A Building Permit cannot be issued without proof oflegal and adequate access to the property for purposes ofinspections by the Building Department. Other Permits. When reviewing a plan and it's discovered that required information has not been provided by the applicant, this will result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor shall be required to provide this information before the plan review can proceed. Other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. TWO (2) SETS OF CONSTRUCTION DRAWINGS & TWO (2) SITE PLANS MUST BE SUBMITTEDFOR ALL APPLICATIONS. Please review this document to determine if you have enough information to design yonr project and provide adequate information to facilitate a piau review. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. Any project with more than ten (10) occupants requires the plans to he sealed by a Colorado Registered Design Professional. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following checklist prior to and during design. Applicants are required to indicate appropriately and to submit the completed checklist at time of application for a permit. Plans to be included for a Building Permit, must be on drafting paper at least l8"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line and original grade. A section showing in detail, from the bottom of the footing to the top of the roof, including re-bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheeting, house-rap, (which is required), siding or any approved building material. Engineered foundations may be required. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40 pound per square foot up to 7,000 feet in elevation, a 90 M.P.H. wind speed, wind exposure B or C, and a 36 inch frost depth. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. All plans submitted must be incompliance with the 2003 IRC. I. Is a site plan included that identifies the location of the proposed structure or addition and distances to the property lines from each corner of the proposed structure(s) prepared by a licensed surveyor and has the surveyors signature and professional stamp on the drawing? Properties with slopes of 30% or greater must be shown on the site plan. (NOTE Section: 106.2) Any site plan for the placement of any portion of a structure within 50 ft. of a property line and not within a previously surveyed building envelope on a subdivision final plat shall be prepared by a licensed surveyor and have the surveyor's signature and professional stamp on the drawing. Any structure to be built within a building envelope of a lot shown on a recorded subdivision plat shall include a copy of the building envelope as it is shown on the final plat with the proposed structure located within the envelope. A driveway approach is understood to be that portion of the cou.nty road right-of way between the pavement edge and the property line that is designed and used for the interchange of trall'ic between the roadway and abutting property. 2. At any intersection, a driveway shall be restricted for a sufficient distance from the intersection to preserve the normal and safe movement o:f traffic. (It is recommended for rural residence entrances that a minimum intersection clearance of 50 feet be provided and :for rural commercial entrances a minimum of I 00 feet be provided.) 3. All entrances and exits shall be so located and constructed that vehicles a.pproaching or using them will be able to obtain adequate sight distance in both directions along the county road in order to maneuver safely and without .interfering with county road traffic. 4. The Applicant shall not be permitted to erect any sign or display material, either fixed or movable, on or extending over any portion of the county toad right-of-way. 5. Generally, no more than one approach shall be allowed any parcel or property the frontage of which is less than one hundred (1 00) feet. The construction of parking or servicing areas on the county road right-of-way is specifically prohibited. Commercial establishments for customer vehicles should provide off-the-road parking facilities. 10. The grade of entrance and exit shall slope downward and away from the road surface at the same rate as the nonnal shoulder slope and for a distance equal to the width of the shoulder but in no case less than twenty (20) feet from the pavement edge. Approach grades are restricted to not more than ten percent (I 0% ). 11. All driveways and approaches shall be so constructed that they shall not ir1krfere with the drainage system of the street or county road. The Applicant will be required to provide. at his own expense, drainage structures at entrances and exits, which will become an integral part of the existing drainage system. The Board of County Commissioners or their representative, prior to installation, must approve tM dimensions and types of all drainage structures. Note: This perml.t shall be made available at the site where and when work is being done. A work sketch or drawing of the proposed driveway(s) must accompany application. The project site is shown on Figure I. The purpose oft he study was to develop recommendations lor the foundation design. The study was conducted in accordance with our proposal for geotechnical engineering services to l ron Rose Ranch dated August 17, 2008. A field exploration program consisting of exploratory borings was conducted to obtain information on the subsurface conditions. Samples of the subsoils obtained during the field exploration were tested in the laboratory to determine their classification and other engineering characteristics. The results of the field exploration and laboratory testing were analyzed to develop recommendations for foundation types, depths and allowable pressures for the proposed building foundation. This report summarizes the data obtained during this study and presents our conclusions, design recommendations and other geotechnical