GENERAL PROJECT DESCRIPTION Roaring Fork School District, RE-1, proposes to construct a 500-student Pre-K through 8th Grade school on a 35.1-acre parcel located south of the City of Glenwood Springs between the Roaring Fork River and SH 82 at CR 154. This site is legally described as Parcel 1, Eastbank, LLC and was the subject statutory review for a Location and Extent prior to contracting for the purchase for the land. Statutory obligations require that a School District submit a Location and Extent for site plan review by the County Planning Commission, which is the intent of this pre-application summary. The site plan review is based upon information provided by the Applicant on how the proposed site plan is in general conformity with the County’s Comprehensive Plan. This review process is defined within Section 4-111 of the Garfield County 2013 Land Use and Development Code, as amended (LUDC) and requires a public hearing in which the Planning Commission considers the application and issues an approval or disapproval, based upon the criteria of the review. Proposed school site Figure 1 - Vicinity RE-1 Location and Extent March 7, 2016 2 The site is a portion of a former gravel pit that has been reclaimed to open, non-irrigated meadow. A FedEx distribution facility is located adjacent to the site as well as other uses that include a Waste Transfer Facility, the Orrison Distribution Center, and a contractor’s storage yard, as shown in Figure 3. State Highway 82 is north of the site and vacant property and the Roaring Fork River is located to the west. Access to the site is from CR 154, Old State Highway 82, from a controlled- access intersection at SH 82. The Applicant is required to demonstrate, via a traffic analysis, whether the site will generate a 20% or greater increase to the existing trips at the intersection via a State Highway Access Permit. This state highway intersection is with a county road , therefore the Applicant will need to obtain Board of County Commissioner approval to apply for the permit on behalf of the County. The Future Land Use Map of the Garfield County 2030 Comprehensive Plan designates this parcel as Urban Growth Boundary to the City of Glenwood Springs. This designation means that the future land use of the site is subject to the City of Glenwood Springs Comprehensive Plan. The Applicant should utilize this plan with regard to future uses and density on the site. The Garfield County Comprehensive Plan includes Chapter 3, Plan Elements which should be utilized as the core principles upon which the project is reviewed. I will look at the closing file and double check. But unless you hear otherwise I do not believe we retained any mineral estate. As an aside, when we were preparing the FedEx applications we hired John Doose to conduct a mineral estate ownership title search. The results would be the same for the School’s parcel as for the rest of the Jammaron Rach property. While there had been a severance in the chain of title with respect to a percentage of the mineral estate, our predecessor in interest had actually “bought back” those interests and they became re-attached to the full property interests. If I can locate John’s analysis I am happy to share with you if it is of any help. I believe you can be confident in stating in your application that RE-1 is sole mineral estate title owner. Based upon the FLUM, the project site is Low Density Residential. The City of Glenwood Springs Comprehensive Plan describes this type of development as, “…single-family residential development that is intended to maintain rural character.” The comprehensive plan however, does not detail the type of development and associated densities for this use; it instead refers to the current land use codes. The City’s Land Use Code does not specifically include Low Density Residential in its Zone Districts, but it appears to most closely align with R1/20 which is Residential Zoning with 1-residence per 20,000 SF. Under this zone district, a school is allowed with a special review process, it is therefore in general compliance with both the City’s Comprehensive Plan/FLUM and with the County’s Comprehensive Plan. · Section 1-Urban Growth Areas and IGA The project Site is included within the Urban Growth Area as is detailed on the Garfield County Comprehensive Plan’s Future Land Use Map. Therefore, the project Site has been flagged as an area where the County desires to direct development. The project Site can and will be served by all utilities as each utility company, with the exception of water and sewer, currently has facilities at or very near the project site. It is anticipated that the Site will be included within the Roaring Fork Water and Sanitation District’s (RFWSD) service plan area and that water and sewer will be provided by RFWSD. The School district has been working with the RFWSD to make amendments to their current service plan to include the project Site. It is our understanding that the service plan amendment will be submitted to the Garfield County Commissioners in the near future. Additionally, RFWSD is in the process of designing water and sewer main extensions from their existing facilities to serve the Site. Therefore, the project is in general conformance with the vision outlined in Chapter 3, Section 1 of the County’s Comprehensive Plan. · Section 2-Housing In 2015 the voters passed a $122M bond with $15M of the bond to be used by the Roaring Fork School District to either build or purchase affordable rental housing units for RFSD employees within the Roaring Fork Valley (Carbondale, Glenwood, and Basalt). The overall goal of the RFSD is to implement employee housing for the district wide area, which includes the project Site. The funds will be distributed between Glenwood, Carbondale and Basalt evenly. With the future construction or acquisition of the affordable rental housing units in the Roaring Fork Valley, this project is in general conformance with the vision outlined in Chapter 3, Section 2 of the County’s Comprehensive Plan. · Section 3-Transportation The Eastbank Property-New Roaring Fork School Traffic Assessment , which was prepared by Felsburg Holt & Ullevig (FHU), dated April 8, 2106 is included with this submittal to help address this checklist item. External Access and Traffic Analysis: Access will be provided to the project