(CRE) has prepared the following letter to describe the current status of the Strong PUD Public Water System and the changes that would be required with an increase in population served by the PUD. The current system has been permitted with the Colorado Department of Public Health and Environment (CDPHE) as a "Transient, Non -Community" (TNC) Public Water System, PWS ID C00223730. The Transient classification is due to a permanent workforce population regularly being less than 25 persons. The Non -Community status is because there are no residences associated with the PUD. The TNC system has some of the lowest regulatory requirements of water systems administered by the CDPHE. If the PUD is to be changed to allow the workforce population number to exceed the 25 person limit, then additional permitting requirements will be required to change the classification to Non -Transient. This classification with the Health Department will require additional engineering and permitting data submitted to the CDPHE. This system classification will also have more regulatory requirements with respect to water quality testing and monitoring frequency. Our review of past testing results and system design indicates your water system would not need any physical changes (e.g. Well, tanks, treatment etc..).
