Harvey Gap Minor Subdivision, Lot 1, Garfield County
Assessor's Parcel No. 2127-131-02-001
In accordance with and pursuant to provisions of the Garfield County Land Use and
Development Code, as amended, the following activity is hereby authorized by Land Use
Change Permit:
Community Meeting Facility as shown on the Site Plan Attached as Exhibit "A"
(GAPA-02-16-8418)
This Land Use Change Permit is issued subject to the conditions contained in the a
Director decision issued on May 2, 2016 (Exhibit B) and shall be valid only during
compliance with such conditions and other applicable provisions of the Garfield County
Land Use and Development Code, as amended, Building Code, and other regulations of
the Board of County Commissioners of Garfield County, Colorado.

1. All representations of the Applicant contained in the application shall be considered conditions of
approval unless specifically modified by the Director of Community Development.
2. The Applicant shall comply with all local, state and federal regulations regarding facilities of this
type.
3. Prior to issuance of the Land Use Change Permit the Applicant shall obtain a Road & Bridge
Driveway Permit and complete all required improvements.
4. Prior to issuance of the Land Use Change Permit the Applicant shall make upgrades to the existing
driveway per the requirements of the Colorado River Fire Rescue District including widening of the
road to 16' and creation of 10' x 40' pullouts every 400 foot along the private road.
5. Prior to issuance of the Land Use Change Permit the Applicant will provide Community
Development a letter of acceptance from Colorado River Fire Rescue regarding the sufficiency of
the Fire Mitigation Plan.
6. If event capacity exceeds 50 persons the two on-site restroom facilities shall be augmented with
adequate porta-potties with hand -washing stations based upon national standards for special
events or a qualified service provider.
7. Based upon the limited provision of infrastructure to serve the facility, the Roberts Public Meeting
Facility shall be limited to 52 events annually and a maximum capacity of 200 persons per event.
The facility may not be expanded, nor guest capacity exceeded, until such time as permanent
water, sanitation and electricity is provided to serve the facility.
8. The facility shall be subject to all Garfield County Building Code Requirements. The property owner
shall obtain any necessary Garfield County Building Permits for the proposed structure.
9. The Applicant shall obtain all necessary state permits that may be necessary regarding the vault
and haul scenario for both water and sanitation.
10. All exterior lighting shall be downcast and shielded in compliance with Section 7-304, Lighting
Standards, of the Land Use and Development Code of 2013, as amended.
11. The Public Meeting Facility hours of operation shall be 8 a.m. until midnight with all activities to
occur inside the structure after 10 p.m.
12. Prior to and during special events the Applicant shall provide adequate dust mitigation on the
private subdivision road, either through watering or application of magnesium chloride.
