Dear Mr. Lloyd;
The Solid Waste and Materials Management Program of the Hazardous Materials and Waste Management
Division (the Division) has received the following documents associated with the South Canyon solid waste site
and facility owned and operated by the City of Glenwood Springs (City).
"Permitted Lined Area Modification Request" dated August 16, 2016 and prepared for the City of
Glenwood Springs (City) by American Environmental Consulting, LLC (AEC).
The Certificate of Designation boundary was administratively corrected by Garfield County August 8, 2016
which allows the previously approved landfill footprint to be developed for waste disposal. The approved
permit, the 1994 Engineering Design and Operations Plan (EDOP), stipulates that the landfill base area will
have 12" compacted clay liner with a specified hydraulic conductivity. The City recommends a modification
to the base area to be lined including Phases 4A, 4B and 4C. The modification is recommended to make
adjustments to the landfill base design which has changed either due to native material removal or
placement of municipal solid waste. Overall the landfill base area to be lined is increased. The submittal
also provides a grading plan for Phases 4A and 4B and a CQA Plan. Phase 4A is the base area situated in the
northwest portion of the EDOP landfill footprint. Phase 4B is in the north -central part of the landfill
footprint.
The technical review was conducted to determine compliance with the requirements set forth in the Solid
Wastes Disposal Sites and Facilities Act, Title 30, Article 20, Part 1 of the Colorado Revised Statutes, as
amended (Act), with the regulations promulgated there under 6 CCR 1007-2 (Regulations), with the current
EDOP (1994) and subsequent revisions including Phase 5 addendum and Phase 4 Top Deck vertical expansion.
Based on our technical review, the modification to the base area to receive compacted clay liner is
approved.
The Division also received the following document.
"Request to Fill Phase 4A: South Canyon Landfill" dated August 25, 2016 and submitted by AEC.
The City is requesting solid waste to be placed in the Phase 4A area prior to submittal of the construction
quality assurance certification report and provides a sealed statement by a Professional Engineer that the
construction has been completed in substantial compliance with the design. Financial assurance does not
require adjustment for this small area.

The Division approves placement of waste in the 0.47 acre lined Phase 4A area. Consider placing select
waste for the first few feet with minimal compaction to retain the integrity of the thin liner and the pipe less
leachate drain. Please consider future construction of Phase 4B and keep that area free of waste. The
Division recommends that there is no waste placed on the landfill perimeter side slopes until a grading plan is
developed that ties into Phases 4A, 4B and 4C grades.
In closing, the Division is authorized to bill for the review of technical submittals pursuant to Section 1.7 of
the Regulations at the rate of $125 per hour. An invoice for the Division's review of the reports will be
