I. GENERAL PROJECT DESCRIPTION
The application proposes construction of a 150 ft. monopole telecommunication tower
including support facilities and infrastructure on the site. Electric power will extended to
the facility but no other utilities including water and sanitation are needed for operation
of the tower. The tower will be constructed on a permanent engineered foundation. No
lighting is proposed or required by the FAA or FCC. The access driveway will run along

an existing two track ranch access road with the final 150 ft. of driveway proposed as
new construction with a 12 ft. wide gravel surface. Access is directly off of Highway 13
and will require an access permit from COOT. Access to the site will include construction
traffic and only minimal monthly monitoring once construction is completed . No other
structures are proposed for the site with the technical support equipment housed in a
communication cabinet. The leased area will be 40 ft. by 40 ft. in size and will be fenced
with a six foot security fence.

II. LOCATION -SITE DESCRIPTION
The land uses in the vicinity of the site are primarily rural ranching and agriculture. The
site has moderate to gentle slopes. It has sage brush, native grasses, scrub oak and
other similar native vegetation . There are no structures in the vicinity of the site and the
Applicant's property is fenced along Highway 13. There are no live streams or significant
drainage swales in the vicinity of the proposed site.

Ill. PUBLIC COMMENTS AND REFFERAL AGENCY COMMENTS
Public Notice was provided for the public hearing in accordance with the Garfield County
Land Use and Development Code as amended. Notice included publication, mailing and
posting. The Applicant has provided evidence of compliance with the notice
requirements. Comments from referral agencies and County Departments are
summarized below and attached as Exhibits. No public comments were received.
1. Garfield County Consulting Engineer, Chris Hale, Mountain Cross Engineering :
• Noted the need for a COOT Access Permit
• Requested clarification on the dimensions on the lease area for the facility.
• Indicated that the Applicant needs to confirm that the proposed foundation type is
consistent with the geotechnical analysis recommendations.
2. Colorado River Fire and Rescue, Orin Moon, Fire Marshal:
• Indicated that provided there are no buildings, batteries or back-up power on the
site fire truck access would not be required.
• Requested that the site be addressed by the County to assist in emergency
response.

4. Garfield County Vegetation Manager, Steve Anthony:
• Indicated that the reclamation plans included with the drainage information is
acceptable.
• Based on the limited area of disturbance no re-vegetation security is required.
5 . Colorado Parks and Wildlife, Brian Gray:
• Inquired regarding lighting (none required or proposed) and guy wires (none
proposed as part of the tower engineering).
• Additional comments are anticipated .

IV. STAFF COMMENTS AND ANALYSIS
In accordance with the Land Use and Development Code, the Applicant has provided
detailed responses to the Submittal Requirements and applicable sections of Article 7,
Divisions 1, 2, and 3 , including Section 7-1102 , Telecommunication Facilities. The
Application materials include a general Impact Analysis and related reports .
7-101 -103: Zone District Regulations. Comprehensive Plan & Compatibility
The proposed use demonstrates general conformance with applicable Zone District
provisions contained in the Land Use and Development Code and in particular Article 3
standards for the Rural Zone District. The Tower is located approximately 350 ft. from
the adjacent State Highway which is the nearest property line. Pursuant to Table 3-201,
and footnote #3 telecommunication towers may exceed the maximum building height
when reviewed and approved in accordance with Table 3-403: Use Table which in this
case requires the current Limited Impact Review.
The site is designated by the Comprehensive Plan of 2030 as Residential Medium High
(RMH). The Comprehensive plan also identifies the County's role in providing traditional
and communications infrastructure and the significance of E-commerce and access to
technology infrastructure (Section 4-Econom ics, Employment and Tourism}.
The request demonstrates general compatibility with adjoining uses and general
conformance with the Comprehensive Plan.

