Subject: Espino Foundation — TBD Chair Bar, Silt, Colorado
In the construction drawings that I prepared for the Espino residence at TBD Chair
Bar in Silt, Colorado (dated 09/28/2016), 1 site the 2012 IRC Code as a design
standard. I am writing to certify that the design also complies with the provisions of
the 2015 IRC Code as adopted Garfield County, Colorado.

Regarding Item 1: See attached letter.
Regarding Item2: While the ultimate wind speeds of Figure R301.2(4)A are increased to 115 mph, the actual
design wind pressures change very little. Compare Table R301.2(2) of the 2015 code with the same table of the 2012
code. Pressures listed for the 90 mph wind speed in the 2012 code are essentially the same as those listed for the 115
mph wind speed in the 2015 code. When the codes increased the design wind speeds, they simultaneously changed the
wind pressure calculation to effectively negate the wind speed increase. In 2012 the code used 1.0*V*V to calculate the
pressure. In 2015 the code uses 0.6*V*V.
