The following items are required by Garfield County for a final inspection:
1. A final Electrical Inspection from the Colorado State Electrical Inspector;
2. Permanent address assigned by Garfield County Building Department posted where readily
visible from access road;
3. A finished roof, a lockable house, complete exterior siding, exterior doors and windows
installed, a complete kitchen with cabinets, a sink with hot & cold running water, non-absorbent
kitchen floor coverings, counter tops and finished walls, ready for stove and refrigerator, all
necessary plumbing;
4. A complete bathroom, with wash bowl, tub or shower, toilet stool, hot and cold running
water, non-absorbent floors and walls finished and a privacy door;
5. All steps outside or inside over three (3) steps must have handrails, guard rails on balconies or
decks over 30" high constructed to all 1994 UBC requirements;
6. Outside grading done to where water will detour away from the building;
7. Exceptions to the outside steps, decks and grading may be made upon the demonstration of
extenuating circumstances, i.e. weather, but a Certificate of Occupancy will not be issued until all
the required items are completed and a final inspection made.
A CERTIFICATE OF OCCUPANCY WILL NOT BE ISSUED UNTIL ALL THE ABOVE
ITEMS HAVE BEEN COMPLETED.

As you may remember, at the April 5,1999 Commissioners Meeting, the Commissioners voted to waive
all fees from your department relative to the building of our animal shelter. This would include the plan
check fee, the building permit fee and any septic system fee should that system become necessary. The
Commissioners stipulated that the county would receive an appropriate amount of in-kind services from
us once the facility is up and operational.

MINIMUM APPLICATION REQUIREMENTS
for
CONSTRUCTION OF
COMMERCIAL OR MULTI -FAMILY RESIDENTIAL BUILDINGS

NEW CONSTRUCTION
ADDITIONS
ALTERATIONS
and
MOVED BUILDINGS
In order to understand the scope of the work intended under a permit
application and expedite the issuance of a permit it is important that
complete information be provided. Adequate and complete information will
prevent delays in the plan review process. Reviewing a plan and the
discovery that required information has not been provided by the applicant
may result in the delay of the permit issuance and in proceeding with
building construction. The owner or contractor may be required to provide
this information before the plan review may proceed. This causes delays
because other plans that are in line for review may be given attention before
the new information may be reviewed after it has been provided to the
Building Department.
Please review this document to determine if you have enough
information to design your project and provide adequate information to
facilitate a plan review. If you do not, it may be helpful to obtain a book
titled "Dwelling construction under the Uniform Building Code. This
book is available to you through this department at our cost. Also,
please consider using a design professional for assistance in your
design and a construction professional for construction of your project.
To provide for a more understandable plan in order to determine
compliance with the building, plumbing and mechanical codes, applicants
are requested to review the following check list prior to and during design.

DIVISION 0 - BIDDING & CONTRACT REQUIREMENTS
1. DOCUMENTS

2. TIME OF COMMENCEMENT AND COMPLETION
The Work shall commence within seven (7) days of award of the Contract. Substantial Completion of the
Work shall be within nine months from the date of award.
3. CODES
All work to conform to:
a. 1994 UBC w/ Amendments
b. County, State and Federal regulations
4. BUILDING PERMIT
Architect will make application to Garfield County. Contractor to complete process. Permit fee and
plan check fee has been negotiated by Owner.
5. LOCAL PREFERENCE
The General Contractor is encouraged to, where possible, give preference to local sub -contractors and
suppliers. Many have pledged varied reduced material and labor costs. Strict accounting of actual costs
and savings is necessary. People and businesses providing reduced services and materials will be publicly
acknowledged.
DIVISION 1- GENERAL REQUIREMENTS
1. CHANGE ORDER PROCEDURE
Any changes to the Work resulting in a change in cost or time will require a change order. Contractor will
draft the appropriate form for Owner approval and submit to architect. No said Work shall conunence
until approved.
2. CONSTRUCTION SCHEDULE
Contractor shall submit a schedule within 10 days of contract award and shall update monthly submitting
with application for payment.
3. SUBMITTALS
Submit as required, revise and resubmit as necessary for compliance.
4. SUBSTITUTIONS
Substitutionswill be considered only when substantiated by the submittal of required data. All associated
costs, including those of related work shall be considered.
5. ALLOWANCES
Allowances where called for shall be for materials only to be included in bid price. The labor cost should
be included separate from the material allowance.
6. SCHEDULE OF VALUES
Contractor shall submit a Schedule of Values within 10 days of contract award providing a detailed
breakdown of the contract sum. Account allowances separately.

