Authority. This application for a Building Permit must be signed by the Owner of the property~d~s~~~!d above, or an authorized agent If the signature below is not that of !he Owner, a separate

Legal Access. A Building Permit cannot be issued without proof of legal and adequate access to the property for purposes of inspections by tlu: Building Department.
Other Permits. Multiple separate pennits may be required: (1} State Electrical Permit, (2) Catmty ISDS Permit, (3) another permit required for use qn the property identified above, e.g. State or
County Highway/ Road Access or a State Wastewater Discharge Pennit.
Void Permit. A Building Permit becomes null and void if the work authorized is not commenced witl1in 180 days of the date of issuance and if work is suspended or abandoned for a period of 180
days after commencement.

Assmning completeness of the submittals and approval of this Application, a Building Permit will be issued granting pennission to me, as Owner, to construct the structure(s) and facilities detailed on
the submittals reviewed by the Building Department.
In consideration of the issuance of the Building Permit, 1 agree that I and my agents will comply with provisions ofru1y federal, state or local law regulating the work and the Garfield County Building
Code, ISDS regulations and applicable land use regulations (County Regulation(s)), I acknowledge that the Building Permit may be suspended or revoked, upon notice from the County, if the location,
construction or use oftl1e structure(s) and facility(ics), described above, are not in compliance with County Regulation(s) or any other applicable law.
I hereby grant permission to the Building Department to enter the property, described above, to inspect the work. I further acknowledge that the issuance of the Building Permit does not prevent the

The following items are required by Garfield County for a final Inspection:
1) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to al!IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.
OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED.
OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE CONSIDERED AN

MINIMUM APPLICATION REQUIREMENTS
For
MANUFACTURED HOMES
In order to understand the scope of the work intended under a permit application and expedite the issuance of a
permit it is important that complete information be provided. When reviewing a plan and it's discovered that
required information has not been provided by the applicant, this will result in the delay of the permit issuance
and in proceeding with building construction. The owner or contractor shall be required to provide this
information before the plan review can proceed. Other plans that are in line for review may be given attention
before the new information may be reviewed after it has been provided to the Building Department.
Please review this document to determine if you have enough information to design your project and
provide adequate information to facilitate a plan review. Also, please consider using a design professional
for assistance in your design and a construction professional for construction of your project.
To provide for a more understandable plan in order to determine compliance with the building, plumbing and
mechanical codes, applicants are requested to review the following checklist prior to and during design.
Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a
permit.
All plans submitted must be incompliance with the 2003 IRC for Residences and 2003 IBC for Commercial
Offices and Storage.
1. Is a site plan included that identifies the location of the proposed structure or addition and distances to the
property lines from each comer of the proposed structure prepared by a licensed surveyor and has the
surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or more must
be shown on site plan. (NOTE Section 106.2) Any site plan for the placement of any portion of a
structure within 50 ft. of a property line and not within a previously surveyed building envelope on a
subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and
professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on
a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat
with the proposed structure located within the envelope.

2. Does the site plan when applicable include the location of the I.S.D.S. (Individual Sewage Disposal System)
and the distances to the property lines, wells (on subject property and adjacent properties), streams or
water courses? This information must be certified by a licensed surveyor with their signature and

without the issuance of a permit. If it is determined by the Building Official that additional information is
necessary to review the application and plans to determine minimum compliance with the adopted codes, the
application may be placed behind more recent applications for building permits in the review process and not

I spoke with Ken Smith after receipt of your questions and he agreed with my comment that there was a bit of
redundancy imbedded in his questions.
After getting clarification from him on his questions I told him I would provide both an email and hard copy response.
In response to your questions specific to the Garfield County Building Permit applications for Temp Housing Locations
697-09-61 and 697-16A2, please see the following:
Question 1: How are the units connected together? Is it a structural connection skid unit to skid unit or just butted up
together?
Response: These units are butted up together.
Question 2: (Provide) .. Foundation and tie down details .... Foundation plan indicating support of the buildings, tie down
locations ..... Do the three "main" rails bear on grade, on cross rails, on needle beams supported by piles, or other?
Response: Please see the attached diagram and email from the OXY Compliance Officer indicating that the trailers will
be tied down near the corners. This is demonstrated in the attached drawing of the typical tie-down locations.
Foundation systems will consist of trailer skids bearing directly on grade. These units sit directly on the ground.
Question 3: (Provide) .. assumed soil properties and/or soils report.
Response: OXY places soil layers in lifts. The resultant compaction is a 90% modified proctor for the entire pad site,
which includes the areas supporting the Temporary Housing Units. OXY utilizes sheepsfoot compactors and water trucks,
as necessary, to achieve the necessary soil compaction. The maximum loading for the soils supporting the Temp Housing
units is approximately 4180 PSF. Please see attached OXY soils document which demonstrates the typical soil loading
capacities for OXY well pads. (F4S-Foundation Loading).
Question 4: (Provide) .. A "key/master plan" indicating a plan of all the different types of buildings to be joined together,
showing all doors, including paths of egress and/or travel between different buildings.