7-104 & 105: Source of Water & Waste Water Systems
The Application represents that the facilities will be operated with only occasional
(monthly) staff inspections and monitoring by technicians. Water and waste water
facilities are not needed for the proposed use. Provision of water in individual staff
vehicles and portable toilets should be required during the short construction period.
7-106: Public Utilities
Electric power is available adjacent to the site and will be extended to the facility. Service
is proposed to be provided by White River Power. The Applicant needs to clarify if back
up power generation or batteries are proposed for the facility.
7-107: Access & Roadways
Access to the site will be directly off of State Highway 13 via a private access driveway
approximately 1, 100 ft., in length (0.2 of a mile). The driveway will follow an existing two
track ranch road for most of the alignment. The last 150 ft. of the roadway leaves the
existing road and turns south to the tower site.

The Application represents that the existing two track driveway will remain as is. In order
to meet the roadway standards upgrades will need to be required.

The plans for the new section of driveway demonstrate compliance with the Primitive
Roadway Standards for width, road grade, surface type and easemenVright-of-way
width. This section of driveway will be 12 ft. in width, gravel surfaced, with a maximum
grade of 7% and an easement width of 20 ft.
A roadway waiver request has been submitted. Waivers for the two track section would
be extensive addressing all of the standards with the exception of grade. Waivers for
the new section of roadway would be limited to cross section details related to shoulders
and ditches. The driveway drainage plans for the new section of roadway include a small
ditch on the uphill side, along with a culvert and silt fencing.
The Application includes an Engineer's Assessment which shall be required to be
updated to include an overall assessment that the proposed roadway is adequate to
serve the facility. Drainage and improvements on the entire access driveway shall be
required including an area of ponding and mud in the vicinity of the highway access.
A COOT access permit and implementation of any required improvements associated
with said permit shall be required for the access off of State Highway 13. The access
point has grades less than 4% and the point of access is within a large pull-off and
parking area near the top of the Blanco Hill. The access point is currently gated.
7-108: Natural Hazards
The Application includes a Geotechnical Engineering Investigation which does not
identify any natural hazards associated with the proposed site.
7-109: Fire Protection
The facility will need to comply with all standard safety requirements including lightning
protection. Upgrades to the driveway and addressing of the site are needed for access.
7-201: Agricultural Lands
With minimal areas of new disturbance and fencing of the facility, impacts on nearby
agricultural or ranching lands are not anticipated.
7-202: Wildlife Habitat Areas
The Applicant addressed wildlife issues by provision of their NEPA Compliance checklist
which included input from the U.S. Fish and Wildlife Service and Colorado Parks and
Wildlife. The checklist reflects that no threatened or endangered species are anticipated
to be affected based on the minimal area of disturbance and the lack of suitable habitat.
Re-vegetation of disturbed areas is proposed to include native type seed mixes and will
help to reduce any potential impacts from noxious weeds.

7-203: Protection of Water Bodies and 7-204: Drainage and Erosion (Stormwater)
Pursuant to the NEPA compliance checklist the nearest mapped water feature is a
tributary to Government Creek approximately 550 ft. from the site. The drainage plan for
the new section of roadway includes ditches and silt fences to protect water quality.
Drainage improvement need to be included for the entire section of the access driveway.
7-205 Environmental Quality
No air quality concerns have been noted with the proposal. Dust suppression needs to
be required during construction and re-vegetation completed as soon as weather
permits. Compliance with all FCC Regulations shall be required.
7-206: Wildfire Hazards
The site is located in an area mapped with generally low wildfire hazard. The site plan
should maintain a separation between the facilities and natural vegetation/fuels.
7-207 Natural and Geologic Hazards
The Application provides a foundation engineering design and Geotechnical Report.
Compliance with the recommendation of the designs and report shall be required. No
significant hazards are noted in the reports or reflected in the general conditions and
topography of the site.
7-208: Reclamation
The Application includes plans for re-vegetation of the site following completion of
construction.
7-301 & 302: Compatible Design. Parking. and Loading
The tower is proposed to be constructed using non-reflective material to limit any
potential for glare. A non-reflective neutral color shall also be required for the tower and
support facilities. Adequate areas of the site (including easements) are provided for
construction staging and parking. The site is located above and approximately 350 ft.
from the State Highway. The site location and existing vegetation provide some
mitigation for the visibility of infrastructure and support equipment at the base of the
tower.
7-303: Landscaping
Existing vegetation surrounding the facility will be maintained.

