Re: Access Road Improvements - Completion Review
Dual -Purpose Use Facility Improvements Plans, 4611 County Road 237, Silt, Colorado
Dear Warren & Carla:
Per Garfield County's Planning Department request, I conducted an onsite review of the recently
completed access road as shown on the above referenced plans (sheets C2 and C3), dated 3-23-15.
The purpose of this review is to verify that the road improvements comply with the County's criteria
set forth in Kathy A. Eastley's (County Senior Planner) email to Katie Day, dated August 23, 2016 and
the local Fire Departments minimum access standards.
My site review of the existing access conditions was conducted on August 25, 2016. Approximately
100 feet off from the county road, the access road splits into two separate paralleling one-way single
lane drives for approximately 1,300 feet and then joins back together as a two-way single -lane
driveway near the tee intersection and remains as single -lane driveway to within approximately 25 of
the facility building site.
Both, the separate one-way and the two way drives were constructed with a gravel base coarse
material and then over -laid with an approximately 3" to 4" thick layer of compacted recycled (rota -mill)
asphaltic pavement material. Minimum drive way widths measured 16 feet. Maximum centerline
road grade measured 11.0 %. The pull-outs along the two-way single land sections of road
measured less than the maximum 400 foot spacing requirement and were at least 10' by 40' size.
No -pull outs were constructed along the one-way sections of road. "One-way" and "Do not Enter"
signs were posted for both one-way roads. The County Road intersection improvements include an
asphalt apron, 30 lineal feet of 24' wide driveway, and a stop sign.
Based on my above described findings, I believe that the completed access driveway improvements
comply with the County's criteria and the local Fire Departments minimum access standards.

I am ok with the requested Exit Road Adjustment as shown on the attachment. The need for pullouts on the one lane
entrance road and one lane exit road is not needed. The reminder of the road shall still have pullouts at
approximately every 400'+or-. The only thing that I might add is the need for one-way signage on both ends of the
road.
Katie, I can work with you on this signage.

I just wanted to advise you that the Roberts have provided me with a hard copy of the site plan and I have found the
corrections that I have requested to be completed. The changes were parking removed from the parking lot by the
entrance to the building and reduce the size of the inside radius of the circle drive. Attached is the drawing with
corrections from the original plans. I am confident that the noted Fire mitigation plan that the Roberts included will
meet CRFR requirements and have no further need to add any more requirements. The Fire Mitigation plan will serve
as my check -off for C of 0.

Good morning Kathy,
Below is a forwarded e-mail from road and bridge detailing that we have met their improvements and are good
to go. I also attached the earlier driveway permit with number on it as well as the earlier letter from Orrin
Moon about the road improvements and road adjustment.
Orrin Moon is coming out to the site at 9 am tomorrow(Friday) to inspect our road changes and necessary
improvements. If he approves of the work done and deems it to his specifications, is an engineers statement
still necessary? Will Orrin Moons approval and visitation satisfy the requirements to issue our land change use
permit?

I went out and looked at the driveway apron for your new facility on Monday. Everything looks really good
and I saw no issues with it. This letter can be sent to the Community Development Department for their records
showing you have completed the Road and Bridge requirements for the driveway permit.
Good luck with the rest of the project, and I can't wait to see the finished product.

Amended Access:
We the Farmer's Irrigation Company hereby acknowledge and
consent to Warren Roberts and Grand Hogback LLLP the right to use
the existing ditch right of way as an additional access road for exiting
their Harvey Gap Property and the community gathering facility on
said property. The existing ditch is being converted to a buried
pipeline following the existing ditch right of way. Please see attached
map.

underground pipeline that will carry the Ditches' allotted water rights.
This pipeline will follow and replace the original ditch. We also
understand that Warren Roberts and Grand Hogback LLLP are going
to construct a roadway along the ditch right of way. We acknowledge
that we have the right to perform any required pipeline repair or
maintenance along this roadway if it is ever deemed necessary by all
interested parties.
