SECTION R309
GARAGES AND CARPORTS
R309.I Floor surface. Garage floor surfaces shall he of
app1vred noncombustible material.
The area of floor used for parking of automobiles or other
vehicles shal I be sloped lo facilitate the movement of liquids to
a drain or tO\\ard the main \'chicle entry doorway.
R309.2 Carports. Carport!> shall be open on at least two sides.
Carport floor surfaces shall he of ap1nm·ed noncombustible
material. Carports not open on at least two sides shall be con-
sidered a garage and shall comply with the pro\'isions of this
section for garages.
Exception: Aspha lt surfaces shall be permitted at ground
h!vcl in carports.

R309.3 Flood hazard areas. For buildings located in flood
hazard areas as established by Table R301 .2( I). garage floors
shall be:

R309.4 Automatic garage door openers. Automatic garage
dooropenen,. if provided. shall be listed in accordance wilh UL
325.
SECTION R310
EMERGENCY ESCAPE AND RESCUE OPENINGS
R310.l EmergenC)' escape and rescue required. Bt1se111e11ts,
habitable allies and every sleeping room shall have at least one
operable emergency escape and rescue opening. Where bcae ·
me111s contain one or more sleeping rooms, emergency egre!>s
and rescue openings shall be required in each sleeping room .
Where emergency escape and rescue openings are provided
they shall have a sill hei ght of not more than ~ inches ( 11 I 8
mm) above the noor. Where a door opening ha\ ing a thre~hold
below 1he adjacc!nt ground eleva1ion serves as an emergency
escape and rescue! opening and is provided wi1h a bulk.head
enclosure. the bulkhead enclosure shall comply with Section
R310.3. The net clear opening dimensions required by this sec-
tion shall be obtained by the normal operation of the emer-
gency escape and rescue opening from the inside. Emergency
escape and rescue openings with a finished sill height below the
adjacent ground eleva1ion shall be pro vided with a window

I well in accordance with Section R3 I0.2 . Emergency escape
and rescue openings shall open directly into a public way, or 10
a yard or court thal opens 10 a public way.
Exception: Basemellts used only lo house mechanical
eq11ipme111 and not exceeding total noor area of 200 square
feet ( 18.58 m~).
R310.l.I l\linimum opening area. All emergency escape
and rescue openings shall have a minimum nel clear open·
ing of 5.7 square feet (0.530 nh
Exception: Grade lloor openings shall have a minimum
net clear opening of 5 square feet (0.465 m~).
R310.l .2 Minimum opening height. The minimum nel
clear opening height shall be 24 inches (610 mm).
R310.l.3 Minimum opening width. The minimum net
clear opening widlh shall be 20 inches (508 mm).
R310.1.4 Operational constraints. Emergency escape and
rescue openings shall be operational from the inside of the
room without the use of keys. lools or special knowledge.
R3I0.2 Window wells. The minimum horizontal area of the
window well shall be 9 square feet (0.9 m~). with a minimum
horizontal projection and width of 36 inches (914 mm). The
area of the window well shall allow the emergency escape and
rescue opening to be fully opened.
Exception: The Judder or steps required by Sec1ion R3 I0.2. I
shall be permitted to encroach a maximum of 6 inches ( 152
mm) into 1hc required dimensions of the window well.
R310.2.I Ladder and steps. Window wells with a vertical
depth greater than 44 inches ( 1118 mm) shall be equipped
with a permanently affixed !udder or steps uc;able with the
window in the fully open poo;ition . Ladders or steps required
by this sec1ion shall not be required to comply with Sections
R3 I I. 7 and R3 I I .8. Ladders or rungs shall have an inside
widch of at least 12 inches (305 mm), shall project at least 3
inche-; (76 mm) from 1he wall and shall be spaced nol more
than JR inches (457 mm) on center vertically for the full
height of the window well.
R310.3 Bulkhead enclosures. Bulkhead enclosures shall pro-
vide direct access to the ba.1"e111e111 . The bulkhead enclosure with
the door punels in the fully open position shall provide the mini-
mum net clear opening required by Section R3 I 0.1.1. Bulkhead
enclosures shall also comply with Section R3 I 1.7.8.2.
R310.4 Bars, grilles, co,·ers and screens. Bars. grilles, cov·
ers. screens or similar devices are pcrmiued to be placed over
emergency escape and rescue openings. bulkhead enclosures.

RJ 10.5 Emergency escape \\indmvs under decks and porches.
Emergency escape windows are allowed to be installed under
decks and porches provided 1hc location of the deck allows the
emergency escape windO\\ to be fully opened and provides a path
not Jess than 36 inches (914 mm) in heigh! to a yanl or court.