7-304: Lighting
No lighting is proposed or required by the FAA for the tower.
7-305 Snow Storage
The Application needs to provide information on maintenance of the access driveway
including snow removal as needed.
7-306 Trails
Trails standards are generally not applicable based on the rural nature of the site and
surrounding uses.
7-1001 INDUSTRIAL USE STANDARDS
A. Residential Subdivisions: The site is not located in or near a residential subdivision.
B. Setbacks: The facility will meet all setback requirements and is allowed pursuant to
Table 3-201 footnote #3 to exceed height requirements.
C. Concealing and Screening: While screening is generally not applicable to
telecommunication towers, the fenced area at the base of the tower is mitigated by
change in elevation and existing vegetation.
D. Storing: No storage is proposed on the site with only a communication cabinet
proposed for infrastructure and support equipment.
E. Industrial Wastes: No industrial wastes will be generated by the facility.
F. Noise: No noise will be generated by the facility as proposed.
G. Ground Vibration: None is anticipated.
H. Hours of Operation: Once construction is completed the facility will only be accessed
monthly for inspections and monitoring. The cellular service associated with the
tower will be available 24 hours a day.
I. lnterlerence, Nuisance, or Hazard: No noise or other nuisance impacts will be
generated by the facility. The Tower will be operated in accordance with FCC and
FAA provisions. The tower shall be a non-reflective neutral color and no lighting is
required by the FAA for the tower.
7-1102 Telecommunication Facility
The Application represents that the facility will comply with the following standards.
A. New Towers and Facilities: The applicant has provided engineering designs for
the proposed tower including foundation details. Compliance with the plans shall be
required. The tower will provide new cellular service the area. Other proposed towers
are located along Highway 13 but are not constructed at this time.

B. Structural and Engineering Standards: Engineered plans for the tower have been
provided along with a geotechnical report on the site with foundation recommendations.
C. Public Utility Structures: The proposed tower is not planned to be located on a
public utility or related structure.
D. Design Material and Colors : The proposed tower has engineered plans
addressing gravity and wind loads. No camouflaging is proposed, however, the location
of the tower, changes in topography, and existing vegetation do provide some visual
mitigation for the fenced area at the base of the tower.
E. Lighting and Signage: No lighting is required by the FAA for the tower. No
signage is proposed for the site with the possible exception of emergency contact and
safety information.
F. Non-Interference: The Applicant represents that the facility will be operated in
compliance with all FCC non-interference requirements . The Application includes an
FCC Certificate of AM Regulatory Compliance.
G. Federal Aviation Form: The Application includes a completed FAA Form 7460-1
which includes the determination that the tower would not be a hazard to air navigation
and that marking and lighting are not necessary for aviation safety. The Application also
included a ''Towair'' determination that there are no airports with 5 miles of the site.
H. Telecommunication Act: The Application and related documentation noted above
indicate that the facility is in compliance with the Federal Telecommunication Act, FCC
requirements and FAA requirements.
V. SUGGESTED FINDINGS
1 . That proper public notice was provided as required for the hearing before the
Board of County Commissioners.
2 . The hearing before the Board of County Commissioners was extensive and
complete, that all pertinent facts, matters and issues were submitted and that all
interested parties were heard at that meeting.
3. That for the above stated and other reasons the proposed Land Use Change
Permit application by A.J. Woodward LLC and Comnet Four Comers LLC, for a
Telecommunication Facility is in the best interest of the health , safety, convenience ,
order, prosperity and welfare of the citizens of Garfield County .
4 . That with the adoption of conditions, the application is in general conformance
with the 2030 Comprehensive Plan, as amended.