engineering considerations based on the proposed construction and the subsurface conditions encountered. PROPOSED CONSTRUCTION The proposed ranch facility will consist of a vehicle storage building (A), maintenance shop (B), apartment #I (C), hay storage (D), trailer storage (E), general storage (F), lawn and equipment storage with apartment #2 (G), hay bam (H), vehicle and tractor storage (J) and hay equipment/tool storage building (K). The buildings will mostly be one story wood frame construction. Apartment #I and the lawn equipment/apartment #2 (C and G) will be two story. The maintenance shop (B) may be steel frame construction. Ground floors will be slab-on-grade. Grading for the structures is assumed to be relatively minor with cut depths between about 2 to 4 feet. We assume relatively light foundation loadings, typical of the proposed type of construction. If building loadings, location or grading plans change signiflcantly from those described above, we should be notifled to re-evaluate the recommendations contained in this report. Job No. 108 480A ~tech -2- SITE CONDITIONS The site is located just south of Carbondale on the west side of State Highway 133. The site has historically been used for ranching activities and is occupied by an existing residence. A residence, barn and other outbuildings on the site had been recently razed. Vegetation consists of scattered trees, some bmsh, grass and weeds. The historic driveway has bee;, ,.,ahgned and the existing drives will be reclaimed. The ground surface is relatively flat with a slight slope down to east. A steep hillside to an upper topographic bench is located along the noxih and northwest part of the site and irrigated pastureland to the south and west. An area near the trailer storage building (E) and lawn equipment/apa11ment #2 (G) has been graded and about 2 feet of on-site fill material placed. An aqueduct supplying water to the adjoining fish hatchery to the east crosses the east side of the site. The aqueduct is an open ditch on the south part of the site and cast in place concrete lined on the noxth part of the site. An apparent sinkhole is located south of the new driveway to the south of the existing residence and southeast of the proposed maintenance shop. SUBSIDENCE POTENTIAL Bedrock of the Pennsylvanian age Eagle Valley Evaporite underlies the lower Crystal River Valley area. These rocks are a sequence of gypsiferous shale, fine-grained sandstone and siltstone with some massive beds of gypsum and limestone. There is a possibility that massive gypsum deposits associated with the Eagle Valley Evaporite underlie poxtions of the property. Dissolution oft he gypsum under certain conditions can cause sinkholes to develop and can produce areas of localized subsidence. During previous work in the area, several sinkholes were observed scattered throughout the River Valley Ranch Subdivision and on the Perry Ranch to the noxih and west of this site. A relatively recent sinkhole was also observed in the southeast part of site, southeast oft he proposed maintenance shop. These sinkholes appear similar to others associated with the Eagle Valley Evaporite in the area. Job No. I OS 480A - 3 - No evidence of cavities was encountered in the subsurface materials; however, the exploratory borings were relatively shallow, for foundation design only. Based on our present knowledge of the subsurface conditions at the site, it cannot be said for certain that sinkholes will not develop. The risk of future ground subsidence in areas outside the observed sinkhole throughout the service life of the proposed buildings, in our opinion, is low; however, the owner should be made aware of the potential for sinkhole development. Although no evidence of sinkholes was found in the area of the current development, we recommend that an evaluation oft he sinkhole hazard be conducted to further investigate possible sinkholes on the parcel. This would help to reduce the risk of sinkholes to future development and planned irrigation. FIELD EXPLORATION The field exploration for the project was conducted on August 25 and 26, 2008. Eight exploratory borings were drilled at the locations shown on Figure I to evaluate the subsurface conditions. The borings were advanced with 4 inch diameter continuous flight augers powered by a truck-mounted CME-45B drill rig. The borings were Jogged by a representative of Hepworth-Pawlak Geotechnical, Inc. Samples of the subsoils were taken with a I :Y, inch J.D. spoon sampler. The sampler was driven into the subsoils at various depths with blows from a 140 pound hammer falling 30 inches. This test is similar to the standard penetration test described by ASTM Method D- 1586. The penetration resistance values are an indication of the relative density or consistency of the subsoils. Depths at which the samples were taken and the penetration resistance values are shown on the Logs of Exploratory Borings, Figure 2. The samples were returned to our laboratory tbr review by the project engineer and testing. SUBSURFACE CONDITIONS Graphic logs of the subsurface conditions encountered at the site are shown on Figure 2. The subsoils, below about 6 inches of topsoil, typically consist of a thin sandy silt layer overlying slightly silty sandy gravel with cobbles and small boulders. About 6 inches of driveway gravel was encountered in Boring 3 and 2 feet of recently placed fill at Boring Job No. lOS 4SOA ~tech -4- 4. Drilling in the dense granular soils with auger equipment was difficult due to the cobbles and boulders and drilling refusal was encountered in the deposit. Laboratory testing performed on samples obtained from the borings included natural moisture content and gradation analyses. Results of gradation analyses performed on small diameter drive samples (minus l Y, inch fraction) oft he coarse granular subsoils are shown on Figures 4, 5 and 6. The laboratory testing results are summarized on Table l. No free