Site with a new access road off of CR 154 to the Site. Based upon the Eastbank Property-New Roaring Fork School Traffic Assessment, prepared by Felsburg Holt & Ullevig (FHU), dated April 8, 2016 and the State Highway Access Code, construction of this access will require certain turning lane improvements to CR 154 at the intersection of the access. Those improvements are detailed on the RE1-Eastbank School Offsite Access drawings by Sopris Engineering, dated May 18, 2016. Additionally, it was determined by FHU that no improvements are required at the intersection of CR 154 and State Highway 82 to allow for construction of this project. Internal Access: As is shown on the RE-1 PK-8 Eastbank School Site Plan, prepared by Sopris Engineering, dated May 18, 2016, the school campus has been designed to allow for parent parking/drop off on the south side of the building and for bus and teacher traffic to access the building along the east side of the building, to remove conflicts/issues which have been encountered at other schools thorough the district. Both the south and east accesses will be constructed to allow for future extension to the development to the south and west and to the remainder of the school site to the north. State Highway Access Permit Requirements: FHU determined that this project, combined with the adjacent FED Ex development increase the design hour vehicles at the intersection of State Highway 82 and CR 154 by 45%. Therefore, a new access permit is required. The access permit application was submitted on April 28, 2016 and CDOT has 45 days to either request additional information or issue the permit with conditions. We have yet to receive the permit. Therefore, by removing vehicles from State Highway 82 and reducing traffic congestion thru the core of Glenwood Springs, this project is in general conformance with the vision outlined in this section of the County’s Comprehensive Plan. · Water and Sewer Service: The RFSD recently worked with the RFWSD to amend their service plan and include this project Site in their service plan area. New water and sewer infrastructure will be constructed from the RFWSD’s existing facilities to the project Site where a new lift station will be constructed. Those improvements will be included as part of a Locate and Extents Application which is being prepared by the RFWSD and are not included within this application. The project Site will be served by a new sewer main from the RFWSD lift station and a water main will be extended thru the site from the end of the RFWSD improvements. Additionally, with construction of the new water and sewer infrastructure, adjacent property owners who are currently served by an OWTS will have the ability to abandon their OWTS and connect to the new infrastructure. The County strongly discourages proliferation of private central water/sewer system which was an alternative the RFSD considered due to the project Site’s location. With the inclusion of the project Site to the RFWSD service plan area, the RFSD no longer had to consider the private central water/sewer system. By connecting to an existing water and sanitation district and by providing the potential for adjacent property owners to connect to the new infrastructure and abandon existing OWTS, this project is in general conformance with the vision outlined in this section of the County’s Comprehensive Plan. · Natural Resources: o BUILDING ORIENTATION - The building academic wings are laid out on an east/ west primary axis which optimizes daylighting opportunities while also simplifying control of unwanted solar heat gain from the sun. The building is also two-stories in order to reduce the footprint and to make for a more efficient building design. o BUILDING ENVELOPE - Increased insulation will be provided in exterior walls and at roof to improve envelope performance. High performance glass will be employed at all windows to reduce UV and Infrared transmission into the building while also reducing unwanted heat gains or cooling losses from inside the building. o ENHANCED EFFICIENCY - Energy performance optimization will reduce overall energy consumption by approximately 40-45%, compared to baseline ‘standard’ building design. In addition, low-flow plumbing fixtures will reduce water consumption by approximately 35-40%, compared to baseline ‘standard’ building design. o FUTURE PV READY - The building will ‘Solar-Ready’ (designed to accommodate a future photovoltaic solar power harvesting system). The roof will be structured to carry the additional weight and a conduit pathway from the roof to the electrical room will be provided; and space will be set aside in the main electrical room for the inverter equipment. o LOCAL MATERIALS - Preference will be given to materials which were manufactured, harvested, extracted, mined etc. within a 500-mile radius of the building site in order to reduce embodied energy due to shipping. o DAYLIGHT AND VIEWS - Special attention was given to the relationship of interior spaces to exterior spaces. Nearly all regularly occupied spaces within the building will be provided with natural daylight and direct views to the outdoors, all of which substantially improve occupant satisfaction and comfort. o ACOUSTICAL PERFORMANCE - Acoustical performance is critical for High-Performing learning environments. Interior walls and doors will be specially designed and constructed to reduce sound transmission between spaces. Properly designed spaces eliminate the need for future renovations which waste resources. o CONTAMINANT REDUCTION - Indoor air quality enhancement measures like duct protection during construction and a whole-building air flush-out after construction ensure a healthful environment for occupants. o LOW-EMITTING MATERIALS - All adhesives, sealants, paints and coatings used on the project will meet the low VOC (Volatile Organic Compounds) standards defined by LEED. Additionally, all composite wood products contain no urea-formaldehyde resins. o LOW-EMITTING FINISHES - All carpeting used will meet the standards set forth by LEED for low-emitting materials, as well as the requirements of the Carpet and Rug Institute’s ‘Green Label Plus’ Program. · Mineral Extraction: The project Site is essentially a reclaimed sand and gravel pit, all sand and gravels have been extracted. Additionally, the project Site is