5. That with the adoptions of conditions and granting of a waiver from Section 7-107,
Roadway Standards, for the road cross section related to ditches and shoulders, the
application has adequately met the requirements of the Garfield County Land Use and
Development Code, as amended.
VI. RECOMMENDATION
The following recommended conditions of approval are provided for consideration by the
Board of County Commissioners for approval of the A.J. Woodward LLC -Comnet Four
Corners LLC, Limited Impact Review Land Use Change Permit required for a
Telecommunication Facility also known as the Blanco Hill Tower.
1 . That all representations made by the Applicant in the application shall be
conditions of approval unless specifically altered by the conditions of approval of the
Board.
2. That the facility shall be operated in accordance with all applicable Federal, State
and local regulations governing the operation of this type of facility including but not
limited to all FCC and FAA regulations.
Prior to Issuance of the Land Use Change Permit
3. Prior to the issuance of the Land Use Change Permit, the Applicant shall provide
updated engineering and/or geotechnical reports to demonstrate consistency between
the proposed engineered foundation plans and the geotechnical recommendations as
requested by the referral comments from Mountain Cross Engineering. In addition the
Applicant shall update the site plan as follows:
• Amend site plan to reflect 40 x 40 ft. leased area for the facility.
• The dimension of the utility cabinet shall be shown including footprint and height.
4. Prior to issuance of the Land Use Change Permit, the Applicant shall provide
additional details on the communication cabinet and whether batteries and back-up
power are proposed in response to the referral comments from the Colorado River Fire
Protection District. If back-up facilities are proposed then pursuant to the fire district
recommendations additional safety provisions and signage shall be required.
5. Prior to issuance of the Land Use Change Permit, the Applicant shall obtain and
provide a copy to the County of an Access Permit from the Colorado Department of
Transportation (COOT) for the proposed access roadway. The Applicant shall comply
with all conditions contained therein.
6. Prior to the issuance of the Land Use Change Permit, the Applicant shall provide
a will serve letter or similar confirmation of availability of service from White River Power.

The Applicant shall also clarify if back-up power generation will be provided on the site
and include any such facilities on the site plan .
7 . Prior to the issuance of the Land Use Change Permit, the Applicant shall provide
updated plans for the access road prepared by a licensed professional engineer that
include:
• Upgrading for the existing two track roadway consistent with the primitive roadway
standards, equivalent to the new section of driveway, including drainage
improvements, width, and surfacing.
• Drainage improvements in the vicinity of the Highway 13 access point to address
ponding and muddy conditions.
• An updated assessment by the Engineer indicating that the driveway will be adequate
to serve the proposed use including construction related traffic .
• The Applicant shall also provide plans/representations for ongoing maintenance of
the driveway.
• A waiver from the primitive roadway standards for cross section details including
shoulders and ditches is acceptable for both sections of driveway subject to
compliance with the above conditions.
Other Conditions
8. The Applicant shall maintain compliance with all FAA and FCC permitting
requirements including safety requirements and non-interference provisions.
9. Potable water and sanitation shall be addressed during construction by provision
of portable facilities in compliance with OSHA requirements.
10. The Applicant shall utilize bear proof trash containers during construction and
shall mitigate any potential impacts on wildlife consistent with standard Colorado Parks
and Wildlife (CPW) guidelines.
11. The area of disturbance shall be re-vegetated during the next growing season
after completion of construction. Dust suppression during construction activities shall be
provided.
12 . The tower, support infrastructure, and fencing shall utilize non-reflective
materials and neutral colors.
13. As represented in the Application the tower shall be designed to accommodate
future potential for co-location with other cellular providers.
14. The Applicant shall maintain separation between the improvements and
vegetation that may serve as fuels during a wildfire event.

15 . The Applicant shall obtain an address for the facility and post it at the access point
to facilitate emergency response.
16. The facility shall be operated in compliance with all lightning protection
requirements.

