Second St. Carbondale, CO 81623 970-704-1907 February 17, 1999 PURPOSE, SCOPE AND LIMITATIONS: The purpose of the survey was to examine and evaluate the visible structural elements of the "1919 house" for conformity with the structural engineering regulations and requirements for material of construction (Volume 2, 1994 UBC). This study was conducted in accordance with generally accepted structural engineering principals and standards of practices in this area at this time. We will make no warranty either expressed or implied. The conclusions and recommendations submitted in this report are based upon the data obtained from visual inspections, the existing type of construction, and our experience in this area. Our findings include interpolation and extrapolation of visible conditions identified at the time of the survey. SURVEY: Dates of Inspection: February 13 & 16, 1999. Type of Construction: The building is a one-story/two-story wood -framed construction with a rubble stone and concrete foundation. Approximate Age: The building is approximately 80 years old. 1 General Conditions: The most obvious signs of distress were cosmetic in nature (i.e. broken windows, holes in the sub -floor, missing exterior doors, missing and cracked plaster, and lack of footings for the roof at the entrance). The structural framing elements were in general sound and undamaged by weather or over -loading. There were no serious cracks in the foundation. Some areas of the floor were `bouncy". RECOMMENDATIONS: The building should be stabilized. It should be protected from the weather (new windows and doors or temporary coverings over them). New footings or temporary shoring should be provided for the roof at the entrance. New or temporary interior footing could remove the "bouncing" from the floor. CONCLUSIONS: The problems listed above should be abated as soon as possible. None of the above items present an immediate threat to the building structural system. The items in totality, do however, pose a threat if not addressed in the near future. In general the house was in good condition, with some noted exceptions. Considering its age and lack of maintenance, it has "stood the test of time" very well. While it is beginning to show signs of dilapidation, a thorough remodel and the implementation of the recommendations included in this report should place it in a stable category for many more years to come. President White Horse Consultants 2 r GARFIELD COUNTY BUILDING AND PLANNING 970-945-8212 MINIMUM APPLICATION REQUIREMENTS for SINGLE FAMILY DWELLING CONSTRUCTION including NEW CONSTRUCTION ADDITIONS ALTERATIONS and MOVED BUILDINGS In order to understand the scope of the work intended under a permit application and expedite the issuance of a permit it is important that complete information be provided. Adequate and complete information will prevent delays in the plan review process. Reviewing a plan and the discovery that required information has not been provided by the applicant may result in the delay of the permit issuance and in proceeding with building construction. The owner or contractor may be required to provide this information before the plan review may proceed. This causes delays because other plans that are in line for review may be given attention before the new information may be reviewed after it has been provided to the Building Department. Please review this document to determine if you have enough information to design your project and provide adequate information to facilitate a plan review. If you do not, it may be helpful to obtain a book titled "Dwelling Construction under the Uniform Building Code". This book is available to you through this department at our cost. Also, please consider using a design professional for assistance in your design and a construction professional for construction of your project. To provide for a more understandable plan in order to determine compliance with the building, plumbing and mechanical codes, applicants are requested to review the following check list prior to and during design. Applicants are required to indicate appropriately and to submit the completed check list at time of application for a permit. • January 1, 1999 Plans to be included for a Building Permit, must be on drafting paper at least 18"x24" and drawn to scale. Plans must include a floor pial a concrete footing and foundation plan, elevations all sides with -decks, balcony, steps, hand rails and guard rails, windows and doors, including the finish grade line. A section showing in detail, from the bottom of the footing to the top of the roof, including re -bar, anchor bolts, pressure treated plates, floor joists, wall studs and spacing, insulation, sheating, house - rap, (which is required), siding or any approved building material. A window schedule. A door schedule. A floor framing plan, a roof framing plan, roof must be designed to withstand a 40# per ft. up to 7,000 F.O.S. and an 80 M.P.H. wind. All sheets to be identified by number and indexed. All of the above requirements must be met or your plans will be returned. 1. Is a site plan included that indicates the distances of the proposed building or addition to property lines, other buildings, setback easements and utility easements? Yes 2.
