Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. Applicants are required to indicate appropriately and to submit the completed check list at time of application for a permit. 1 January 1, 1999 Plans to be included for a Building Permit, must be on drafting paper at Ieast 18"x24" and drawn to scale. Plans must include a floor plan, a concrete footing and foundation plan, elevations all sides with decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40# per ft. up to 7,000 F.O.S. and an 80 M.P.H. wind. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. 1. The findings of our work and recommendations for the foundation design are presented in this report. The work was done in accordance with our agreement for geotechnical engineering services to you, dated May 26, 1999. The proposed residence will consist of a single story wood frame structure over a crawlspace. The attached garage floor will be slab -on -grade. Lightly loaded spread footings are proposed for the building support. At the time of our visit to the site, the foundation excavation had been cut in one level from 1 to 3' feet below the adjacent ground surface. The soils exposed in the bottom of the excavation consisted of sandy clayey silt. The southwestern portion of the excavation had been cut just through the topsoil. Results of consolidation testing performed on a sample of the silt taken from the site, shown on Fig. 1, indicate the soils have relatively low compressibility under existing moisture conditions and light loading and a low to moderate collapse potential (settlement under constant load) when wetted. The sample showed high compressibility upon additional loading after wetting. The laboratory test results are summarized on Table I. No free water was encountered in the excavation and the soils were relatively dry. The silts exposed in the bottom of the excavation are low density and are highly compressible under loading after wetting. Foundations placed on the natural soils will have a risk of excess settlement and distress to the building. Spread footings placed on the undisturbed natural soils and designed for an allowable bearing pressure of 1000 psf can be used for support of the proposed residence provided the risk of distress is accepted by the owner. The risk can be limited by providing at least three feet of compacted structural fill below footing bearing level. If the silt depth is less than 10 feet, the structural fill can be waived. Some post -construction settlement of the foundation should be expected if the bearing soils become wet. The settlement could be on the order of 1 to 2 inches depending on the depth of wetting. Footings should be a minimum width of 20 inches for continuous walls and 2 feet for columns. Topsoil and loose disturbed soils in footing areas should be removed to expose the firm natural soils. Structural fill below footing bearing level can consist of the on-site soils • �' Tass Crow June 7, 1999 • Page 2 compacted to at least 95 % of standard Proctor density at near optimum moisture content. The native soils should be moistened and compacted prior to placing structural fill or footing concrete. Exterior footings should be provided with adequate soil cover above their bearing elevations for frost protection. Continuous foundation walls should be heavily reinforced top and bottom to limit the effects of differential settlement and span local anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls acting as retaining structures should be designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at least 50 pcf for on-site soil as backfill. Structural fill placed within floor slab areas can consist of the on-site soils compacted to at least 95 % of standard Proctor density at a moisture content near optimum. Backfill placed around the structure should be compacted and the surface graded to prevent ponding within at least 10 feet of the building. Consideration should be given to use of xeriscape within at least 5 feet of the building foundation. The recommendations submitted in this letter are based on our observation of the soils exposed within the foundation excavation and do not include subsurface exploration to evaluate the subsurface conditions within the loaded depth of foundation influence. This study is based on the assumption that soils beneath the footings have equal or better support than those exposed. The risk of foundation movement may be greater than indicated in this report because of possible variations in the subsurface conditions. In order to reveal the nature and extent of variations in the subsurface conditions below the excavation, drilling would be required. It is possible the data obtained by subsurface exploration could change the recommendations contained in this letter.