not noted within the Comprehensive Plan to have any oil shale or coal potential, although the proposed development of the project Site would not prevent future extraction of oil and gas if it was ever determined that oil and gas extraction was possible at this Site. Since this project does not prohibit resource extraction, it is in general conformance with the vision outlined in this section of the County’s Comprehensive Plan. At your request, and in accordance to Senate Bill 35 (1972), this office has reviewed the land-use application submitted by your office and considered the geologic hazards and geologic conditions that may affect the land use development. Included in the development application was a geologic hazard evaluation by CTL!Thompson, Inc. dated Januruy 28, 2009 (Project No. GS05326-J 05). CGS conducted a site inspection on April 2, 2009. Please consider the following observations in your land use decisions. The land is mostly being used for pasture, irrigated hay fields, and commercial/waste management activities. Portions of the site have been reclaimed from an earlier gravel mining operation. The panhandle of the property is where the firm, Rocky Mountain Disposal, has an office building, garage, and an extensive yard with equipment, trucks, trailers, trash bins, and assorted fill piles. The site is located on the east side of the Roaring Fork River, which meanders around the site. This river bend encircles the property on three sides. Geologically, the site lies within the axis of the Cattle Creek anticline, which follows the Roaring Fork River valley from Carbondale to Glenwood Springs. The underlying bedrock of the valley floor is the Eagle Valley Evaporite (rock salt and gypsum). The bedrock is covered by two major river terraces. Near Highway 82, the older and higher gravel terrace is, in turn, variably covered by a thin veneer of red, mixed alluvial fan and colluvial sediments (soils) that were washed down from the steep valley side across the highway. Evaporite flow and diapiric upwelling of the underlying evaporite rocks towards the axis of the Cattle Creek anticline has slightly tilted the terrace surfaces away from the river. Recent sinkholes have opened in the Ironbridge development to the southeast and, last year, in a pasture on the same gravel terrace just 1,500 feet to the northwest. The Roaring Fork valley corridor from Glenwood Springs to Basalt has been mapped as an evaporite karst area Existing and new sinkhole formation indicates that dissolution of evaporite bedrock continues to be an active and ongoing hazardous process in this area. We have review the geologic report by CTL and generally concur with its content. We also consider subsidence and sinkholes, related to dissolution of the underlying evaporite bedrock, to be a potential risk. Near-surface underground voids may exist on the property that has not yet breached the surface to become visible sinkholes. As mentioned above, ground at this site has perceptibly tilted away from the river, reflecting diapiric upwelling of evaporite in the recent geologic past. It is presently unknown whether the rate of salt-flow movement, which CGS believes is continuing, affects typical structures within their design lifetime. The red soils derived from the steep valley side may also be collapsible but the majority of the site lies on packed river gravel which generally provides an excellent bearing capacity for residential foundations. The mining reclaimed areas are disturbed areas and likely contain areas of artificial fill and loosened soils. An environmental assessment should be made of the property that is currently used by Rocky Mountain Disposal. This part of the property, which is proposed for mixed-use residential land use in the sketch plan, has a history of commercial trucking, truck repair and servicing, waste disposal equipment storage, and other activities related to trucking and waste management business. Ground spills, leaking tanks, and suspect fills may exist. In closing, the CGS finds no geologic hazard or condition that would preclude the development as it is shown in the sketch plan. Additional geotechnical and environmental investigations are warranted to better characterize the subsurface conditions. All earthwork, including utility trenches and overlot grading, should be inspected by a knowledgeable engineering geologist or geotechnical engineer who have the training and experience to recognize potential subsidence. The risk of subsidence and potentially dangerous spontaneous ground openings must be disclosed to prospective home or lot buyers in the development. INTRODUCTION The Roaring Fork School District is proposing to construct a new school on an undeveloped parcel of land in Garfield County. The proposed site is located southeast of the intersection of State Highway (SH) 82 and Garfield County Road (CR) 154. Figure 1 illustrates the location of the site and the adjacent primary roadway network. The proposed development of the site would consist of a school serving 500 preschool through eighth grade students. Figure 2 shows the current site plan concept for the new school. Full- movement vehicular access to the site would be provided to CR 154 at the southeast end of the site. The Roaring Fork School District has indicated that, at some point in the future, if enrollment demands it, the parcel would be large enough to accommodate an additional school with capacity to serve an additional 500 students. At that time, the schools would be reconfigured with a more traditional configuration, with grades kindergarten through fifth grade at one school and grades six through eight at the second school. This assessment does not address the impacts of a second school. If a second school is added to the site, the traffic impacts of that school would need to be evaluated separately. The purpose of this report is to provide an evaluation of the potential traffic impacts related to the new school and to identify any roadway or traffic control improvements required as a result. The analyses consider two future scenarios: Short Range Future. This scenario examines the traffic impacts of completion of a 500-student school in the near-term future (year 2017). Long Range Future. This scenario examines the traffic impacts of one 500-student school within the context of a year 2040 horizon.
