TAKE NOTICE that the Roaring Fork Water and Sanitation District has submitted
an application to the Garfield County Planning Commission for Location and Extent
approval related to construction of water and wastewater improvements to serve
Eastbank Pre-K through 8 School. The application has been submitted in
accordance with Section 4-111of the Garfield County Land Use and Development
Code.
Leoal Description: Located in portions of Sections 35 and 36, Township 6 South,
Range 89 West, and portions of Section 1, Township 7 South, Range 89 West.
Practica! Description: South of Glenwood Springs from lronbridge PUD to RE-1
parcel along County Roads 109 and 154
Description of Request: This Application is for Location and Extent approval for
the extension of domestic water and sanitary sewer lines from the RFWSD's
existing infrastructure in the lronbridge PUD to the Eastbank Properties and
Roaring Fork School District RE-1 Eastbank School located along county road
rights of way.
All persons affected by this action are invited to appear and state their views,
protests or support. lf you can not appear personally at such hearing, then you
are urged to state your views by letter, as the Planning Commission wi!! give
consideration to the comments of surrounding property owners, and others
affected, in deciding whether to approve or disapprove the Location and Extent
Application. The Application may be reviewed at the office of the Garfield County
Community Development Department located at 108 8th Street, 4th Floor, Suite
401, Garfield Counly Plaza Building, Glenwood Springs, Colorado between the
hours of 8:30 a.m. and 5:00 p.m., Monday through Friday.

This process is required by State
Statute and has been incorPorated
into Section 4-111 of the Garfield
County Land Use and DeveloPment
Code, as amended (LUDC).
The new school (Eastbank) is proposed to contain 75,780 square feet consisting of 31
classrooms, a kitchen, cafeteria, gymnasium and administration offices. Water and
sanitation is proposed to be provided by the District upon expansion of the District's
boundaries to encompass this site pursuant to the Pre-lnclusion Agreement between the
District and RE-1, and an approval of this application for Location & Extent review.

The proposed expansion of District boundaries would encompass the RE-1 School site
and the infrastructure would then be extended to the Eastbank site as shown in Figure 3,
below.
II. VICINITY AND ADJACENT USES
The general area of the infrastructure expansion is located several miles south of the
City of Glenwood Springs between State Highway 82 and the Roaring Fork River along
CR 154 and CR 109 to lronbridge.
Existing adjacent uses in the area include Orrison Distributing, a beverage warehouse
and distribution center, a FedEx warehouse and distribution center, an auto
repair/veterinary complex which has recently been approved to replace the waste
transfer facility, a contractor's storage yard, and to the south are existing subdivisions of
Westbank Ranch and lronbridge.

1. The request is being considered in accordance with Garfield County Land Use
and Development Code, Section 4-111Location and Extent Review. The review
criteria for a Iocation extent is noted below.
Location and Extent Review Criteria - Section 4-111 (C)
The Ptanning Commission shatl determine whether the proiect is in general
conformance with the Comprehensive Plan.
Decision making authority for Location and Extent Review is with the Planning
Commission and the Commission may approve or disapprove of the request
based on the above criteria. A finding of disapproval may be appealed in
accordance with the Colorado Revised Statutes. A Planning Commission
Resolution formalizing the Commission's action has been prepared and attached
as Exhibit G.
The basis for the Location and Extent Review is found in the Colorado Revised
Statutes (S3O-28-110(1)(a)) that requires "...Whenever any county. planning
commissioh...nas adopied'a master plan of the county...no road, parkt or other
pubtic way, ground, or space, no public building or structure, or no public utility,
'whether
fiuOticty or priiately owned, shall be constructed or authorized in the
unincorporated'territory of {he county until and unless the proposed location and
ertent'thereof has been submitted to and approved by such county planning
commission."
Typically a Location and Extent Review does not include conditions of ap]croval
Uiled on tne single review criteria and finding. Additional review with the County
Attorney's Office-has determined that conditions of approva! relevant to the review
criteria hay be appropriate and can be included in the Planning Commission
decision on the Location and Extent Review.

Urban Growth Area
to a portion of the
area included in
this review is
described as an
area that lies within
the jurisdiction of
Garfield County but
characterized as an
area of potential
future annexation to
the City of
Glenwood Springs.
Development and
land use should be
consistent with the
future land use objectives of the municipality. Therefore the review of this site is based
upon the municipal Urban Growth Boundary within the City of Glenwood Springs
iomprehensive Plan 2011. Figure 5, above, shows that podion of the.map that includes
the subject area. The City designation is Low Density Residential until such time as the
area is annexed.
The other designations - Residentiat Medium Density, Floodplain and Greenway Trail do
not effect or pr6dude the extension of public water and sanitation facilities to the area.
g. Garfield County Comprehensive Plan Elements - A review of a project lor general
conformity witlr the Comprehensive Plan includes not only the proposed future land
use in a geographical area of the County but an analysis of the proposal based upon
the plan Elements. These include the following:

Water and Sewer Services - The Comprehensive Plan encourages municipal or district
provision of adequate water and sewer services to new development, particularly those
ihat require urban level services. Several companion applications seek to expand the
Roaring Fork Water and Sanitation District boundaries to include the subject site, and a
Location & Extent for the District will be reviewed for the proposed infrastructure
improvements.
Summary
Generally the location and extent of the proposed infrastructure improvements appears
to be in general conformance with the Comprehensive Plan.
The following suggested findings for approval of the Location and Extent requesl make
reference to the approval criteria contained in Section 4-111 (C) of the Land Use and
Development Code:

Recitals
A. Garfield County is a legal and political subdivision of the State of Colorado for which the
Board of County Commissioners is authorized to act.
B. Pursuant to law, the Board of County Commissioners of Garfield County has appointed
the Garfield County Planning Commission (the Commission) to act on its behalf.
C. The Roaring Fork Water and Sanitation District (the Applicant) applied to the Commission
pursuant to File No. LAEA-06-16-8468 for a Location and Extent Review for infrastructure
i-p.or"m"nts to provide service to the RE-1 School located between SH 82 and the Roaring Fork
River at CR 154 on Lot 1, Eastbank.
D. The proposed infrastructure will be extended from the north end of the konbridge PUD for
installation in the CR 109 and CR 154 Rights-of-Way, and the Hardwick Bridge Parcel No. 2185-
353-00-060.
E. Pursuant to Section 4-lll (C) of the Garfield County Land Use and Development Code,
as amended, and C.R.S. S 30-28-110(1)(a) the District required to submit an application to the
planning commission that has jurisdiction over the territory in which the improvements are
propor"a to be located for review and comment. Comments shall be provided regarding whether
ih" propor"d improvement are in general conformance with the County's Comprehensive Plan of
203b, ur u*rnd"d (the Comprehensive Plan). Pursuant to C.R.S. $ 30-28-110 whenever any
county planning commission has adopted a master plan of the county, no public utilities, whether
puUticty or priiately owned, shall be constructed or authorized in the unincorporated territory of

F. In accordance with state law, the Commission has adopted a Master Plan. The Master Plan
applicable to this review is the Garfield County 203 Comprehensive Plan, as amended.

the proposal is in general conformance with the Comprehensive Plan.
H. The Commission closed the public hearing on July 13,2016 to make a decision on the

I have revievfed the application for the proposed extension of water and sewer service. I have no issues with the
proposal. lt would be very beneficial to the Fire District if a couple of new fire hydrants were to be installed along
County Road 154 in conjunction with the project. lt would be especially beneficial to have a fire hydrant located at the
intersection ofCounty Road 154 and County Road 109.
