Authority. This app li cation for a Building Permit must be signed by the 0 "11er of the property, described above, or ao auth orized agent. If the signature bel ow is not that of the Owner, a separate
letter of authority, signed by th e Owner, must be provided "ith this Application.
L ega l Access. A Buil ding Permit cannot be is sued without proof oflegal and adequa te access to the property for purposes of inspections by the Building Department.
Other P ermits. Mu ltiple separate permits may be required: (I) State Elecnical Permit , (2) County ISDS Permit, (3) aoother permit required for use on the property identified above, e.g . State or
County Highway/ Road Access or a State Wastewater Discharge Permit.
Void Permit. A Building Permi t becomes null aod void if the work authorized is not commenced within 180 days of the da te of issuance and if work is suspended or abandoned for a period of 180
days after commencement.

The following items are required by Garfield County for a final Inspection:
I) A final Electrical Inspection from the Colorado State Electrical Inspector.
2) Permanent address assigned by Garfield County Building Department and posted at the
structure and where readily visible from access road.
3) A finished roof; a lockable building; completed exterior siding; exterior doors and windows
installed; a complete kitchen with cabinets, sink with hot & cold running water, non-absorbent
kitchen floor covering, counter tops and finished walls, ready for stove and refrigerator; all
necessary plumbing.
4) All bathrooms must be complete, with washbowl, tub or shower, toilet, hot and cold running
water, non-absorbent floors, walls finished, and privacy door.
5) Steps over three (3) risers, outside or inside must be must have handrails. Balconies and decks
over 30" high must be constructed to all IBC and IRC requirements including guardrails.
6) Outside grading completed so that water slopes away from the building;
7) Exceptions to the outside steps, decks, grading may be made upon the demonstration of
extenuating circumstances., i.e. weather. Under such circumstances A Certificate of
Occupancy may be issued conditionally.
8) A final inspection sign off by the Garfield County Road & Bridge Department for driveway
installation, where applicable; as well as any final sign off by the Fire District, and/or State
Agencies where applicable.
A CERTIFICATE OF OCCUPANCY (C.O.) WILL NOT BE ISSUED UNTIL ALL THE
ABOVE ITEMS HAVE BEEN COMPLETED.
A C.O. MAY TAKE UP TO 5 BUSINESS DAYS TO BE PROCESSED AND ISSUED.
OWNER CANNOT OCCUPY OR USE DWELLING UNTIL A C.O. IS ISSUED.
OCCUPANCY OR USE OF DWELLING WITHOUT A C.O. WILL BE CONSIDERED AN
ILLEGAL OCCUPANCY AND MAY BE GROUNDS FOR VACATING PREMISES

Re: Building at One Powerline Park, Rifle Colorado
This letter serves as notice as per Section 116.3 of the 2009 International Building Code
(IBC), and adopted by Garfield County, that an unsafe structure or structures exist at this
property. It appears from visual inspection that this structure has structural damage to
the walls, roof and foundation and is falling down. The building department is ordering
the owner of the property to have the unsafe building taken down, removed or made
safe. Work to secure the building should be the first priority. If no further construction
is anticipated with this structure, a demo permit from Garfield County should be
obtained to remove the structure or parts of the structure falling down. To make the
building safe would require the expired building permit# 11213 to be reinstated. If
there are not any design changes to this permit, the cost to reinstate the permit is
$776.88. If there have been changes to the approved plans, the cost to reinstate the
permit is $2563.69 in order to do additional plan review and inspections.
It is required by the owner, agent, or person in control of the structure to declare
immediately to the building official acceptance or rejection of the terms of the order.

Garfield County Community Development Policy
Unsafe Structures and Equipment
It is the policy of this department to follow the requirements of Section 116 Unsafe Structures
and Equipment of the 2009 International Building Code (IBC) as amended by the county for
both residential and commercial structures that may be unsafe. Any repairs to the structures
would fall under the appropriate code either the one or two family dwelling International
Residential Code (IRC) or the commerciaiiBC code. Structures that appear to be unsafe under
Section 116 2009 IBC will be placarded as such to provide notice to other persons not included
in the notice requirements outline in this section
SECTION 116
UNSAFE STRUCTURES AND EQUIPMENT
116.1 Conditions. Structures or existing equipment that are or hereafter become unsafe, insanitary or deficient because of
inadequate means of egress facilities, inadequate light and ventilation, or which constitute a fire hazard, or are otherwise dangerous
to human life or the public welfare, or that involve illegal or improper occupancy or inadequate maintenance, shall be
deemed an unsafe condition. Unsafe structures shall be taken down and removed or made safe, as the building official deems
necessary and as provided for in this section. A vacant structure that is not secured against entry shall be deemed unsafe.
116.2 Record. The building official shall cause a report to be filed on an unsafe condition. The report shall state the occupancy
of the structure and the nature of the unsafe condition.
116.3 Notice. If an unsafe condition is found, the building official shall serve on the owner, agent or person in control of the
structure, a written notice that describes the condition deemed unsafe and specifies the required repairs or improvements to be
made to abate the unsafe condition, or that requires the unsafe structure to be demolished within a stipulated time. Such notice
shall require the person thus notified to declare immediately to the building official acceptance or rejection of the terms of the
order.
116.4 Method of service. Such notice shall be deemed properly served if a copy thereof is (a) delivered to the owner personally;
(b) sent by certified or registered mail addressed to the owner at the last known address with the return receipt requested; or (c)
delivered in any other manner as prescribed by local law. If the certified or registered letter is returned showing that the letter was not
delivered, a copy thereof shall be posted in a conspicuous place in or about the structure affected by such notice. Service of such
notice in the foregoing manner upon the owner's agent or upon the person responsible for the structure shall constitute service of
notice upon the owner.
116.5 Restoration. The structure or equipment determined to be unsafe by the building official is permitted to be restored to a
safe condition. To the extent that repairs, alterations or additions are made or a change of occupancy occurs during the restoration
of the structure, such repairs, alterations, additions or change of occupancy shall comply with the requirements of Section 105.2.2 and
Chapter 34. 2009
