D FR C. V q-opuL! 4� Ciro I have just completed the plan review for the New Creation Church, admini ration building o ice addition,locatedna 44761 Hwy 6 & 24, Glenwood Springs. Due to the extent of the proposed project, please see the following list of corrections and/or additional information required to complete the plan review. 4„\. 1) Architectural plans must be sealed when the structure serves an occupant load of more than ten (10) persons. Per 2009 International Building Code (IBC), Table 1004.1.1, allows a gross floor area of 100 sq. ft. per person. The proposed square foot addition of 1576/100 = 15.7, or 16 occupants, not including the existing floor area/occupants. We realize that this number may not be realistic for your needs, but we must use this maximum allowable in our review to ensure the minimum code life safety requirements. Please provide architectural plans sealed, signed, and dated by a Colorado Licensed Design Professional. 2) Please amend architectural plan page Al to delete the International Residential Code (IRC) general notes and reference pertinent IBC code requirements. Please include a code analysis specifying type of construction, use/occupancy group, separation, building height/area calculations, occupant load, etc. Please provide complete floor plans of upper and lower levels, depicting existing and proposed areas and their uses. Plans will be reviewed for means of egress, travel distance, and accessibility requirements. Accessibility shall comply with the 2009 IBC, Chapter 11, 34, Sections 3411.5, 3411.7, and ICC/ANSI A117.1-2003. Please include details of accessible elements such as ramps, toilet rooms, drinking fountains, etc. 4) Please amend architectural page A6, sections, to include the insulation R -values for the ceiling/roof, floors and exterior walls. Prescriptive values are specified in the 2009 International Energy Conservation Code (IECC). Include the method of attic/roof venting and location of access. 5) To verify if the existing, or new mechanical equipment is properly sized to condition the structure, please provide a calculation report signed by a certified mechanical design professional. 6) Our department received only one set of sealed structural plans with your submittal. Please provide a second set of sealed structural plans for review. 7) Please provide a copy of the March 3, 2015 letter documenting the risk of associated with spread footings in combination with the adjustable framing system. 8) Please provide a copy of the manufacturers specifications for the telescoping column/frame leveling device. 9) Owner shall provide a letter specifying the frequency of survey monitoring, and leveling/adjustments will be approved by a professional engineer. 10) Please provide a copy of plans to the local fire district for review, 101 8th St. GWS, Ron Biggers, 970-384-6480. Please provide two (2) copies of the requested information and reference building permit number BLCO-5-15-3650 on your correspondence. Feel free to forward any questions or concerns. The plans that I have that are stamped are from october of 1987 and they have what it is now with just some minor changes, removed closets and a couple walls moved. And then the decks and foundations which you already have. So it does have some history. I do not know the total square footage footprint of the existing and proposed building would be, occupancy and type of construction this remodel would encompass. That is part of the reason to have an architect design the project. Ron Biggers reviews the building as part of the general 1 review process for the fire district. If there is something in the fire code as amended or something in the building code that requires a sprinkler system then one is required based on the above items. If the cost of a sprinkler system breaks the budget, it would be good to know this early in the process. This is information from our files and may not be complete. Any additional information you might have would be appreciated. It would appear that conversion of the structure from a house in the past to an administration building over the years was possibly done without a formal building permits. In order to update the structure to the present condition, building permit BLCO-05-15-3650 will be used. Thank you for the as built drawing for the admin building. We completed a code review based on the plans and there does not seem to be any glaring code issues with type of construction, occupancy separations or egress from the building. A design professional, licensed engineer or architect will need to do a visual inspection of the construction to verify there are not any structural issues with the new construction, and that the construction appears to meet the 2009 IBC. I am assuming the electrical work done was under state electrical permits. Your electrical contractor should have records of these permits and/or could request a permit review from the state. The local fire district should also do a walk-through of the building to address any fire code concerns. Once the above items are completed, the county will do a final inspection and a formal Certificate of Occupancy (CO) will be issued for the building for the present day use of the building. It would be good to wrap all this up in the next 30 days. Please let us know if you have any questions or have additional information about the structure.
