal sotid waste across 3.3 acres on Phase 4. The request consists of adding
approximatety 15 feet of waste increasing the final waste etevation lo 6472 feet. Finat closure etevation
woutd be approximately 6475 feet which is approximatety 20 feet higher than currentty permitted. Due to
on-going probtems resulting from a poorty setected Certificate of Designation (CD) boundary the facility
cannot utitize the entire permitted tandfitt footprint (untit the CD boundary is amended). The lack of fitt
space resutted in the Phase 5 lateral expansion in2012 and the currently proposed Phase 6 lateral expansion.
The requested vertical fitl is needed to provide air space white permitting Phase 6.
The technical review was conducted to determine comptiance with the requirements set forth in the Sotid
Wastes Disposal Sites and Facitities Act, Titte 30, Articte 20, Part 1 of the Cotorado Revised Statutes, as
amended (Act), with the regutations promutgated there under 5 CCR'1007-2 (Regutations), with the current
engineering design and operations plan (EDOP, 1994) and subsequent revisions inctuding Phase 5 addendum.
Based on our technical review, the Division determined that the northern 80 feet of the proposed Top Deck
vertical expansion is situated where compacted ctay [iner is permitted. Compacted ctay is the currentty
approved [iner design for tandfitl base areas outside of the historic tandfitt. The Division is now aware that
trash was ptaced in the area to be lined many years ago. Waste removed from the BLM tand (to the north)
was added to the fitt in 2012 (approximatety) and some additional waste has been ptaced in that area since
the BLM land cleanup. The resutt is up to 50 feet of waste ptaced in an area stated for compacted clay [iner
covering approximatety 1 .acre. The proposed vertical expansion is not considered a significant expansion
representing an increase of 2.2% of the current design capacity of the landfitt (inctuding daity and finat
cover). No pubtic notice or comment period witt be compteted.
Based on our technical review, the Top Deck / Phase 4 vertica[ expansion is approved with the fo[towing
modification.

1. The north edge of the Top Deck vertical expansion footprint must be shifted south to the northern
edge of historic tandfitt trash. Thus the eastern and/or southern edge of expansion must be moved
as wett.
The requested waste height of 6472 feet is not modified. The shift of the verticat fit[ area to the south is
necessary untiI an EDOP modification can be submitted and approved. The EDOP modification woutd revise
the approved liner system in the area currently permitted for compacted clay. Note that the proposed 2:1
stopes on the southern edge of the vertical expansion can be modified and moved further south-southwest
across an area where waste has atready been ptaced. Based on discussion with the City, the area to the
southwest does not require compacted ctay [iner because it was not designed as the base of the current
tandfitt but rather as the west side stope.
The finat ctosure height of a tandfitt may be of particutar interest to the [oca[ governing agency and their
tocat tand use permitting. Ptease make sure Garfietd County is aware of this proposed vertica[ expansion and
acquire the appropriate permit revisions. ln addition, the Air Pottution Control Division shoutd be provided a
revised design capacity report.
Prior to May 18, 2016, ptease submit a revised Top Deck Fitt Ptan for top of waste presenting the finaI vertical
expansion footprint and grades. This revision must be sealed by a Professional Engineer registered in
Cotorado.
ln ctosing, the Division is authorized to bitt for the review of technica[ submittats pursuant to Section 'l .7 of
the Regulations at the rate of $'125 per hour. An invoice for the Division's review of the reports wi[[ be