This office has performed a review of the documents provided for the Limited Impact Application
for the Blanco Hill Telecommunication Tower for A.J. Woodward, LLC. The submittal was found
to be thorough and well organized. The review generated the following comments:
I . The Applicant should apply for a COOT access permit. Copies of the Permit and the Notice
to Proceed with supporting documentation should be submitted to Garfield County.
2. Some of the plan documents show a fenced area of 50 'x50'. Other documents show a lease
area of 40 'x40'. The Applicant should determine the dimensions to be used and revise the
drawings accordingly.
3 . The Geotechnical analysis assumes a mat foundation for the tower. The submitted documents
propose a caisson foundation instead. The Applicant should coordinate with the structural
engineer and the geotechnical engineer and verify that the recommendations are congruent
with the proposed construction.

I have reviewed the referral request of A.J. Woodard LLC Subdivision, file number LIPA-05-15-8305,
and have the following comments for this proposed cell tower;
In the review documents the plans show for the cell tower and an equipment cabinet. The plans do
not advise of any batteries or solar panels for backup power. Due to no buildings or backup power in
this facility, improved fire truck access will not be required. The plans show for the existing two track
road to the cell tower and security fence around tower.
My only concerns for this site is due to the remote location, that an address be assigned by Garfield
County and that an address sign be posted by the entrance road as it intersects with State Hwy 13. This
will allow us a faster response to the site, if an emergency was to occur at the site.

I was glad to see that there are plans to construct a cell tower that will provide service for a
previously inaccessible stretch of highway in Garfield County. My comments for the A .J .
Woodward LLC-Blanco Hill Telecommunication Tower land use review application are as
follows:
1. Geology: The applicant should adhere to the recommendations outlined in the Martinez
Associates Geotechnical Report in regards to construction of the concrete pad to ensure
that the tower will not be affected by shifting soils.
2. Air Quality: While we understand the site will likely not see impacts related to nuisance
conditions during normal operations, there is the potential for fugitive dust emissions
during construction. Proper dust mitigation such as water application should be used if
necessary.
3. Vicinity Map: I didn't see a map that actually indicated this site's proximity to the City of
Rifle, Town of Meeker, or other residential/commercial developments. Unless I am
missing something, this should be provided as part of the application .
4 . Radiation hazards: While there are varying scientific viewpoints on the radiation hazards
related to cell phone towers, the applicant should address this in the application.
Building on the vicinity map issue, if the tower is not in close proximity to occupied
structures I think there is limited concern related to radiation hazards.

The propo~ed to\\ er site does not contain any known critical habitat types, nor doc-, it provid e habitat for
any threatened or endangered species. Howc\er, numerous a\'ian specie:-;, including raptors would be
expected to fly over and possibly forage in the area. It appears as though the proposed tower will comply
with the MOU for minimizing impacts to migratory birds since it will be less than 200 ft in height and
will be an unlit stnicture with no guy wires.

Maninez Associates, Inc. has completed the geotechnical engineering investigation for the proposed
Commnet Wireless tower site to be located at 19294 Highway 13 in Rifle, Colorado. This Investigation
was performed in general accordance with our proposal dated June 11, 2015. Our work consisted of
subsurface exploration, laboratory testing, engineering analyses and preparation of this report.
Th is report Includes our recommendations relating to the geotechnical aspects of the project's design
and construction. The conclusions and recommendations stated In this report are based on the
subsurface conditions found at the location of our exploratory boring at the time our exploration was
performed. Our find ings, conclusions, and recommendations should not be extrapolated to other areas
or used for other projects without our prior review. Furthermore, they should not be used if the site has
been altered without Martinez Associates' prior review to determine if these recommendations remain
valid.
Project Description: As currently planned, the site construction will include a monopole cellular
transmisston tower with the support equipment cabinets. The proposed monopole tow er will be
approximately 150 feet in height and will be supported on a drilled shaft foundation. Maximum vertical
loading at the base of the tower are anticipated to be in the range of 6 to 30 kips, the maximum lateral
force will be 6 to 40 kips and maximum overturning moment will range from 4,500 to 12,000 inch·kips.
The equipment cabinets will be supported on a mat foundation system. We understand vertical
movement of the tower and cabinets is not critical.
Purpose and Scope: The purpose of our investigation was to explore and evaluate subsurface
conditions at the tower location and, based on the conditions found, develop recommendations relating
to the geotechnical aspects of project design and construction. The conclusions and recommendations
In this report are based on analysis of the data from our field exploration and laboratory tests, and on
our experience w ith similar soil and geologic cond itions In the area.

