Re: Special Use Permit for an Accessory Dwelling Unit
Dear Bruce and Rue:
Today at a noticed public hearing the Board of County Commissioners moved to conditionally
approve your request for an accessory dwelling unit at 0267 County Road 137. The conditions
are as follows:
1. That all representations of the applicant, either within the application or stated at the
hearing before the Board of County Commissioners, shall be considered conditions of
approval.
2. That the applicant meet all requirements of the Garfield County Zoning Resolution of
1978, as amended.
That any renovation to the existing cabin, which will be the accessory dwelling unit, must
meet the adopted Garfield County building code requirements.
4. That all State and Local health standards be met and that the applicant acquire an
adequate ISDS permit (for the new structure) at the building permit stage.
5. That, prior to issuance of the special use permit, the applicant satisfy staff that a safe and
legal water source that meets County standards has been provided to the existing and
new units.
A resolution of approval will be drawn up by this office and signed by the Board. The special

use permit will not be signed and issued until the above conditions have been satisfied. Please

Thank you for the prompt correspondence concerning the special use permit granted for an
accessory dwelling unit for Bruce and Rue Arbaney. We acknowledge the accuracy of the
conditions.
The new structure, the principal dwelling unit, will be provided water from a 340 foot deep
well. I doubt there is any issue about the safety or adequacy of this supply.
The existing unit, which will become the accessory dwelling unit, is fitted with an aquafine
model DW -8 ultraviolet water disinfection unit. I enclose the standard specifications for this unit
for your information and review. We believe this unit provides adequate disinfection to provide a
safe water supply for the unit and would ask you to confirm that this satisfies the condition imposed
by the commission. Please advise.

Dear Bruce and Rue:
As noted in my previous letter dated 10/4/99, the following condition of approval needs to be
satisfied prior to issuance of the special use permit:
That, prior to issuance of the special use permit, the applicant satisfy staff that a safe and legal
water source that meets County standards has been provided to the existing and new units.
This department has received a letter dated 10/7/99 from Scott Balcomb concerning this
condition with an enclosure explaining the specifications of a UV Water Dis-infection Unit.
Staff finds the condition above has been met. As a result, the special use permit will be issued
(you will receive a copy by mail soon). This letter is being forwarded to the Building
Department so as to apprise them of your satisfactory completion of the special use permit
process. It has been a pleasure working with you. Please contact me in the event you have any
questions.

CHEMICAL DISINFECTION
WHAT IS ULTRAVIOLET (UV) ENERGY?
Ultraviolet energy is a range of light which falls just
below the visible light spectrum. UV energy is present in
sunlight. The low-pressure germicidal UV lamp which lies
at the heart of the DW -8 produces a slightly shorter UV
ray in concentrated form. 90% of the energy produced
by this lamp has a wavelength of 254 nanometers,
which is lethal to many waterborne microorganisms.
HOW DOES THE DW -8 WORK?
The UV lamp is housed inside a fused quartz sleeve
which seals the lamp from direct water contact. The
sleeve, in turn. is housed in a stainless steel treatment
chamber. The UV rays pass through the quartz sleeve
and into the surrounding water. These UV rays alter the
DNA of many common bacteria and destroy them.
WHY USE UV FOR WATER DISINFECTION?
UV efficiently replaces chemical disinfection.
Chemicals cause corrosion and produce possiblel
harmful byproducts. UV adds nothing to the water.
Aquafine UV disinfection units will not change the pH,
color, taste. odor or temperature of the water.
WHAT KIND OF WATER IS ACCEPTABLE FOR USE
WITH THE MODEL OW -8?
Water that is not visibly contaminated and whi&h does
not have an obvious contamination source, such las
sewage, is acceptable for the DW -8. Surface wa er will
need the additional protection of cyst -removal pre -filters.
We recommend your water be tested by a local
company and that appropriate pre-treatment equipment
be installed as necessary.

Installation and Maintenance
About 36 inches (90 cm) clearance either to the left orright of the unit IS
needed for installation and periodic servicing of the quartz sleeve and
UV lamp. Effectiveness of UV lamp output is naturally reduced with
time, thus annual changing of the lamp is normally required, along with
periodic cleaning of the quartz sleeve (the frequency is dependent
upon water quality). Rater to the Owner's Manual for detailed installa-
tion and service requirements and procedures.
The 118 VAC/60 Hz (standard U.S. power supply) DW -8 models UL
approved.