water was encountered in the borings at the time of drilling. Free water was measured at 7.8 feet in Boring 5 when checked on August 26, 2008. No free water was observed in the other borings and the subsoils were slightly moist to moist. DESIGN RECOMMENDATIONS FOUNDATIONS Considering the subsurface conditions encountered in the exploratory borings and the · nature of the proposed construction, we recommend the buildings be founded with spread footings bearing on the natural granular soils. Due to the potential for shallow groundwater, basement and deep crawlspace construction should be avoided. The design and construction criteria presented below should be observed for a spread footing foundation system. I) Footings placed on the undisturbed natural granular soils should be designed for an allowable bearing pressure of 4,000 psf. Based on experience, we expect settlement of footings designed and constructed as discussed in this section will be about I inch or less. The upper sandy silt soils and recently placed fill should be removed fi·om beneath fuotings. 2) The footings should have a minimum width of 16 inches for continuous walls and 2 feet for iso !a ted pads. 3) Exterior footings and tbotings beneath unheated areas should be provided with ade<Juate soil cover above their bearing elevation for frost protection. Placement of foundations at least 36 inches below exterior grade is typically used in this area. Job No. I OS 4SOA ~tech -5 - 4) Continuous foundation walls should be reinforced top and bottom to span local anomalies such as by assuming an unsupported length of at least 10 feet. Foundation walls acting as retaining structures (if any) should also be designed to resist a lateral earth pressure corresponding to an equivalent fluid unit weight of at least 45 pcf. 5) All existing fill, topsoil and any loose or disturbed soils should be removed and the footing bearing level extended down to the relatively dense natural granular soils. The exposed soils in fuoting area should then be moistened and compacted. If water seepage is encountered, the footing areas should be dewatered before concrete placement. 6) A representative oft he geotechnical engineer should observe all footing excavations prior to concrete placement to evaluate bearing conditions. FLOOR SLABS The natural on-site soils, exclusive of topsoil, are suitable to support lightly loaded slab- on-grade construction. To reduce the effects of some differential movement, floor slabs should be separated from all bearing walls and columns with expansion joints which allow unrestrained vertical movement. Floor slab control joints sl10uld be used to reduce damage due to shrinkage cracking. The requirements for joint spacing and slab reinforcement should be established by the designer based on experience and the intended slab use. A minimum 4 inch layer of free-draining gravel should be placed beneath basement level slabs to facilitate drainage. This material should consist of minus 2 inch aggregate with at least 50% retained on the No. 4 sieve and less than 2% passing the No. 200 sieve. All fill materials for support of floor slabs should be compacted to at least 95% of maximum standard Proctor density at a moisture content near optimum. Required fill can consist of the on-site granular soils or a suitable imported sand and gravel devoid of vegetation, topsoil and oversized rock. UNDERDRAIN SYSTEM Free water was encountered below expected excavation depths during our exploration. An underdrain system is not recommended for the proposed slab-at-grade floor Job N<> l 0$ 480A ~tech -6- elevations. Basement and deep crawlspaces should be avoided. Shallow crawlspaces may be possible but should be further evaluated on a site specific basis with regard to the feasibility of underdrain installation. SURFACE DRAINAGE The following drainage precautions should be observed during construction and maintained at all time~ "fler the buildings have been completed: I) Inundation of the foundation excavations and underslab areas should be avoided during construction. 2) Exterior backfill should be adjusted to near optimum moisture and compacted to at least 95% oft he maximum standard Proctor density in pavement and slab areas and to at least 90% of the maximum standard Proctor density in landscape areas. 3) The ground surface surrounding the exterior of the buildings should be sloped to drain away fi·om the foundation in all directions. We recommend a minimum slope of 6 inches in the first I 0 feet in unpaved areas and a minimum slope of3 inches in the first I 0 feet in paved areas. Free-draining wall backfill should be capped with about 2 feet of the on- site soils to reduce surface water infiltration. 4) Roof downspouts and drains (if any) should discharge well beyond the limits of all backfill. LIMITATIONS This study has been conducted in accordance with generally accepted geotechnical engineering principles and practices in this area at this time. We make no warranty either express or implied. The conclusions and recommendations submitted in this report are based upon the data obtained fi·om the exploratory borings drilled at the locations indicated on Figure I, the proposed type ofconstmction and our experience in the area. Exploratory borings were drilled on August 25 and 26, 2008 with 4-inch diameter continuous flight power auger. 2. Elevations of exploratory borings were measured by instrument level and refer Boring 1 as elevation 100.0 feet. 4. The exploratory boring locations and elevations should be considered accurate only to the degree implied by tile method used. 5. The lines between materials shown on the exploratory boring logs represent the approximate boundaries between material types and transitions may be gradual. 6. Water level readings shown on the logs were made at the time and under the conditions indicated. Water encountered in Boring 5 only. Fluctuations in water level may occur with time. 7.