• The drilling of an exploratory boring at the proposed tower location on the property. The tower
location was provided by Commnet Wireless.
• Laboratory testing of selected samples obtained during the field exploration to evaluate relevant
physical and engineering properties of the soil.
• Evaluation and engineering analysis of the field and laboratory data to develop our geotechnical
engineering conclusions and recommendations.
• Preparation of this report, which includes a description of the proposed project, a description of the
subsurface site conditions found during our investigation, our conclusions and recommendations as
to foundation design and related geotechnical issues, and attachments which summarize our field
and laboratory investigations.
Laboratory tests were performed on selected soil and bedrock samples to estimate their relative
engineering properties. The following tests were performed in general accordance with locally
recognized standards:

Results of the laboratory tests are shown on the boring report and laboratory summary sheets attached.
Subsurface Conditions: As presented on the boring report, lnterlayered sandy clay and clayey sand was
encountered from the surface of the site to the maximum depth of exploration. No bedrock was
encountered on the site to the maximum depth of exploration. Field penetration data indicates that the
clay soils were very stiff in consistency and the sand soils were medium dense in relative density.
Laboratory test results indicate that the near surface clay soils have a low expansive potential at In-situ
moisture contents.
Groundwater was not observed in the test boring at the time of field exploration, nor when checked
immediately after drilling. These observations represent only current groundwater conditions, and may
not be indicative of other times, or at other locations. Groundwater levels should be expected to
fluctuate with varying seasonal and weather conditions.
Tower Foundation: As presently planned, the proposed monopole tower will be supported on a single
drilled shaft foundation system. Should other foundation system appear to be more economical,
Martinez Associates can provide supplemental recommendations for an alternate foundation.
A straight shaft, drilled a minimum of 20 feet Into natural soils is recommended. For axial compression
loads, the drilled shaft may be designed for a maximum end bearing pressure of 8,000 pounds per
square foot lpsf). Skin friction of 250 psf for the soils can be used for design of either uplift or
compression loads. For lateral load and overturning design the following parameters may be used for

All shafts should be reinforced full-depth for the applied axial, lateral and uplift stresses imposed. For
this project, use of a minimum shaft diameter of 24 inches Is recommended .
Drilling to design depth should be possible with conventional single flight power augers. Shafts will
probably remain open without stabilizing measures. However, the concrete should be placed soon after
completion of drilling and cleaning. Due to potential sloughlng and raveling, foundation concrete
quantities may exceed calculated geometric volumes. Concrete with slump in the range of 6 to 8 inches
is recommended.
If casing ls used for shaft construction, it should be withdrawn In a slow continuous manner maintaining a
sufficient head of concrete to prevent infiltration of water or the creation of voids In the concrete. The
concrete should have a relatively high fluidity when placed In cased holes or through a tremie.
Free-fall concrete placement In drilled shafts will only be acceptable if provisions are taken to avoid
striking the concrete on the sides of the hole or reinforcing steel. The use of a bottom-dump hopper, or
an elephant's trunk discharging near the bottom of the hole, where concrete segregation will be
minimized, Is recommended.
Shaft bearing surfaces must be cleaned prior to concrete placement. A representative of the
geotechnlcal engineer should observe the bearing surface and shaft configuration.
Equipment Cabinets: As presently planned, the proposed equipment cabinets will be supported on a
mat foundation system, constructed as either a series of concrete strip footings supporting a slab-ori -
grade or as downtumed edges of the slab-on-grade. The native soil fill and any new fill placed for
footing or slab support should be compacted to a minimum of 95 percent of the maximum density
defined by ASTM 0698, at a moisture content within 2 percent of the optimum water content.
Based on the subsurface conditions encountered, we believe the footings may bear upon the
undisturbed soils, bedrock and/or engineered fill. The footings may be deslsned for a maximum
allowable bearlns pressure of 3,000 psf. The design bearing pressure may be Increased for transient
loads such as wind or seismic by 1/3 or as allowable by local building code . As the mat will be exposed
to freezing conditions, the footings need not extend below frost depth as the foundation system will be
exposed to frost heave under the slab area.
Total movement of the footings and slab resulting from structural loads and soil conditions Is estimated
to be on the order of 1 Inch or so. Differential movement should be about ~ to % of the total
movement, provided infiltration of water from any source is minimized. As additional movement of the
foundation and slab may occur should water Infiltrate the soils, proper drainage around the building
must be provided In final design and construction.