7. TESTING LABORATORY SERVICES
The Owner will decide what and when to test and pay for initial tests. If tests are unsatisfactory contractor
will pay for subsequent re -tests.
8. TEMPORARY FACILITIES
Provide and maintain utilities, field office, sanitary facilities, security, telephone, covers and fences,
including silt and erosion control.
9. PRODUCT HANDLING
Comply with manufacturer recommendations.
10. PROTECTION
Protect all finished surfaces from damage until completion of work and approval of Owner.
11. CLEANING
Maintain the job site and the work in a neat and clean state. Each trade is to be responsible for its debris.
Contractor to maintain a dumpsite and be overall responsible for clean-up, including trash and/or debris
blown from the site. Final cleaning at contract closeout to be spotless.
12. PROJECT RECORD DOCUMENTS
Maintain and protect a job set of record documents. At completion transfer all recorded data to the final
project documents.
13. OPERATION AND MAINTENANCE MANUAL
Provide three copies that include all suppliers and manufacturers instructions along with all warranties.
14. CONTRACTOR'S CORRECT ADMINISTRATION OF RESPONSIBILITIES
a. Construction methods, performance, and procedures.
b. Protection and manipulation of existing facilities and conditions. (bracing, shoring, scaffolding,
etc.)
c. Excavation, and construction - structural integrity, proper procedures, and general safety standards
of both existing conditions and new work.
15. CONTRACTOR COORDINATION, VERIFICATION AND NOTIFICATION
a. Coordinate scope of work with existing conditions and job/site requirements.
b. Verify all drawings, dimensions, sections and details.
If discrepancy occurs in drawings:
-Details rule over general drawings.
-Written dimensions rule over scale (do not scale drawings)
-Specifications rule over general comments.

DIVISION 2 - SITE WORK
1. CLEARING AND SITE USE
Clear and grub site as shown. Stockpile topsoil for reuse at §outheasl corner of lot. Disrupt site only as
necessary. Drive only in location of future driveway, parking lot, and immediately adjacent to structure.
2. GRADING
Excavate, backfill, compact and grade to the elevations specified and as needed to meet requirements as
shown. If necessary field adjust grades with approval of Architect.
3. CONCRETE PAVING
Provide pavements and walks as shown. Concrete to be 3,000 PSI, over fully compacted and prepared
base material. Fiber added, broom finish.
4. FOUNDATION DRAINAGE
Provide foundation drainage systems as needed for a complete and proper installation.
Install 6" diameter Schedule 40 perforated PVC piping systems around perimeter at bottom of foundation
wall slope system at 118"/foot minimum and run to daylight.
S. ASPHALT
2 inch matt over 6 inch compacted base.

DIVISION 3 - CONCRETE
1. Concrete shall be proportioned in accordance with Chapter 19 of the UBC. Concrete slabs on grade shall
be poured with construction joints or weakened -plane joints.
2. Provide 6 mil -polyethylene moisture barrier under all interior slabs on grade.
3. All concrete to be 3,000 PSI, fiber reinforcing.
4. All finished interior floor slabs to have integral color, by architect.
S. Provide expansion joints as per ACI recommendations.
6. Provide integral monolithic steel smooth trowel finish at kennels and broom finish at locations shown.
7. Seal and stain wax all exposed concrete.

8. Reinforcing steel shall be Grade 40, Meeting ASTM A-615. Bars #6 or larger shall be Grade 60.
Clearance of reinforcing steel to earth, weather or formed surfaces shall be in accordance with Section
1907 of the UBC. Provide 90 -degree hook with a 24 -inch extension for all horizontal bars at all corners
and intersections of walls, footings and curbs. Reinforcing steel shall have minimum lap of 30 bar
diameters at concrete members, and 40 bar diameters at concrete block or masonry walls.
9. Bottom of footings shall extend to firm and undisturbed soil. Sides of footings below the finished grade
may be poured in accurately cut trenches in accordance with the drawings.
10. Foundation and slab sleeves and inserts shall be installed as needed and required by code prior to placing
of concrete.
DIVISION 4 - MASONRY
1. CONCRETE UNIT MASONRY
Provide random pattern split -face 8 x 8 x 16 CMU and accessories as shown from Mayne Block for

2. BITUMINOUS DAMP -PROOFING:
Two coats of spray applied asphalt emulsion at exterior faces of concrete foundation.
3. VAPOR BARRIERS
a. Resilient polyurethane caulking at footing wall interface exterior side.
b. 6 mil polyethylene film under slab floors and between insulation board and gravel fill.
c. Polyurethane or silicone resilient sealant at all concrete slab/wall joints.
4. BUILDING INSULATION
a. Exterior CMU - Perlite or equal.
b. Between kennels and administration- R - 19 batt.
c. Between roof purlins - 2 inch R -guard expanded polystyrene.
d. Foundation walls - Styrofoam brand "Blue Board", 2" thick (R - 16).

f. Concrete slab floors - Styrofoam brand "Blue Board", 1" thick, tongue and groove —
4 FT width under slab around perimeter at exterior edges.
5. CORRUGATED METAL
24 gauge corrugated steel, self -rusting, by Reclametals, or equal.
6. FLASHING AND SHEET METAL
Provide in accordance with SMACNA to prevent penetration of water through the exterior shell of the
building. Exposed flashing to be 20 gauge primed aluminum. Concealed flashing to be 24 gauge hot
dipped galvanized iron.
7. SEALANTS AND CAULKING
Throughout the work, seal and caulk where shown on drawings and elsewhere as required to provide a
positive barrier against passage of moisture and passage of air. Caulking to be gun -grade, non -sagging,
primerless, silicone caulking (+50% silicone); color to match adjacent surface(s) as closely as possible
from manufacturer's standard colors.

All exterior and interior doors to be pre -hung and primed steel doors with safety glass lights as shown.

work of other trades which must be carried on in conjunction with the electrical work so that the construction
operations can proceed without harm to the Owner from interference, delay, or absence of coordination.