Thanks for the help on my other permits, I am preparing some more permits, this time for OXY.
I am preparing Building Permits for Temporary Employee Housing Units for 2 OXY locations. These are COGCC approved
well pad locations, one is in Section 16, township 6 south, range 97 west, the other is in Section 9, township 6 south,
range 97 west. Both of these pads are accessed via the Garden Gulch road,
Attached are maps of the roads leading to the locations.
I need a driveway permit exemption letter from you. Could you send me an email that I can use for my Building
Permits?
I appreciate your help, thanks very much.

The following list provides more detailed descriptions of the requirements in Section 4 of the Mechanical Compliance
Certificate.
Requirements Specific To: HVAC System 1 :
1. The specified heating and/or cooling equipment is covered by ASHRAE 90.1 Code and must meet the following minimum efficiency:
Rooftop Package Unit: 9.7 SEER
Generic Requirements: Must be met by all systems to which the requirement is applicable:
1. Design heating and cooling loads for the building must be determined using procedures in the ASHRAE Handbook of Fundamentals or
an approved equivalent calculation procedure.
2. All equipment and systems must be sized to be no greater than needed to meet calculated loads. A single piece of equipment providing
both heating and cooling must satisfy this provision for one function with the capacity for the other function as small as possible, within
available equipment options.
Exception: The equipment and/or system capacity may be greater than calculated loads for standby purposes. Standby equipment
must be automatically controlled to be off when the primary equipment and/or system is operating.
Exception: Multiple units of the same equipment type whose combined capacities exceed the calculated load are allowed if they are
provided with controls to sequence operation of the units as the load increases or decreases.
3. Each heating or cooling system serving a single zone must have its own temperature control device.
4. Each humidification system must have its own humidity control device.
5. Thermostats controlllng both heating and cooling must be capable of maintaining a 5 degrees F deadband (a range of temperature
where no heating or cooling is provided).
~ Exception: Deadband capability is not required if the thermostat does not have automatic changeover capability between heating and
cooling.
6. The system or zone control must be a programmable thermostat or other automatic control meeting the following criteria:a) capable
of setting back temperature to 55 degrees F during heating and setting up to 85 degrees F during coo!ingb) capable of automatically
setting back or shutting down systems during unoccupied hours using_ 7 different day schedu!esc) have an accessible 2~hour occupant
overrided) have a battery back~up capable of maintaining programmed settings for at least 10 hours without power.
-Exception: A setback or shutoff control is not required on thermostats that control systems serving areas that operate continuously.
~ Exception: A setback or shutoff control is not required on systems with total energy demand of 2 kW (6,826 Btu/h) or less.
7. Outdoor-air supply systems with design airflow rates >3,000 cfm of outdoor air and a!! exhaust systems must have dampers that are
automatically closed while the equipment is not operating.
8. The system must supply outside ventilation air as required by Chapter 4 of the International Mechanical Code. If the ventilation system is
designed to supply outdoor-air quantities exceeding minimum required levels, the system must be caPable of reducing outdoor-air flow to
the minimum required levels.
9. Air ducts must be insulated to the following levels:a) Supply and return air ducts for conditioned air located in unconditioned spaces
(spaces neither heated nor cooled) must be insulated with a minimum of R~5. Unconditioned spaces include attics, crawl spaces,
unheated basements, and unheated garages.b) Supply and return air ducts and plenums must be insulated to a minimum of R~S when
located outside the bul!dlng.c} When ducts are located within exterior components (e.g., floors or roofs), minimum R~8 insulation Is
required only between the duct and the building exterior.
Exception: Duct insulation is not required on ducts located within equipment.
~ Exception: Duct insulation is not required when the design temperature difference between the interior and exterior of the duct or
plenum does not exceed 15 degrees F.
10. AI! joints, longitudinal and transverse seams, and connections in ductwork must be securely sealed using wetdments; mechanical
fasteners with seals, gaskets, or mastics; mesh and mastic sealing systems; or tapes. Tapes and mastics must be listed and labeled in
accordance with UL 181A or UL 1818.
-Exception: Continuously welded and locklng~type longitudinal joints and seams on ducts operating at static pressures less than 2
inches w.g. pressure classification.
11. Mechanical fasteners and seals, mastics, or gaskets must be used when connecting ducts to fans and other air distribution equipment,
including mu!tiple~zone terminal units.

13. Each supply air outlet or diffuser and each zone terminal device (such as VAV or mixing box) must have its own balancing device.
Acceptable balancing devices include adjustable dampers located within the ductwork, terminal devices, and supply air diffusers.
14. Stair and elevator shaft vents must be equipped with motorized dampers capable of being automatically closed during normal building
operation and interlocked to open as required by fire and smoke detection systems. All gravity outdoor air supply and exhaust hoods,
vents, and ventilators must be equipped with motorized dampers that will automatically shut when the spaces served are not in use.
Exceptions:~ Gravity (non-motorized) dampers are acceptable in buildings less than three stories in height above grade.~ Ventilation
systems serving unconditioned spaces.