Foundations and slabs should be reinforced as necessary to reduce the potential for distress caused by
differential foundation movement. Foundation excavations should be observed by the geotechnical
engineer. If the soil conditions encountered differ significantly from those presented in this report,
supplemental recommendations will be required.
Seismic Considerations: Based upon the nature of the subsurface materials, a Site Class D should be
used for the design of the structure for the proposed project (2012 International Building Code,
Section1613.3.2). The project site is located in seismic area with a mapped maximum short period (Ss)
and 1-second period (S1) ground motion, respectively, of 0.276g and 0.076g as indicated by the US
Geologic Survey design maps summary report for the 2012 International Building Code. The site
coefficients, F~ and F., for the same periods are 1.6 and 2.4, respectively.
Foundation Concrete: The concentration of water-soluble sulfates measured In the laboratory on the
shallow sample was 0.007 percent. This concentration of water-soluble sulfates represents a Class O
degree of sulfate attack on concrete exposed to these geologic materials. The degree of attack is based
on a range of Class O (negligible) to Class 3 (very severe) as described in the American Concrete Institute
(ACI) Standard 201.2R, "Guide to Durable Concrete. Based on these sulfate tests, the soils present a
very low potential for sulfate attack on concrete. Therefore, sulfate resistant concrete mix designs are
not required per ACI.
Corrosion Potential: The pH and electrical resistivity was determined for a selected sample. Test results
measured a pH value of 7.4 (considered slightly basic). The minimum resistivity measurement was 1368
ohm-centimeters. A qualified corrosion engineer should review this data to determine the appropriate
level of corrosion protection.
Additional Services and Limitations: In most cases, other services beyond completion of a geotechnical
report are necessary or desirable to complete a project satisfactorily. It also sometimes happens that,
while performing our services, we discover conditions or circumstances that require the performance of
additional work that was not anticipated when the geotechnical report was written. Martinez
Associates offers a range of environmental, geological, geotechnical, and construction services to suit
the varying needs of our clients. This section outlines some of those services that may pertain to this
project. Martinez Associates will be happy to submit a proposal for performing any such services upon
request.
The recommendations in this report depend on the assumption that an adequate program of testing
and observation will be made during construction to verify compliance with our recommendations.
These tests and observations may include, but not necessarily be limited to, the following:
Observations and density testing during site preparation and earthwork,
Observation of foundation excavations and foundation installation,
Observation and testing of construction materials, and
Consultation as may be required during construction.
Adequate testing and observation is essential to successful and economical completion of a construction
project. Testing and observation allows us to verify that our recommendations are being followed.
They also make It possible to Identify new or changed conditions that may require modifying those
recommendations. Construction testing and observation should be scheduled in advance so that our

personnel can plan to be available for the work. For us to understand the scope of construction, we
should be provided with a set of project plans and specifications at the time our work Is first scheduled.
The recommendations in this report are based on our field observations, laboratory testing, and our
present understanding of the proposed construction. It ts possible that subsurface conditions can vary
beyond the point explored. If the conditions found during construction differ from those described in
this report, please notify us immediately so that we can review our report In light of those conditions
and provide supplemental recommendations as necessary. We should also review this report if the
scope of the proposed construction, including the proposed loads or structure locations, changes from
that described In this report.

proposed tower site in Rifle, Colorado. This report was prepared in substantial accordance with the
