The Applicant shall provide a Stormwater Management Plan whlch includes drainage calculations. This Plan shall be reviewed and accepted by the Garfield County Designated Engineer prior to issuance of the Land Use Change Permit. 2, The Applicant shall provide a copy of the new well permit and Basalt Water Conservanry District augmentation contract that allows the use for a vetednary dinic, to be reviewed by the County Designated Engineer and Community Development Department priorto issuance of the Land Use Change Permlt. The Applicant shall provlde a copy of the executed well sharing agreernent between the veterinary clinic and vehicle repair facility, to be reviewed by the County Attomet's Offlce and Community Development Department prior to issuance of the Land Use Change Permit. The Applicant shall provide a water quality test that meets the standards in Section 4-203(MXIXbXSXc) of the LUDC, revlewed and accepted by the County Designated Engineer prior to issuance of the Land Use Change Permit. The Applicant strall provide documentation as to whetherthe combined veterinary clinic and vehicle repairfacility will need to meetfte requirements of the Colorado Primary Drinking Water Regulations (water) and/or the Colorado Water audity Control Act (wastanatefl. The submittal shall be reviewed and accepted by the County Designated Engineer prior to issuance of the Land Use Change Permit. The Applicant shall provide soils characteristics and slope information for the wastewater absorption area to ensure compliance with County OWTS rules and regulations for the proposed permanent OWTS system. This lnformation shall be rcviewed and accepted by the County Designated Engineer prior to issuance of the Land Use Change Permit. n1s Appllcant shall provlde a draft wastewater system sharing agreement between the veterlnary clinic and vehicle repair facility priorto execution to be rcviewed and accepted bythe CountyAttomefs Offtce priorto issuance of the land Use Change PErmit. The Applicant shall meet with the Glenwood Springs Fire Department to come to an agrBement on (1) nressary fire flow water and pressure to support ftrefiglillng operations, ffid (2) the number and location of hydrants on site. Other Gonditions 9. All representation of the Applicant contained in the application shallbe considered conditions of approval. 10.The Veterinary Ctinic shall be subject to all Garfield County Building Code Requirements. 11.All exterior llghting shall be downcast and shielded and comply with Sec'tlon7-904, Lighting Standads, of the Land Use and Development Code of 2013, as amended. 12.The Applicant shall obtain a County OWTS permit for both the vault and haul wastewater disposal qlstem and the pennanent OWTS, as applicable. 1 3. Within one year from the date of issuance of the County OWTS permit for the vault and haul system, the system shall be removed and replaced with either: (1) connection to and service provided by the Roaring Fork Water and Sanitation District (RF1,VSD), or (2) installation of a permanent OWTS consistent with the site plans and reprcsentations made within the application. 14.At the time the roadway to the school site across Lot 3 is constructed, the southerly ac€ess for Lot 2 onto County Road 154 shall be closed and relocated to connect to the sc*rool site access road. I5.This property is located within the Gig of Glenwood Springs' Source Water Protection Area. The operator should be mindful of this in thelr operations, and contac't the Glenwood Springs water trcatment plant operator in the event of a splll. 16.Horse and other livestock manure shall be cleaned frequently and stored so that nutrients and bac.teria are not allowed to leave the property. 1 7. The operator shall control fugitive dust through approprlate dust control measures such aswaterapplication, revegetation rrvhen possible, and oovering bare surfaces with gravel. 18.Dus{, odorc, gas, fumes, and glare shall not be emitted at levels that are reasonably objectionable to adjacent property. 19. Noise shall not exceed State noise standards pursuant to G.R.S., Artlde 12 of Title 25. Page { of {
